Universitaly Pre-Enrolment and CIMEA Documents: Starting an Italy Study Visa from Pakistan (2026/2027)

What is Universitaly, and why does the visa depend on it?

Universitaly is the Italian government portal where every non-EU applicant files a pre-enrolment application, the domanda di pre-iscrizione, for a place at an Italian university. It is run under the Ministry of University and Research together with the Ministry of Foreign Affairs. The process is now fully digital, so nobody queues at an Embassy to hand in a pre-enrolment form any more.

Here is the part students from Pakistan underestimate. The portal is not a formality you complete after you get an offer. Only students whose pre-enrolment applications have been validated by their respective universities on the Universitaly portal are eligible to submit a visa application. Your file at Islamabad does not exist until a university in Italy has pressed validate.

What validation means in practice

• The university checks the documents you uploaded and records which of them it verified.
• It states whether you need a Declaration of Value for your qualification.
• It confirms the pre-enrolment, and a confirmation email is issued from the Cineca system.
• Only then does the visa stage open for you.

The university validating your pre-enrolment is the body that indicates whether you need a Declaration of Value at all, and the Declaration can be requested through CIMEA or issued locally by an Italian mission. That is why two Pakistani students with the same BS degree can be told different things. One university was satisfied by a CIMEA statement, the other asked for a Declaration of Value, and neither is wrong.

What is the correct order of steps from Lahore?

Most failed Italy files we see in Johar Town are not weak files. They are correct files built in the wrong sequence, where a step that needed three months was started in the month it was needed.

1. Shortlist courses and check the language of instruction and the entry requirements on each university site.
2. Start the attestation and Apostille chain on your degree, transcripts and secondary certificates. This runs in parallel with everything else.
3. Open a CIMEA DiploMe account and submit the Comparability and Verification request, unless your university has told you it wants a Declaration of Value instead.
4. Apply to the universities and secure an admission letter.
5. File the pre-enrolment on Universitaly and chase the university until it validates.
6. Assemble the Islamabad visa file while you wait for validation.
7. Attend the appointment, which the Embassy is now allocating directly to validated applicants.

What is a CIMEA statement, and do you need one or a Declaration of Value?

CIMEA is the Italian centre in the ENIC and NARIC networks, the same family of bodies that UK ENIC and WES belong to in their own systems. It issues two separate documents that are usually bought together.

Statement of Comparability

This says what your Pakistani qualification compares to in the Italian system. It records the level of the qualification under the Bologna Process and the European Qualifications Framework, the recognition status of the institution that awarded it, the nature of the course and the academic rights it would carry in Italy. CIMEA is careful to say that this is a non-binding opinion. It does not amount to formal recognition and it does not oblige a university to admit you.

Statement of Verification

This one confirms that the qualification is real and was awarded to you. CIMEA checks national or institutional databases, writes to the awarding institution, inspects legalisations and stamps, and compares the format and signatures. If your university in Pakistan is slow to answer, that delay lands on your timeline, and CIMEA says openly that it will not issue the statement until authenticity has been confirmed to its satisfaction.

The Declaration of Value route

The Islamabad checklist asks for a Statement of Comparability accompanied by a Statement of Verification issued by the ENIC-NARIC Centre, CIMEA, or a Declaration of Value. The Declaration of Value, often written as DOV or dichiarazione di valore, is the older route and is issued by an Italian diplomatic mission covering the country where the qualification was earned. It does the same job for the visa file.

Which one you need is not your choice to guess. Ask the university that will validate your pre-enrolment, in writing, and keep the reply. How long does CIMEA take and what does it cost?

As of 23 September 2026, CIMEA gives the ordinary processing time for both statements as 60 working days, Monday to Friday, with an urgent procedure that cuts the Comparability request to 30 working days for an extra fee of €100. The urgent option applies only to the Comparability request. Verification is always processed on the ordinary timeline, with no fast track available, because it depends on third parties responding.

As of 23 September 2026, the CIMEA Diplome service page prices the ordinary Comparability and Verification service at €300 for each individual qualification, which is the only official figure we could confirm for it. There are cheaper CIMEA services listed for other situations, including an ARDI route for countries that signed the Lisbon Recognition Convention and a Comparability only service for countries where verification is effectively impossible, but the Comparability and Verification service is the one that normally applies to a Pakistani qualification.

What does the Islamabad Embassy actually ask for?

The Embassy publishes its own study visa checklist for applicants resident in Pakistan, and it is more specific than the general advice circulating online. A few of its rules decide files on their own.

Authentication and translation

The Islamabad checklist states that documents issued by Pakistani authorities must bear an Apostille, that only documents in English or accompanied by an Italian translation are accepted, and that a translator’s signature must itself be apostilled. The same checklist states that under current Italian and Pakistani legislation the documentation submitted is valid for six months from the date of issue. That six month validity is the rule that quietly destroys timelines. An FRC obtained in January for a June appointment has expired by the time it is looked at.

The core document list

• National Visa D application form and one recent ICAO format photograph.
• Proof of residence inside the Embassy jurisdiction, with a CNIC copy for Pakistani citizens.
• Passport valid for at least three months beyond the requested visa, original plus a photocopy, with copies of previous visas and entry stamps.
• Flight reservation, plus reservations for any intra-Schengen legs.
• Proof of accommodation, whether a booking, a signed hosting declaration from a private individual on the Embassy form, or a university declaration covering the cost.
• The validated Universitaly pre-enrolment application, signed by you.
• Admission letter from the Italian university.
• A motivation letter addressed to the visa officer explaining the purpose of your studies.
• Original educational documents with photocopies, apostilled and translated.

Insurance and language

Islamabad asks for health insurance with minimum coverage of EUR 30,000 for emergency hospital treatment and repatriation, valid throughout the Schengen Area. That is a Schengen style figure and a travel policy bought for a two week holiday will not meet it.

For programmes taught in Italian the Embassy wants certification at B2 level from a named Italian awarding body, and for programmes taught in another language it wants B2 across all four skills from a recognised provider such as IELTS or TOEFL. The document people forget

Islamabad also asks for a Family Registration Certificate for the applicant’s household, issued in English by NADRA, apostilled, and issued no more than six months before the visa application date. Order it in English, not Urdu, and order it late enough that it is still inside its six month window on the day of your appointment.

How much money does Italy want to see, and why do sources differ?

This is where we have to be careful, and where most articles about Italy are confidently wrong.

As of 23 September 2026, the Islamabad study visa checklist requires subsistence funds in a bank account in the student’s name of at least €10,179.85 per year, citing the Ministry of the Interior Directive of 1 March 2000. The Italian Embassy in Dar es Salaam publishes a different number for its own applicants, €467.65 per month, equal to €6,079.45 annually, so the two missions do not currently state the same figure and a Pakistani applicant must follow the Islamabad page. We are reporting both because a student deserves to know that the published position is not uniform across Italian missions, and because the only figure that governs a file submitted in Islamabad is the one Islamabad publishes.

Treat the Islamabad figure as the planning number and build a margin above it. If your file is borderline, that margin is doing more work than any covering letter.

How the money is assessed

• Funds must sit in a bank account in the student's name, and the Embassy says cash is not acceptable.
• Bank instruments such as surety bonds are refused, and so is financial backing from anyone outside the family unit.
• The account balance on the day is not the test. The Embassy says it assesses the wider socio-economic situation and whether funds are regularly available month by month.
• Where a sponsor is involved, the affidavit must set out the resources, their origin, the duration of support and the amount, apostilled and translated.
• Employed applicants or sponsors add three years of tax returns, six months of payslips and six months of stamped bank statements.

That last point is the one to read twice. Six months of stamped statements plus three years of tax returns is a real audit of a household, not a balance check. Families who moved money in from relatives a fortnight before the appointment are the ones who struggle to explain it. How are appointments allocated, and what scams should you watch for?

The appointment system for study visas in Pakistan changed in a way that helps honest applicants. The Embassy says it is allocating appointments directly through BLS-Intiana to applicants whose pre-enrolment has already been validated, contacting them at the email address used on Universitaly, in chronological order of validation date. So the queue is ordered by how quickly your university validated you, not by how early you refreshed a booking page.

That has a practical consequence worth acting on. Chasing your Italian university to validate promptly is now the single highest value thing you can do for your appointment date. A polite, specific email to the international office naming your Universitaly application code is worth more than any agent's promise.

The Embassy states plainly that it and BLS-Intiana have no official WhatsApp or mobile number for contacting applicants and never request deposits, fees or commissions in exchange for booking a study visa appointment. Every year we meet families in Lahore who paid for an appointment that was free and was never going to be delivered. If someone asks for money to secure a slot, that is the end of the conversation.

What are the deadlines and decision times?

As of 23 September 2026, the Embassy of Italy in Islamabad gives the visa application deadline for the 2026/2027 academic year as 30 November 2026. The Consulate General of Italy in Melbourne published the same date for the same academic year, which is a useful cross check that this is the national position and not a local quirk.

For national visas, Italian law sets a general time limit of 90 days from the date of application, under Article 5, paragraph 8 of Presidential Decree No. 394/1999. Short stay Schengen visas are decided much faster, normally within 15 calendar days and up to 45 in exceptional cases, but a study visa for a degree is a national D visa and sits on the longer clock. Where do Pakistani applicants lose an intake?

Treating pre-enrolment as paperwork for later

It is the first domino, not the last. Students who file it in August for a September intake have already lost.

Ordering the FRC and the attestations too early

This is the mirror image of the same error. Six months is the ceiling, so a document collected in December for a July appointment is dead paper. Time it deliberately.

Booking a flight because the file is submitted

The statutory limit is 90 days. A non-refundable ticket for a date three weeks after submission is a bet, and the Embassy is not a party to it.

Assuming an admission letter settles the visa

Italian missions say the opposite in plain words. Acceptance by an Italian university does not automatically entitle a student to a visa. The academic decision and the immigration decision are taken by different bodies against different tests.

Using an agent who promises an appointment

Appointments are allocated by the Embassy through its outsourcing partner, free of charge, in order of validation. Anything else being sold is not a service.

A worked example: Ayesha applies for a 2027 intake
