Poland Temporary Residence Permit for Pakistani Students: MOS Filing, Fees and Deadlines (2026)

A Pakistani student who arrives in Poland on a national D visa must then apply for a temporary residence permit at the voivodeship office, and since 27 April 2026 that application is filed online through the MOS portal. The stamp duty is typically 440 PLN including the card, the first permit is usually valid for 15 months, and you must file no later than the last day of your legal stay. This guide shows you what to prepare, what the offices say and where the sources disagree.

Pakistani student preparing Polish temporary residence permit documents for a university in Poland

Do Pakistani students need a residence permit in Poland?

Yes, in almost every case. Poland treats study as a two-stage process for students from outside the EU. The first stage is a long-stay national visa, called the D type, which Polish diplomatic missions issue for up to one year. The second stage starts after you arrive, when you ask the voivodeship office for a temporary residence permit so that you can stay for the whole degree.

The official Polish study portal explains the split. Its visa page says the D type is a long-term national visa issued for up to one year, and that non-EU students need a temporary residence permit as well. It adds that EU students need no permit and only register within 90 days. A Pakistani passport holder is a non-EU student, so the permit is part of your plan from the first day, not an afterthought.

Many students make one costly assumption. They think the visa is the whole story and the university will handle the rest. Universities help, and several of them run excellent international offices, but the application is yours. The office decides on your file, and your signature is on it. Read this guide next to our wider study in Poland guide for Pakistani students, which covers tuition, scholarships and city costs.

What the permit actually does

The permit lets you remain in Poland lawfully after the visa runs out. It is a card, issued after the office approves your case. It shows that your stay is tied to your studies. If you stop studying, change university or fail to progress, the office can look at the permit again at renewal.

Who this guide is for

  • Pakistani students holding a Polish D visa for a bachelor, master or similar full-time course.
  • Parents helping a son or daughter prepare the funds and insurance evidence.
  • Students already in Poland who must renew a first permit.

It is not legal advice, and offices apply the rules with some local variation. Use it to prepare, then confirm with your university and the voivodeship office that handles your address.

What changed with the MOS portal in 2026?

The big change is the way you file. MOS is the electronic portal that now carries residence applications. As of 18 October 2026, the Warmia and Masuria Voivodeship Office page on temporary residence permits says that from 27 April 2026 applications for a temporary residence permit must be filed electronically through the new MOS portal, with only a short list of exceptions that does not include study. The same page says paper filing continues only for a small group of cases, such as some family reunification applications where the foreigner is abroad.

The Lubusz office confirms the same shift in practice. Its student page tells applicants to submit the application through MOS and lists, among the items you need, a PESEL number, a valid passport, a current digital photo and a Profil Zaufany. A Profil Zaufany is the trusted electronic identity used on Polish government portals. A PESEL is the Polish personal identification number.

Tip. Ask your university international office, in your first week, how foreign students normally obtain a PESEL and a Profil Zaufany. Offices differ, and some universities hold group sessions. Do not leave this until the month your visa ends.

Why this matters for Pakistani students

An online-only system rewards organised applicants. Every document is uploaded as a file, so a scan that is cut off or unreadable becomes a request for correction, and a request for correction costs weeks. Scan in colour, keep each file small enough to upload, and name files so you can find them under pressure.

The offices have also moved the school certificate online. The Lubusz list asks for an attachment signed electronically by the institution. In plain terms, your university completes its part inside the system, and you cannot fake or replace it with a stamped paper letter. If your faculty is slow, start the conversation early.

When must you file the application?

This is the point on which the official pages are not identical, so read it carefully. Both the Lubusz and Podlaskie pages say the application must be filed no later than the last day of your legal stay in Poland, while the older study.gov.pl page says to apply after arrival but before the visa expires. Two readings follow from that wording. The voivodeship offices give the hard legal limit, the last legal day. The study portal gives practical advice, which is to apply once you are in Poland and before the visa expires.

Our advice is simple. Do not aim for the last day. Aim for the earliest day your documents are complete. The longer you wait, the more a single missing page, such as an insurance certificate that starts a week late, can push you past your legal stay. A case filed on time normally keeps your stay lawful while the office decides, but that depends on the file being formally complete, so ask the office or your international office how it treats an incomplete application.

The risk of waiting

If you miss the limit, you may be treated as staying without a basis, and that can damage your record for later visas in Poland and across Schengen. We have seen students lose a semester over a missed date. Put the date in your phone, with a reminder at 90, 60 and 30 days.

Where to file

You file in the voivodeship that covers the address where you live in Poland. Most students live in a university city, so the office is the voivode of that region. If you move city in the middle of a case, tell the office, because it can change who handles the file.

How much does the permit cost?

The state fee is a stamp duty plus, according to one office, a card fee. As of 18 October 2026, the Lubusz Voivodeship Office page for study permits sets the stamp duty for the permit at 340 PLN, and the Warmia and Masuria office lists the same 340 PLN for taking up studies. The Lubusz page also lists a separate fee of 100 PLN for issuing the residence card, which makes 440 PLN in total, but we found that 100 PLN figure on only one voivodeship page, so treat the total as typically 440 PLN and confirm it when you pay.

The Lubusz page adds two warnings worth reading twice. The fee is not refunded if the voivode refuses the permit or discontinues the case. And you must prove payment with the application. The Warmia and Masuria office goes further: it says the stamp duty is due in advance, and that an unpaid fee can lead to the application being returned or to a call to pay within a set number of days, which slows the case.

Why the study portal shows a different number

The study.gov.pl visa page says the permit procedure costs 390 PLN in total, which does not match the 340 PLN plus 100 PLN on the voivodeship pages. The study portal is a general guide and the voivodeship pages are the offices that collect the money, so we treat the office pages as more reliable for the fee, and we flag the gap here so you are not surprised. Fees are set in regulations, and the portal may simply be older.

How much money must you show?

The offices want proof that you can pay for living costs, tuition and the journey home without relying on public funds. As of 18 October 2026, the Lubusz Voivodeship Office says monthly funds should exceed 823 PLN per person in a family or 1,010 PLN for a person living alone, and the Podlaskie office repeats both figures. The Lubusz page ties this to the expenses you declare, after housing, so the safest approach is to show more than the minimum and to match your declared costs to your documents.

The living-cost figure is only part of the test. The Lubusz list also asks for proof of tuition payment where studies are paid and for evidence of funds for return travel. The Podlaskie page lists minimum funds for return travel that depend on where you arrived from, and for an applicant arriving from outside neighbouring and EU or EFTA countries the figure shown is 2,500 PLN, which we could confirm on only one office page.

What counts as proof

  • A bank statement in your name or in the name of the person supporting you, with a sponsor letter if it is a parent.
  • A scholarship letter that states the monthly amount and the period.
  • Proof that tuition for the term or year has been paid.
  • A Polish bank statement once you have opened an account.

A family sponsor needs a short written statement and proof of income. A sudden large deposit with no history invites questions, so use funds that have sat in the account long enough to show a pattern. Move money through channels that leave a paper trail you can document.

A practical way to size the figure

Take your monthly rent, food, transport and phone costs, add the legal minimum for a single person, and multiply by the permit period you want to cover. Show that number with a buffer. If your rent is high, the office can doubt a figure that only just clears 1,010 PLN. Offices read the whole picture, not one threshold.

Which documents does the voivodeship office ask for?

The Lubusz student page gives the most complete list we found. It includes the completed application with attachments filed in MOS, a valid passport with all pages, a current digital photo, a PESEL number and a Profil Zaufany. It then lists proof of payment of the fees, the electronic attachment signed by your institution, proof of tuition payment, proof of monthly funds and expenses, proof of health insurance and proof of enough money for living costs and return travel. It also lists a birth certificate with a Polish translation by a sworn translator.

Not every office asks for every item in the same way, and your case officer can request more. Treat the list as a starting point and ask your university which extras its local office normally wants.

Your checklist

  • Passport scans, every page, in colour.
  • A recent digital photo that meets the portal rules.
  • PESEL and Profil Zaufany confirmed in your account.
  • Electronic school attachment completed by your university.
  • Tuition payment proof.
  • Funds proof matched to your declared costs.
  • Health insurance for the whole permit period. Our guide on health insurance for students abroad explains what a good policy covers.
  • Birth certificate with a sworn Polish translation.
  • Proof of where you live. Read how Pakistani students find accommodation abroad before you sign a lease.

How long is the first permit valid?

As of 18 October 2026, the Lubusz Voivodeship Office says a first permit for a first-year student is normally granted for 15 months, and the Podlaskie office gives the same 15-month period. Where the studies fall under an EU or multilateral mobility programme, the Lubusz page says the first permit is granted for two years.

Later permits are written differently. The Lubusz page says they run for the period of studies, extended by three months, but no longer than three years. If your master has two years left, you may receive a permit that matches the study period plus a short cushion. The extra three months exist so that you are not left without status between graduation and your next step, but do not treat them as a plan for staying and working.

Renewal

Because the first permit is shorter than most degrees, a renewal is part of the plan for a three-year bachelor or a two-year master. Start the renewal file soon after you receive the card. The same legal logic applies: file before the last legal day of the current permit, and keep your attendance and results in order, since the office checks that you are actually studying.

What about the D visa before the permit?

You must have the D visa first. The study portal says the review should take up to 15 days, and also advises you to submit early because some cases take longer. The documents it lists include the signed application, passport, biometric photo, health insurance, proof of sufficient means and documents confirming the purpose of the stay. A Polish mission page for students adds that you must include the original letter of acceptance from the Polish school or university.

The fee is where the official pages part company. Poland’s foreign ministry pages do not agree on the national visa fee: one embassy notice gives a new fee of EUR 135 from 1 June 2024, while another D-type visa page states EUR 200, so confirm the current amount with the consulate before you pay.

The same student page says first-year students must include the decision of the competent Polish education superintendent on the recognition of their secondary school certificate. That page is dated 2021, so check with the consulate whether the rule still applies to your intake. For Pakistani students this step often interacts with FSc or A-level documents, which is why you should get the paper trail right early.

Visa to permit: how the dates fit

The visa gets you in. The permit keeps you in. Your arrival date, visa end date and filing date are three dates that must line up, and the safest habit is to write them on one page and share it with your family and your university contact.

What do Pakistani documents need before you file?

Most of the delays we see start in Pakistan, months before MOS opens. Educational certificates, a birth certificate and sometimes a police certificate may need attestation or an apostille, and a translation into Polish by a sworn translator. Read the full process in our guide to apostille and attestation of Pakistani documents, and check whether your case needs a character record using our note on police character certificates for student visas.

  • Order several certified copies of each document so you can use one set for the visa and another in Poland.
  • Match the spelling of your name across passport, certificates and the bank statement.
  • Keep digital scans of every stamp and seal in a folder you can reach from your phone.
  • Use a sworn translator recognised in Poland, and keep the translator’s details on file.

Name and date mismatches

A father’s name written two ways, or a date of birth that differs by a day between documents, is the commonest avoidable problem. Fix it at the source, in Pakistan, before translation. A correction after the translation can force a new translation and a new fee.

Which mistakes cause delays or refusals?

These are the patterns we watch for on Poland files. None of them is unusual, and each one is avoidable.

  • Leaving the PESEL and Profil Zaufany until the last month.
  • Filing on the last legal day with a thin file.
  • Paying the wrong amount or the wrong account, or not paying before you file.
  • Insurance that starts late or ends before the permit period.
  • Funds shown only at the minimum, with no buffer.
  • A sponsor statement with no evidence of income.
  • Unreadable scans or files that are too large to upload.
  • Untranslated documents, or translations by someone who is not a sworn translator.
  • Changing address or university without telling the office.

If a decision goes against you, read it slowly. Our guide on what to do after a student visa refusal explains how to separate a document problem from a credibility problem. Offices write refusals with reasons, and the reasons tell you whether to reapply or appeal.

Tip. Build one folder for the whole case before you open MOS. Name files in the order the portal asks for them, for example 01 passport, 02 photo, 03 insurance. You will upload faster, and you will notice a missing item before the portal does.

What does a realistic timeline look like?

This is an illustration, not a promise, and your dates will differ. Imagine a student from Lahore who starts a master in October with a D visa valid until the end of the following August.

WhenWhat happens
Before leaving PakistanAttested and translated documents, insurance bought, funds proof prepared
Arrival weekRegister with the university, set up a Polish bank account, sign a lease
Weeks 2 to 4Obtain PESEL and Profil Zaufany with help from the international office
Month 2University completes its electronic attachment, student pays 340 PLN stamp duty and the card fee
Month 2 to 3File the application in MOS with all documents
Following monthsOffice reviews, may request corrections, then invites fingerprints and issues the card
Before the visa endsPermit decision received, or filing evidence kept and confirmed with the office

Notice how early the filing sits. Filing in month two leaves a long safety margin for corrections. A student who files in the last week has none.

What we advise families to do before departure

Print the document list from this guide, sit down with your parents, and decide who is paying what. Decide the sponsor, the account, the insurance and the first-year budget before the visa application, because the same facts appear again in the residence file. Inconsistent answers between the visa and the permit are easy for an officer to spot.

Frequently asked questions

Do Pakistani students need a residence permit in Poland?

Yes. A Pakistani student arrives on a national D visa, which is issued for up to one year, and then applies for a temporary residence permit at the voivodeship office to stay for the full course. EU students only register, which is a different and simpler process.

What is the MOS portal?

MOS is the electronic portal that Polish voivodeship offices use for residence applications. The Warmia and Masuria office page states that from 27 April 2026 temporary residence applications must be filed electronically through the new MOS portal.

When must I file the application?

The Lubusz and Podlaskie voivodeship pages both say no later than the last day of your legal stay, while study.gov.pl says after arrival but before the visa expires. Because the wording differs, file as early as your documents are ready and ask your university office for the date it expects.

How much does the Polish student residence permit cost?

The stamp duty is 340 PLN according to two voivodeship offices, and one of them also lists a 100 PLN card fee, which makes 440 PLN in total. Fees are set by Polish law and can change, so check the office table on the day you pay.

Is the fee refunded if the permit is refused?

The Lubusz page says the stamp duty is not refunded if the voivode refuses the permit or discontinues the case. That is why you should check the funds, insurance and school certificate before you pay.

How long is the first permit valid?

Two voivodeship offices state 15 months for a first permit for a first-year student, or two years where the studies are under an EU or multilateral mobility programme. Later permits cover the length of your studies plus three months, up to a maximum of three years.

How much money must I show?

The Lubusz and Podlaskie pages say monthly funds should exceed 823 PLN per family member or 1,010 PLN for a person living alone. You must also show money for tuition and return travel, and the offices can ask for more evidence, so aim well above the minimum.

Do I need health insurance?

Yes. The Lubusz list includes proof of health insurance or proof that treatment costs in Poland are covered. Make sure the policy covers the whole period of the permit and not only your first semester.

What is a Profil Zaufany and do I need one?

It is the trusted electronic identity used on Polish government portals. The Lubusz document list names it, together with a PESEL number, as items needed to file in MOS. Ask your university international office how foreign students normally obtain them.

Can I work in Poland on a student residence permit?

Work rules for students are set separately from the residence permit, and they have changed in recent years. Do not take a job until you have read the current rules for your permit type on the voivodeship or Polish government site, or asked your university.

Will my family be able to join me?

Family members apply for their own permits, and family reunification applications made from abroad are among those still filed on paper according to the Warmia and Masuria page. Treat dependants as a separate application with its own funds and documents.

What happens if my application is refused?

You will receive a written decision with reasons and a route to appeal, and you should act on the deadline stated in it. Read our guide on what to do after a student visa refusal and speak to the international office at your university at once.
