Irish Residence Permit (IRP) Registration for Pakistani Students in Ireland (2026)

Every Pakistani student staying in Ireland for more than 90 days has to register with Immigration Service Delivery and collect an Irish Residence Permit, the IRP card, and as of 23 September 2026 that registration costs €300 and is done in person at Burgh Quay in Dublin. The visa in your passport got you through the airport. The IRP is what keeps you legal once you are here, and the clock on it starts the day you land, not the day your semester begins.

What is an Irish Residence Permit, and why does every Pakistani student need one?

The IRP is a plastic card with your photograph on it. It records that the Irish State has given you permission to stay, what you are allowed to do while you are here, and the date that permission runs out. Students get Stamp 2 on it. That is the whole idea in one line, and yet it is the step that most families from Lahore have never heard of when they sit across the desk from us in Johar Town.

The confusion is understandable. In Pakistan we talk about the visa as though it is the finish line. It is not. A D category Irish student visa is permission to travel and to ask an immigration officer at Dublin Airport to let you in. The officer stamps your passport, usually with a landing stamp, and that stamp carries an instruction: go and register.

Who has to register

Citizens Information, the State information service, puts the test simply. You must register with ISD and get an IRP if you plan to stay in Ireland for over 3 months, you are a citizen of a country outside the EEA, Switzerland and the UK, you have received permission to remain, and you are 16 or over. A Pakistani student on a one year masters meets all four on the day of arrival.

What the card proves

  • That you are residing legally in Ireland, which is what a landlord, a bank and an employer will all want to see.
  • Your stamp number, which is the shorthand for what you may and may not do.
  • The expiry date of your current permission, which is the date every renewal is counted backwards from.
  • Re-entry rights. ISD is explicit that a valid card, not a photograph of one, is what gets you back into Ireland after a trip home.

The ISD stamps page is blunt about one thing that surprises people later: Stamp 2 is not reckonable as residence when you apply for citizenship by naturalisation. That single line has cost people years. Plan around it early.

How long do you have to register after you land in Dublin?

You must register your permission within 90 days of arriving in Ireland. Ninety days sounds generous. It is not, once you account for finding accommodation, opening a bank account and starting a course, and it is not measured from your first lecture either.

There is one piece of relief written into the ISD guidance, and it is worth knowing before you panic. ISD says that if you cannot get an appointment inside the 90 day window it will not cancel your permission or expect you to leave while you wait. The condition attached to that relief is the important part. You have to be able to demonstrate that you sought an appointment within the 90 days and that you tried to register as soon as possible. A screenshot of the booking page, dated, is worth keeping.

The warning that follows it is equally plain. ISD states that a person seeking to register beyond a reasonable time may be refused and issued with an intention to deport notification. So the rule in practice is not "you have 90 days". The rule is "book in week one, attend when they give you a slot".

Practical tip from our Ireland desk: create your ISD customer portal account while you are still in Pakistan. The account itself can be made before you travel. Then, on the evening you land, you log in and book rather than spending your first jet lagged week working out how the portal behaves.

Where do you register now that the Garda no longer does it?

This changed, and a lot of older advice online is still wrong about it. First time registration for everyone living in the Republic of Ireland is carried out by ISD at 13-14 Burgh Quay, Dublin 2, and has been since January 2025, when the work moved across from the Garda National Immigration Bureau. If a cousin who studied in Cork in 2022 tells you to go to the local Garda station, that advice is out of date for first registrations.

Citizens Information states that appointments at Burgh Quay are normally available within 2 to 3 weeks, though that is a typical figure rather than a promise. Whether that holds in the last week of September, when several thousand students land at once, is another matter. September and early October are the busiest weeks of the Irish academic year, and students arriving then should expect to wait longer than a student arriving in January.

What the appointment itself involves

  1. Check in at the kiosks in the building and take a ticket number.
  2. Wait to be called by an immigration officer.
  3. Hand over your documents for review.
  4. Give your photograph and your fingerprints.
  5. Pay the fee by card.

ISD says the visit should take no longer than 30 minutes. Our students report that the queue before the visit is the long part, not the visit itself.

How do you book the appointment on the ISD portal?

Booking runs through the ISD customer portal. There is no fee to book, only to register. If you are 16 or over you must create your own account, with your own email address, which matters for families sending two siblings at once. One parent cannot hold both accounts.

Slots are released in batches rather than sitting there permanently, so the practical technique is to check often rather than to check once and give up. Students who treat it like a daily habit for the first fortnight get earlier slots than students who log in on a Sunday and conclude the system is broken.

What documents does a Pakistani student have to bring?

Registrations fail on paperwork, not on eligibility. ISD is direct about the consequence: if any of the requirements or documents are not submitted, the registration will not be processed. You then rebook and wait again, which in October can mean weeks.

The list for a degree or masters student on Stamp 2

  • The biometric page of your current valid passport, meaning the page carrying your photograph, passport number and date of birth.
  • A letter from your college dated on or after the date your course started, confirming your enrolment on a full time higher education course listed on the ILEP.
  • Proof that you have paid your college or university fees.
  • Evidence of scholarship funding, where that is how you are paying.
  • Private medical insurance or travel insurance with medical cover, as the original policy document.
  • Proof of address in Ireland.
  • The entry visa that matches the permission you are registering, since Pakistani nationals are visa required.
  • The landing stamp that matches that permission.

The insurance condition, which is where most people slip

ISD asks for an original private medical insurance or travel insurance policy in your own name covering accidents and medical incidents including hospital stays in Ireland, and it says plainly that cash-back policies are not accepted. The policy has to be valid for 12 months, or for the duration of your stay if that is shorter, and it must include full hospital cover with the relevant dates visible on the document.

Travel insurance is accepted for a first registration. It is not accepted at renewal, and ISD says so in capital letters on its own page. Buying a cheap twelve month travel policy in Lahore to clear the first appointment therefore solves this year and creates a problem next year. Money, and whether you need to show it again

Pakistani students are visa required, and ISD says that if you needed a visa to come to Ireland you do not need proof of finance after you arrive, because your ability to support yourself was tested during the visa application. The threshold itself has not gone away though. As of 23 September 2026, the ISD registration requirements put that figure at €10,000 for courses resulting in residence of greater than 8 months, and €833 per month or €6,665 in total for courses of 8 months or less.

ISD also states on the same page that where course fees are less than €6,000 you must have paid them in full before registering, and where they are above €6,000 you must have paid at least €6,000. That second rule catches students who arranged an instalment plan with their university and assumed immigration would take the same view. It often does not. What does the IRP cost, and what else will you pay that week?

As of 23 September 2026, the ISD required documents page sets the first registration fee at €300 per person, payable by credit or debit card only. There is no cheaper tier and no priority tier. One fee, one card.

The fee is waived for some categories, none of which usually apply to a Pakistani student on Stamp 2. Minors under 18 at the time of registration are exempt. Spouses of Irish citizens, family members of EU nationals, refugees and people granted subsidiary protection are exempt. A twenty three year old from Lahore doing a masters in Galway pays the €300.

What does Stamp 2 actually let you do?

Stamp 2 is permission to study a full time course on the Interim List of Eligible Programmes, the ILEP, for a stated period. If your course is not on the ILEP you get Stamp 2A instead, and Stamp 2A holders are not permitted to work at all. Check the list before you accept an offer. That one check has saved several of our students a wasted year.

Work rights

Stamp 2 allows casual employment for a maximum of 20 hours per week during school term and 40 hours per week during holidays. Citizens Information sets out the standardised holiday periods as June to September inclusive, and from 15 December to 15 January. Outside those windows you are on 20 hours, whatever your timetable looks like and whatever a manager tells you about a busy week.

The 20 hour limit is a hard limit, not a target. Breaching it is one of the more common reasons a renewal is refused, and an employer who offers you 30 hours cash in hand is not the one who loses their permission. What Stamp 2 does not give you

  • Access to social welfare payments. Non-EEA students are not entitled to them, and self sufficiency is a condition of the permission.
  • A right to operate a business or to be self employed.
  • Free treatment in public hospitals, which is exactly why the insurance document is not optional.
  • Reckonable residence towards naturalisation.
  • An automatic right to bring your spouse or children.

How long can you stay in Ireland on a student permission?

Students can only study in the State for a maximum of 7 years, and every year you spend on Stamp 2 counts towards that ceiling. There are exceptions written into the policy for PhD students, for courses such as medicine, and for special circumstances such as serious illness. For everyone else the seven years is a real wall.

An English language student can only be registered on three courses of a 25 week duration before moving to a higher education course on the ILEP. The English language route is therefore not an indefinite holding pattern. It is capped at roughly two years of permission and then it ends.

Citizens Information states that students may not change course during the first year of study, and after that only to a course at the same level or higher. Progression is also tested. You have to show each year that you are moving forward in your course, which in practice means passing things, and English language students have to show attendance of at least 85 percent.

What happens to your permission after you graduate?

The Third Level Graduate Programme is the Irish version of a post study work route, and it converts Stamp 2 into Stamp 1G. It is open to non-EEA graduates who hold a level 8 or level 9 award from a recognised Irish awarding body, who still hold a current Stamp 2 and an in date registration card, and who apply within six months of being told in writing that they achieved the award.

A level 8 graduate is granted a twelve month permission to a maximum of seven years of student permission overall, while a level 9 or higher graduate gets 12 months that can be renewed for a further twelve months inside an eight year cap. The second twelve months at level 9 is not automatic. ISD renews it where the graduate shows they have taken appropriate steps to find graduate level work, and it names job interviews and graduate employment agencies as the kind of evidence it means.

Stamp 1G lets you work full time under normal employment law. It does not let you run a business or be self employed. The fee is the same €300, and medical insurance is on the document list again. A graduate cannot access the programme on more than two separate occasions, and the eight year ceiling still applies.

How do you renew, and how slow is the queue right now?

Renewals moved online. You apply through the ISD portal when there are fewer than twelve weeks left on your current permission, you upload the biometric page of your passport and both sides of your current IRP, you add proof that you are meeting your conditions, you pay, and you get a reference number by email. The new card is posted to you.

Citizens Information flagged in its August 2026 update that ISD renewal processing was running at more than 17 weeks for some categories, so treat the renewal queue as slow until the live ISD page says otherwise. If you are employed and your card expires before the new one arrives, there is a concession that lets you continue on the old card's conditions for a period, provided you applied before it expired and you give your employer the confirmation email. That concession has been extended by ministerial notice more than once, with specific end dates each time, so check the current notice rather than relying on what a senior told you last year.

Documents a student uploads at renewal

  • Proof that you have paid your college fees for the coming year.
  • Evidence that you have met the attendance requirements.
  • Confirmation that you are enrolled on the course.
  • Private medical insurance, and here travel insurance will not do.

What goes wrong most often for Pakistani students?

We have handled Irish files since the ILEP took its current shape, and the failures repeat. None of them are exotic.

Arriving with travel insurance only, then renewing on it

It clears year one. It fails year two. By then the student is mid degree, the cheap policy has lapsed, and the replacement has to be bought under time pressure at whatever the market charges that week.

Booking the appointment in November for a September arrival

The 90 days looks long in week one. It closes fast. Students who wait until the course settles down find that so did four thousand other students, and the slots have gone.

Paying tuition in instalments without checking the immigration rule

Universities often allow a 50 percent deposit. Immigration applies its own minimum. Those two rules are set by different bodies and they do not always agree, which is a conversation to have with the international office before you wire the first payment. Working 30 hours because a manager asked nicely

Restaurant and retail employers in Dublin are not the ones who face the consequence. The student is. This is the single easiest condition to break and the hardest one to explain away at renewal.

Assuming the IRP is an identity card

ISD says plainly that it is not an identity card, though it is an important document that proves you are residing legally. Carry it. Produce it when asked. Do not treat a photo of it as a substitute for travel, because it is not accepted for re-entry.

A worked example: Hamza lands in Dublin on 8 September

Hamza is 24, from Lahore, and starting a one year MSc in Data Analytics in Dublin. His D visa was issued in July. He flies on 7 September and clears immigration on the morning of 8 September, where the officer stamps his passport and tells him to register.

Nothing in that timeline is clever. It is just early. The students who struggle are almost never the ones with weak profiles. They are the ones who did the right things in the wrong order, or in the wrong month.

Frequently asked questions

Is the IRP the same thing as my Irish student visa?

No. The visa is the sticker in your passport that let you board the plane and ask to be let in at Dublin Airport. The IRP is the card you get after you arrive, and it is what proves you are living in Ireland legally. You need both, in that order.

What happens if I miss the 90 day deadline?

ISD says it will not cancel your permission or expect you to leave while you are waiting for an appointment, provided you can show you tried to book inside the 90 days. Someone who simply did nothing for months is in a different position, and ISD warns that a person registering beyond a reasonable time may be refused and issued with an intention to deport notification.

Can my parents pay the 300 euro fee from Pakistan?

The fee is taken at the counter by credit or debit card. A card issued to a parent works if the payment goes through, but the safest arrangement is a card in your own name with an international limit that your bank in Pakistan has already confirmed will clear a euro transaction.

Do I need the insurance policy before I fly, or can I buy it in Ireland?

Bring it with you. ISD wants the original policy document in your name, and the registration will not be completed without it. Many Irish universities sell a group policy to their own international students, which is usually the cleanest route, but buy it before the appointment rather than after.

Will they ask for my bank statement again at registration?

If you came on a D student visa from Pakistan, your finances were already tested at the visa stage, and ISD says visa required nationals do not need to prove finance again after arrival. Carry the statements anyway. An officer who asks a question is easier to answer with a document in your hand.

Can I start working before my IRP card arrives?

Employers in Ireland generally want to see the card and your PPS number before they put you on payroll. The stamp in your passport shows the permission, but most payroll systems are built around the IRP. Expect a short gap between registration and your first shift.

What is a PPS number and do I get it at the same appointment?

The PPS number is a separate social services number issued by the Department of Social Protection, not by ISD. It is a different application and a different office. You will usually need proof of address and your IRP or registration evidence to get one.

I am doing a one year masters. How long will my first IRP be valid?

Usually to the end of your course plus a short margin, not a flat twelve months from the day you register. If your course ends in late August, expect a permission that runs out around then, which is why graduates apply for Stamp 1G quickly.

Can I bring my wife and children with me on a student permission?

As a rule, no. Citizens Information is clear that non-EEA students coming to Ireland generally have no right to bring family with them, and that relatives must qualify in their own right. PhD students are the main exception, and even then the conditions are specific.

Does time on Stamp 2 count towards Irish citizenship?

No, and this catches people out years later. ISD lists Stamp 2 as not reckonable for naturalisation. Time on Stamp 1G after graduation is treated differently, which is one reason the graduate route matters beyond the job search.

What if my course finishes and my IRP has already expired?

Apply before it expires, not after. Renewals are online and you can apply when there are fewer than twelve weeks left on the current permission. Leaving it until the card is dead removes most of your options and can affect your right to work.
