UK High Potential Individual (HPI) Visa for Pakistani Graduates of Global Universities (2026)

A Pakistani graduate can use the UK High Potential Individual (HPI) visa only if the degree was awarded in the last five years by a university on the Home Office Global Universities List, and no Pakistani university is on that list. The route is real and useful for students who study in Singapore, Germany, Australia, Canada, the Netherlands and a few other countries first and then want two or three years in the UK without a job offer. It is not a way around a weak profile, and it is not a path to settlement. This guide shows who qualifies, what it costs, and where Pakistani applicants trip up.

What is the HPI visa and can a Pakistani graduate use it?

The High Potential Individual visa is a UK work and job-search route for recent graduates of top universities outside the UK. You do not need a job offer, a sponsor or a minimum salary. You need a qualification at bachelor, master or doctorate level from an eligible university, B2 English, a clean immigration record, and a bank balance that shows you can support yourself. In return you get two years in the UK, or three if your qualification is a PhD.

Can a Pakistani graduate use it? Yes, with one condition that decides almost everything. The degree must come from a university on the Home Office list. As of 27 October 2026, the 2025 Global Universities List on GOV.UK names universities in Australia, Canada, China, Denmark, France, Germany, Hong Kong, Japan, the Netherlands, Singapore, South Korea, Sweden, Switzerland, the United States and Belgium, and no university in Pakistan appears on it. So a degree from a university in Lahore, Karachi or Islamabad does not qualify, however strong the university is locally. What does qualify is a degree earned abroad at a listed university, for example in Singapore, Germany, the Netherlands, Australia or Canada.

That makes the HPI visa a second-step route. It suits a student who already plans to study abroad and wants to compare destinations by what comes after graduation. If you are still choosing where to study, our guide on the best post-study work visas for Pakistani students sets the HPI visa beside the other options.

What the route is not

It is not a back door for a Pakistani degree. It is not a settlement route either. The route does not lead to settlement: the GOV.UK overview says time on an HPI visa does not count towards settlement, and the rules appendix and caseworker guidance state that it is not a route to settlement. If your plan is long-term residence in the UK, the HPI years are a bridge to a Skilled Worker or similar visa, not a clock that counts toward permanent residence.

Tip: Treat the HPI visa as a bonus you earn by choosing the right university, not as the reason to pick a country. A student who picks a university for the course and fit, and finds it also sits on the list, has the best of both outcomes.

Which universities count, and is any Pakistani university on the list?

The eligible universities appear on the Global Universities List, published on GOV.UK. The list changes. The GOV.UK publication page records a new list being added on 4 November 2025, 1 November 2024, 1 November 2023 and 1 November 2022, and as of 27 October 2026 it holds no list for qualifications awarded from 1 November 2026. The list that applies to you is the one for the year in which your qualification was awarded, not the year you apply. The caseworker guidance says the institution must be listed for the year of the award.

The 2025 list, which covers awards between 1 November 2025 and 31 October 2026, shows how wide the net is. As of 27 October 2026, the explanatory memorandum says the cap of 8,000 applies per year to the route and that the list of eligible institutions was expanded from 4 November 2025. The government announced the expansion as reaching the top 100 international universities, but the 2025 list on GOV.UK names fewer than 100 institutions, so rely on the list itself and not on headlines.

What Pakistani students will recognise on the 2025 list

Without reproducing the whole table, these are the destinations that matter most to families we advise in Johar Town:

  • Singapore: National University of Singapore and Nanyang Technological University. Our guide to studying in Singapore from Pakistan covers costs and the student visa.
  • Germany: Heidelberg University, Technical University of Munich, the University of Bonn and LMU Munich. Public tuition is low, which we cover in the Germany guide for Pakistani students.
  • Netherlands: Delft University of Technology, the University of Amsterdam and the University of Groningen.
  • Australia and Canada: six Australian universities including Melbourne, Sydney and Monash, and three Canadian ones: McGill, the University of British Columbia and the University of Toronto.
  • Hong Kong, Japan, South Korea, Switzerland, Sweden, France, Belgium and Denmark: each has a small number of listed institutions.
  • The United States and China: the largest blocks of the list, with many familiar names.

Look at the list for your exact award year before you commit. A university appearing in 2025 is no promise that it appears in 2026 or 2027.

Who is eligible and who is shut out?

Eligibility has five parts. First, the university must be on the list for your award year. Second, the qualification must be recent. The GOV.UK eligibility page says the qualification must have been awarded in the last 5 years, and the immigration rules appendix and the caseworker guidance apply the same limit to the date of application. Third, the qualification must be equivalent to a UK bachelor's, master's or doctoral degree. Fourth, you must prove B2 English. Fifth, you must show funds, unless you have already spent 12 months in the UK on a valid visa.

Who is shut out

UK universities are not eligible, you can apply only once, and the eligibility page, the switching page and the caseworker guidance all bar anyone who already holds or has held a Graduate visa. Anyone who already used the HPI route before, or who holds or has held a Doctorate Extension Scheme permission, is also barred. If you are in the UK on a visitor visa, a short-term student visa, a Parent of a Child Student visa, a seasonal worker visa or a domestic worker visa, you cannot switch in from inside the UK.

A UK degree is therefore the wrong fit. A Pakistani student who studies a master's at a UK university uses the Graduate visa after the course; our guide on the UK Graduate Route visa explains it. The HPI visa exists for the person whose degree is from somewhere else.

Checking that the qualification is valid

Ecctis, the UK body that compares overseas qualifications, must confirm that your degree is genuine and at the right level and must verify the month and year of the award. The caseworker guidance says you quote the Ecctis reference number on the application form. Ecctis does not check whether your university is on the list; that check is yours. The GOV.UK cost page lists an extra £252, including VAT, for Ecctis to check that your qualification is valid, but the Ecctis qualification comparison page did not show a price when we checked, so confirm the amount at checkout.

How much does the HPI visa cost in total?

Three payments sit on top of the money you need to show in your account. The first is the visa fee. As of 27 October 2026, the GOV.UK cost page for the HPI visa puts the application fee at £880, and the Home Office fees table effective 8 October 2026 shows the same £880 for applications made from outside the UK and from inside it. The fee applies to each person on the application, so a spouse or child pays it too.

The second is the Immigration Health Surcharge, which pays for NHS access. As of 27 October 2026, the Immigration Health Surcharge page sets the standard charge at £1,035 for each year of the visa, which means £2,070 for a two-year HPI visa and £3,105 for a three-year one. Our guide on the UK Immigration Health Surcharge explains how the student rate differs from the rate HPI applicants pay; HPI applicants pay the standard rate, not the lower student rate.

The third is the Ecctis check on your degree. The GOV.UK cost page lists an extra £252, including VAT, for Ecctis to check that your qualification is valid, but the Ecctis qualification comparison page did not show a price when we checked, so confirm the amount at checkout.

A cost table for one adult

ItemTwo-year visa (bachelor or master)Three-year visa (PhD)
Visa application fee£880£880
Immigration Health Surcharge£2,070£3,105
Ecctis qualification check (about)£252£252
Total payable (about)£3,202£4,237
Funds that must sit in your account£1,270£1,270

The totals are our own arithmetic from the three figures above, so treat them as a planning number and not as a quote. The £1,270 is not a payment; it is a balance you hold. Add flights, accommodation deposits and the cost of a TB test if you need one. Do not borrow money for the visa without understanding the repayment, because the route has no job offer behind it and your first salary is not assured.

Tip: Fees move on dates the Home Office announces, often in April and October. Check the fee on the day you submit, and keep a screenshot of the page in your file.

What English proof do you need?

As of 27 October 2026, the GOV.UK knowledge of English page asks for CEFR level B2 in reading, writing, speaking and understanding, and the explanatory memorandum records that the level was raised from B1 to B2 for new grants from 8 January 2026. This matters because many older blog posts still say B1. If you read B1 anywhere, the page is out of date for new applicants.

GOV.UK lists four ways to prove the level. The first is a UK school qualification started before the age of 18, such as a GCSE or A level. The second is a degree from a UK institution, even if you studied it outside the UK. The third is a degree from a non-UK institution that was taught in English, which needs an Ecctis assessment confirming the language of teaching. The fourth is a pass in a Secure English Language Test (SELT) with an approved provider.

What this means for Pakistani graduates

If your degree at a listed university was taught in English, the Ecctis route may save you a separate test, but you must ask for the English-medium assessment and not only the qualification comparison. If the degree was taught in German, Dutch, Japanese or another language, you will need a SELT. Many graduates of English-taught master's programmes in Germany and the Netherlands fall in the first group; students in Chinese-language or Korean-language degrees fall in the second.

Nationals of some countries, including Australia, Canada, New Zealand and the United States, do not need to prove English. Pakistan is not among them.

How much money must you show, and for how long?

As of 27 October 2026, the GOV.UK cost page says you need at least £1,270 in your bank account, held for 28 days in a row, with day 28 falling within 31 days of the date you apply. The requirement is modest by UK standards, which tempts people to leave it to the last week. Do not. A balance that dips below £1,270 on any day in the 28 days puts the application at risk, so keep a buffer above the minimum.

Who is exempt

If you are applying from inside the UK and have already held permission in the UK for 12 months or more, the caseworker guidance says you automatically meet the financial requirement. A student who spent a one-year master's in the UK and then wants to switch is the typical case, but remember that a UK degree does not make you eligible under the qualification test.

Where the money can sit

The bank statement needs your name, the account number, the balance on each day, and the bank's details. For graduates working abroad, a statement from the bank in the country where you studied is usually clean. A statement from a Pakistani bank is acceptable in principle but invites questions about the source of any large deposit, so avoid a deposit made only to meet the number.

Does the annual cap of 8,000 change how you plan?

As of 27 October 2026, Appendix High Potential Individual caps the route at 8,000 applications a year, counted from 1 November to 31 October, and the Home Office caseworker guidance and the explanatory memorandum to the October 2025 rule changes repeat the same number. If the cap has been reached, GOV.UK says you will be told when you apply.

We cannot tell you how close the route is to its cap in any given month, because the Home Office does not publish a running count in the pages we checked. That uncertainty is the real planning issue.

What to do about it

  • Do not wait for a "better moment" once your file is complete.
  • Collect the Ecctis result, English evidence and bank history early so that the application itself takes one sitting.
  • Keep a note of the date the cap year resets, and read the GOV.UK banner on the day you apply.

The rules count applications, so a refused application still uses a place in that year. Submit a complete file once, not a rushed one twice.

Do Pakistani applicants need a TB test?

Often yes. Pakistan appears on the Home Office list of countries where a TB test is needed, and the GOV.UK TB test rules require a test if you have lived in a listed country for 6 months or more and are coming to the UK for 6 months or more, with a certificate valid for 6 months from the x-ray date; the HPI caseworker guidance tells staff to refuse an application that lacks a required certificate. The test must be done at a Home Office approved clinic.

The detail that surprises people is that the test follows where you have lived, not your passport. A Pakistani graduate who has lived in Singapore or Germany for years and applies from there is judged by the countries where they lived in the last six months. A graduate who goes home to Lahore for the summer and then applies from Pakistan should expect to test. Our guide on the TB test for UK visas covers clinics in Pakistan, appointments and timings.

Tip: Book the TB test before you pay the visa fee if you expect to need one. The certificate is valid for six months, so a late test can force you to repeat it.

How do you apply, step by step?

The application is online. You apply from outside the UK to enter, or from inside the UK to switch, and you can apply up to three months before you travel according to the GOV.UK overview. Work through the steps in this order, because each one feeds the next.

  1. Confirm the university and award date. Open the list for your award year and find your university by its exact name. Write down the month and year your degree was formally awarded, not the month you finished your exams.
  2. Apply to Ecctis. Ask for the check that supports the HPI route and, if your degree was taught in English and you want to use it as English proof, the English-medium assessment too.
  3. Arrange English evidence. Use the Ecctis assessment, a UK qualification, or book a SELT.
  4. Build the funds history. Hold at least £1,270 for 28 days and keep a buffer.
  5. Book a TB test if you have lived in a listed country, which includes Pakistan, for six months or more before you apply.
  6. Complete the online form, enter the Ecctis reference, pay the fee and the Immigration Health Surcharge, and prove your identity.
  7. Wait for the decision without travelling if you applied from inside the UK.

Switching from inside the UK

If you are already in the UK on a Student visa, the switching page says you can switch only after completing the sponsored course, or after at least 24 months of a full-time PhD, and the caseworker guidance says the same in its validity section. Applicants on a Graduate visa cannot switch. You must apply before your current visa expires, and you must not travel outside the UK, Ireland, the Channel Islands or the Isle of Man until you receive a decision, or the application will be withdrawn.

Students thinking about the next step after a UK course should also read our guide on switching from a UK Student visa to a Skilled Worker visa, because a UK degree usually points to that route and to the Graduate visa instead.

How long does a decision take?

As of 27 October 2026, the GOV.UK overview gives usual decision times of about 3 weeks from outside the UK and about 8 weeks from inside it, and the switching page repeats the 8 weeks, but these are typical times and not promises. Documents that need checking, an interview or personal circumstances can add time. Do not book a non-refundable flight or sign a UK lease before you hold the decision.

What can you do on the visa, and what can you not do?

Quite a lot. GOV.UK says you can work in most jobs, look for work, be self-employed, do voluntary work and travel abroad and return. You cannot work as a professional sportsperson, you cannot claim most public funds, and you can study only if the course is not eligible for a Student visa.

What you cannot do

  • Extend the visa. The visa is granted for 2 years on a bachelor's or master's degree and for 3 years on a PhD or other doctorate, as the GOV.UK overview, the rules appendix and the caseworker guidance all show. The grant is fixed and the route offers no extension.
  • Count the time towards settlement, as noted above.
  • Apply twice. One application is all you get.

The sensible way to use two years is to find sponsored work in the first year. A Skilled Worker role from a licensed sponsor can follow, and the sponsoring employer carries the visa from that point. Plan your CV, referees and sector contacts in the UK before you land, because a job search on a clock is harder than one run in parallel with a degree.

Can a spouse and children come too?

Partners and children can apply as dependants on this route, and the GOV.UK partner and children page, the caseworker guidance and the overview page all say they can work and study, though not as a professional sportsperson or coach. Each family member pays the visa fee and the Immigration Health Surcharge, and each must show their own funds unless exempt. The GOV.UK partner and children page sets out the extra amounts, and we do not repeat them here because they sit in a separate calculation.

A partner must prove a recognised marriage or civil partnership, or at least two years of living together in a relationship. A child must be under 18, or over 18 with existing permission as your dependant. Pakistani nikah and marriage certificates normally need attestation and sometimes translation before a UK decision maker will rely on them, so start those steps early.

Which mistakes cause refusals?

The caseworker guidance lists the grounds. An applicant who scores fewer than 70 mandatory points must be refused. Applications that fail the suitability rules must be refused. A missing TB certificate is a refusal reason under paragraph HPI 3.2. A degree that Ecctis cannot match to the institution's records scores nothing. Beyond those, the same few mistakes recur in files we see.

  • Assuming a "top" university is listed. Check the exact institution and the exact award year.
  • Counting from the wrong date. The five years run from the award date to the date you apply.
  • Using an old B1 English plan. The level is B2 for new grants.
  • Letting the balance dip. Twenty-eight days of funds means every day.
  • Forgetting the TB test when the last six months were spent in Pakistan.
  • Applying from a visitor visa. Visitors cannot switch in.

If a refusal does happen, read the reasons carefully before you plan the next step, and get advice on whether the refusal can be challenged or whether a fresh application is the better route.

Is HPI better than a Graduate visa or a Skilled Worker route?

They answer different situations. Choose by where your degree comes from and whether an employer is already involved.

RouteDegree neededJob offer or sponsorMain limit
High Potential IndividualNon-UK degree from a listed university, awarded in the last 5 yearsNoAnnual cap, one application only, no settlement
Graduate visaUK degree from a UK sponsorNoNeeds a UK degree
Skilled WorkerDepends on the job and employerYes, from a licensed sponsorTied to the sponsored job

The Graduate visa and the HPI visa cannot be combined: someone who has held a Graduate visa cannot take the HPI visa. Skilled Worker is a different category, so an HPI holder who finds sponsored work can switch into it before the HPI visa expires. The honest summary for Pakistani families is that HPI rewards a particular kind of educational path and does not replace the need for a job in the UK.

It also shifts how you compare destinations. Two programmes of similar quality, one at a listed university and one not, give you different options after graduation. That should not outweigh fit, funding and course content, but it is fair to use as a tie-break.

What does a realistic timeline look like with dates?

This is an illustrative example, not a real client file. Suppose a Pakistani student finishes a two-year master's in English at a listed university in the Netherlands, and the university awards the degree on 15 July 2027. The dates below show how the pieces fit together under the current rules.

  • Early June 2027: check whether a list for awards from 1 November 2026 has been published, and confirm the university is on it. Because the publication page records a new list each November, the list for this award year should exist by then, but confirm it on the page.
  • Mid-July 2027: the degree is formally awarded. Apply to Ecctis the same week and request the English-medium assessment.
  • August 2027: Ecctis result arrives. Book a TB test only if the student has lived in a listed country in the last six months.
  • August to September 2027: hold at least £1,270 for 28 days, with a buffer above the minimum.
  • September 2027: submit the online application, pay the fee and surcharge, and prove identity.
  • October 2027: expect a decision in a few weeks, and plan travel only after it arrives.

The student has five years from the July 2027 award to apply, so there is room to wait. Waiting costs time on a visa that lasts two years, though, and the cap year resets on 1 November, so a student who applies in late October takes the same cap year as one who applied in the spring.

Key takeaways

  • The HPI visa needs a degree from a university on the Home Office Global Universities List, awarded in the last five years, and no Pakistani university is on the 2025 list.
  • As of 27 October 2026 the application fee is £880, the Immigration Health Surcharge is £1,035 a year, and you must hold £1,270 for 28 days in a row.
  • English must be at level B2 for new grants, not B1 as older articles say.
  • The route is capped at 8,000 applications a year, runs from 1 November to 31 October, grants two years or three for a PhD, and does not lead to settlement.
  • Pakistani applicants who have lived in Pakistan in the last six months should plan for a TB test at a Home Office approved clinic.
  • You can apply only once, and a UK degree or an earlier Graduate visa rules the route out.
  • Check the university list for your exact award year before you choose a programme, because the list is reissued each November.

Frequently asked questions

Can a Pakistani student get the UK HPI visa with a degree from a Pakistani university?

No. The qualification must come from a university on the Home Office Global Universities List, and no university in Pakistan appears on the 2025 list. A Pakistani student can become eligible by earning a bachelor's, master's or doctorate at a listed university in another country.

Does the HPI visa need a job offer?

No. You do not need a job offer, a sponsor or a minimum salary. You need an eligible qualification, B2 English, funds of at least £1,270 held for 28 days and a clean immigration record.

How much does the HPI visa cost?

As of 27 October 2026, GOV.UK lists an application fee of £880 per person and an Immigration Health Surcharge of usually £1,035 for each year of the visa. For one adult on a two-year visa that is about £2,950 before the Ecctis qualification check of about £252, so roughly £3,200 in total.

How long does the HPI visa last?

Two years for a bachelor's or master's degree and three years for a PhD or other doctorate. The visa cannot be extended.

Can I stay in the UK permanently after an HPI visa?

Not through this route. GOV.UK says time on an HPI visa does not count towards settlement. You can switch to another visa, such as Skilled Worker, if you qualify for it before the HPI visa expires.

What English level do I need for the HPI visa?

CEFR level B2 in reading, writing, speaking and understanding for new grants. You can prove it with a UK qualification, a degree taught in English assessed by Ecctis, a UK degree, or an approved Secure English Language Test.

Do I need a TB test if I apply from Pakistan?

Usually yes. Pakistan is on the Home Office list of countries where a test is needed, and a test applies if you have lived in a listed country for six months or more and are coming to the UK for six months or more. The test must be done at a Home Office approved clinic.

Can I switch to the HPI visa from a UK Student visa?

Yes, if you have completed the sponsored course or have studied a PhD full time for at least 24 months. Your qualification must still come from an eligible non-UK university, so a UK degree alone does not qualify.

What is the annual cap on HPI applications?

The route is limited to 8,000 applications a year, counted from 1 November to 31 October. If the limit has been reached, GOV.UK says you will be told when you apply.

Can my wife and children come with me on the HPI visa?

Yes. Partners and children can apply as dependants, can work and study, and each pays the visa fee and health surcharge and shows their own funds unless exempt. Relationship documents from Pakistan normally need attestation before a UK decision maker will rely on them.

Which universities are on the list that matter for Pakistani students?

The 2025 list includes the National University of Singapore, Nanyang Technological University, Technical University of Munich, Heidelberg, Delft, the University of Melbourne, McGill and the University of Toronto, among others. Always check the list for your award year on GOV.UK, because it is reissued every November.

Can Border and Bridges promise me an HPI visa?

No. Only the Home Office decides. We can check your university against the current list, review your documents and funds, and tell you plainly where the risks are before you pay a fee.
