What is an IRD number and do Pakistani students really need one?
An IRD number is your personal tax number in New Zealand. Inland Revenue, the country's tax authority, issues it. Think of it as the nearest equivalent to the NTN that FBR gives taxpayers in Pakistan, except that in New Zealand you use it for far more everyday things than most people expect.
The Govt.nz guide lists when you must have one: when you earn money from a job, a benefit or a pension, when you apply for a student loan, when you open a bank account or join KiwiSaver, and when you file a tax return. It adds that you may also need one to buy, sell or transfer property. For an international student, three of those matter in the first month: the bank account, the job and the tax return.
As of 11 October 2026, the Immigration New Zealand page on paying taxes says you need an IRD number to open a bank account in New Zealand. That single rule is why students without a number find the first weeks harder than they should be. Rent, a phone plan and wages all lean on a local account.
Do you need one just to study?
Not to attend lectures. The number is tied to money, not to enrolment. If you plan to live on funds from Pakistan and never work or bank locally, you could in theory go without. In practice almost every student ends up wanting a bank account, so almost every student applies. What happens if you never get one?
The Govt.nz IRD number guide says that without one, tax on your income is taken at the non-declaration rate, which is higher than the normal rates. The Immigration New Zealand page puts it more bluntly and says you are taxed at the highest possible rate. Neither page gives the percentage in the passages we read, so check Inland Revenue's own tax rates page for the current figure before you do any sums.
When should you apply: before you fly or after you land?
You can apply before you travel, but how you apply depends on your visa and your plans. The honest summary is this. If your student visa is already granted, the new arrival route is the one built for you, and Inland Revenue says applying before your visa's travel date expires can be faster.
Your visa has a final date by which you must arrive, and the new arrival process only works if you apply by that date; after it, you use the "Living in New Zealand" process instead. That wording matters. Your visa letter carries a date by which you must make your first entry. If that date passes and you are still outside the system, the quicker route is no longer open to you.
Applying from Pakistan
Inland Revenue also has a "living overseas" route for people who are not in New Zealand. For people applying from abroad, the Inland Revenue page for people coming to work or study says the overseas route needs either a fully functioning New Zealand bank account or an IR997 customer due diligence form. Most Pakistani students do not have a New Zealand bank account yet, so the IR997 form is the part to look at. If you plan to move to New Zealand, Govt.nz tells you to use the new arrival process instead, to avoid sending documents twice. We follow that advice with our students.
Applying after you land
The Inland Revenue study page says to apply as soon as you arrive if you have missed the visa date. Do it in your first week, before orientation fills your diary. The earlier you apply, the earlier your bank account, your employer and your tax code all fall into place.

Which application route is yours?
Inland Revenue and Govt.nz describe three routes. Choosing the wrong one wastes time, because each asks for different evidence. The table sets them side by side.

Most students fit the first row. Inland Revenue says the new arrival application lets it check your identity with Immigration New Zealand, so you do not send the same identification documents twice. That is a real saving when your documents are in Lahore and your scanner is not.
How do you know which row you are in?
Ask three plain questions. Has your student visa been granted and is its final entry date still ahead of you? Then you are a new arrival. Have you already passed that date or lived in New Zealand for a while? Then you apply as living in New Zealand and not a new arrival. Are you applying while still in Pakistan with no intention of using the visa route? Then the overseas route applies. If the answer is unclear, read the three Inland Revenue application pages once, then pick.
What do you need to apply for an IRD number?
Keep the list short. For a student or work visa, the Inland Revenue new arrival page lists your passport details, your Immigration New Zealand application number and your most recent overseas tax number, if you have one. Those are the details to gather before you open the form.
- Your passport, with the number and expiry date ready to type.
- Your Immigration New Zealand application number, which you will find on your visa approval email or letter.
- Any tax number from another country you have used for income, if you have one.
- A personal email address and a mobile number you can receive texts on.
Is a Pakistani NTN an "overseas tax number"?
The page asks for your most recent overseas tax number, if you have one. If you have been a registered taxpayer in Pakistan, your NTN is the obvious thing to supply. If you have never filed or registered, you simply do not have one, and the page does not make it a condition. Do not invent a number and do not delay your application searching for one that does not exist.

This is the number your visa was processed under. Students lose it surprisingly often because it sits in an old email. Search your inbox for the visa decision message and save the number in your phone as soon as you find it.

How do you apply, step by step?
Inland Revenue lays out the new arrival steps plainly. We have added the practical detail that helps a student working through them from a hostel room.
- Register a personal myIR account. This is Inland Revenue's online service. Use an email you will keep after graduation, not a university address that will be switched off.
- Gather your details. Passport, Immigration New Zealand application number and any overseas tax number, as above.
- Log in to myIR and complete the application. Choose the new arrival option, give Inland Revenue permission to check your identity with Immigration New Zealand, and answer the questions.
- Respond if Inland Revenue contacts you. A request for more information is common and is not a refusal. Reply the same day.
- Save your number. Store it in your phone, in your email drafts and on paper. You will need it for banking, payroll and tax.
Typing it correctly
Match your name exactly to the passport, including the order of given names and family name. A mismatch between your passport, your visa record and your application is the most likely reason an identity check stalls. Where Pakistani passports show a single name or an unusual order, copy it as printed, not as you write it day to day.
Never pay a middleman
The Govt.nz and Inland Revenue pages we read do not mention a fee, and the process is online and self-service. If someone asks you for money to "arrange" your IRD number, walk away. How long does it take, and what if it is slow?
Inland Revenue says that if the application is approved, you receive your IRD number by text or email in 2 days. The page does not say how long Inland Revenue takes to assess the application before that approval, and we found no second official source giving a processing time, so treat the "2 days" as the notification step, not a promise about the whole timeline.
Plan on the safe side. Apply as soon as your visa is granted, and certainly before you fly. If you are still waiting a week or more after applying, check your myIR account and your email, including spam, for a request for more information. Most delays come from a mismatch or a missing detail, not from a backlog.
What do you do while you wait?
You can still do the basics. Complete your enrolment, attend orientation and look for accommodation. Tell any employer you have applied and, when the number arrives, give it to them straight away. Do not hand over a made-up number to start a shift.
What if you applied late?
Then you are in the "Living in New Zealand" route, which asks for identity documents. Have clear scans of your passport ready. It is slower for the simple reason that a person at Inland Revenue now has to check those documents rather than relying on a data match with Immigration New Zealand.
What happens at work: tax codes and the no-number rate?
Your employer needs two things from you: your IRD number and the correct tax code. The Inland Revenue study page explains that you work out your own tax code based on your estimated income, which surprises students used to payroll doing it for them. If you start without a number or a code, you are charged the highest rate of tax, which Inland Revenue calls the no-notification rate.
Whether you may work at all, and for how many hours, is a visa matter, not a tax matter. The Inland Revenue page tells you to check that your student visa allows work and refers you to Immigration New Zealand for the conditions. The end of the tax year
The New Zealand tax year runs from 1 April to 31 March, and at the end of it you must file or approve your end-of-year tax return, as the Inland Revenue study page explains. Immigration New Zealand adds that most new arrivals will need to file a tax return in their first year. Put a reminder in your phone for the end of March so you do not discover the deadline by accident.
Is student loan the same thing?
No. The Inland Revenue page says you "may also be able to apply for a student loan" depending on your situation and sends you to StudyLink. International students on fee-paying places should not assume they qualify. Ask the international office before you plan around it.
How does the IRD number connect to your bank account?
Directly. As noted earlier, an IRD number is needed to open a bank account, so a student who lands without one often cannot finish the banking steps that make everything else easier. Banks have their own procedures for new arrivals, and those change by branch and by year, so we do not describe them here. Ask your chosen bank what it accepts from a student with a visa in hand.
Why this matters for your funds
Many Pakistani families move money in stages: a first transfer for rent and the deposit, then monthly support. A local account turns those transfers into something you can spend. Without the number, you may be stuck carrying cash or relying on a foreign card with high fees. Keep the paperwork consistent
The same name, date of birth and address details should appear on your visa, your IRD application and your bank forms. When these drift apart, every later step slows down. Spend ten minutes checking them against each other before you submit anything.

- Waiting for the first job offer. Employers cannot wait weeks for a number. Apply before you need it.
- Missing the visa date. The new arrival route depends on applying by your visa's final entry date. Read the date on your visa letter on the day you receive it.
- Applying twice. If you have ever had a number, you keep it for life. Check first.
- Using the wrong name format. Copy your passport exactly.
- Paying an agent. The pages we read list no fee.
- Ignoring Inland Revenue messages. A text or email asking for information needs a same day reply.
- Giving an employer a guessed or borrowed number. That creates tax problems that follow you into your first tax return.
Every item on that list is avoidable, and none of them depends on luck. They depend on dates, spellings and a few online forms.
What does a realistic timeline look like?
This is an illustration, not a statistic. Imagine a student, Hira, from Lahore. Her visa is granted in mid-December for a February intake. Her visa letter shows a final entry date in late January.
- Mid-December: Hira finds her Immigration New Zealand application number and saves it. She registers a personal myIR account.
- Late December: She applies through the new arrival route, grants permission for the identity check and notes that she has no overseas tax number because she never registered in Pakistan.
- Early January: She watches her email and phone. When Inland Revenue approves the application, she receives her number by text or email, as the page describes.
- Late January: She flies. She arrives with the number saved in three places.
- First week in New Zealand: She opens a bank account, because she now has the number the bank asks for.
- Week three: She accepts a part-time job, after confirming her visa conditions allow it, and gives her employer her number and tax code on day one.
