Singapore Student's Pass for Pakistani Students: SOLAR, IPA Letter and Fees (2026)

A Pakistani student gets a Singapore Student’s Pass by applying through the Immigration and Checkpoints Authority (ICA) online system, paying a S$45 processing fee, receiving an In-Principle Approval (IPA) letter, and then completing formalities at ICA after arrival. A Pakistani passport needs an entry visa as well, but for students the IPA letter normally covers it. The steps are short, yet the fees, timing and appointment rules trip up students every intake. This guide walks through them in order and shows where the official pages disagree.

How does a Pakistani student get a Singapore Student’s Pass?

You do not apply to the Singapore embassy for a student visa the way you would for the UK or the US. Singapore issues a Student’s Pass through ICA, and the process runs on an online system that most schools call SOLAR. Your school registers your details first, then you complete the application yourself, pay the processing fee, and wait for ICA to issue an In-Principle Approval letter. You travel with that letter, show it at the checkpoint, and then complete formalities at ICA by appointment. The pass itself arrives as a digital document.

The sequence has five stages: admission and school registration, your online application, IPA letter, entry to Singapore, and completion of formalities. Each stage has its own deadline, so a delay in one pushes the others.

This guide covers the pass for a full-time student at a Singapore university or other institution. It does not cover short courses, dependants or employment passes. If you are still comparing destinations, our guides on studying in Singapore from Pakistan and the cost of studying in Singapore cover universities and budgets.

Tip: Do not start the online application on your own schedule. Wait for your school’s email. Both NTU and NUS tell students to begin only after the university has registered their details, because the application pulls your course data from the school’s record.

Who needs a Student’s Pass, and who does not?

The ICA says a foreigner accepted by an educational institution for full-time study in Singapore must apply for a Student’s Pass. Holders of a Dependant’s Pass, a Long-Term Visit Pass or an Immigration Exemption Order do not need one. They can enrol in any school within the validity of their own pass, but only for full-time, non-religious study.

A short-term visit pass holder can take certain short courses without a Student’s Pass if the course is short, complete in itself and fits inside the conditions set out on the ICA page. Part-time courses and evening or weekend courses are not eligible. For a degree, a Pakistani student almost always needs the pass.

If your pass expires or is cancelled

The ICA says a student whose pass expires or is cancelled during their studies must apply again to continue. Transfers between schools after approval but before collecting the pass need a new application. Plan for that if you change your mind about a programme before you fly.

Does a Pakistani passport need a visa as well?

Yes, in the sense that Pakistan is on the list of nationalities that need an entry visa. The ICA page for Pakistan says holders of a Pakistan-issued travel document need a visa to enter Singapore, and the ICA visa requirements page, last updated on 25 June 2026, lists Pakistan among the countries that need one. For a student this rarely means a separate application. For a visa-required national the IPA letter also serves as the entry visa: the NUS annex says it acts as a single-entry visa, and the ICA formalities page says a visa, if needed, is included in the IPA letter.

The practical consequence is on processing time and fee. A visa-required national waits up to two weeks instead of one, and may pay the extra Multiple Journey Visa fee shown in the cost section below. Do not book a flight until the IPA letter is in your inbox, because the letter is what you show at the checkpoint.

Because the IPA letter normally covers the visa for a student, do not pay an agent or a third party for a separate visa without first asking your school and checking the ICA pages. Nobody can sell you a faster IPA or a priority slot, and anyone who says otherwise should be avoided.

What does the Student’s Pass cost?

Three charges can apply. The first is the processing fee, paid when you submit. As of 27 October 2026, the ICA page for Institutes of Higher Learning states a non-refundable processing fee of S$45 for each application, and NTU’s Student’s Pass page and the ICA SOLAR FAQ give the same S$45. ICA also says there is no quota on how many applications you can make, but each one carries the S$45, so a careless first submission is an expensive mistake.

The second is the issuance fee, paid once ICA approves. As of 27 October 2026, the ICA page on completing formalities sets a S$60 issuance fee for the Student’s Pass, and the SOLAR FAQ and NTU’s guidance give the same S$60.

The third applies to some visa-required nationals. As of 27 October 2026, the same ICA formalities page adds a S$30 fee for a Multiple Journey Visa where it applies to a visa-required national, and the SOLAR FAQ and NTU’s page list the same S$30. NTU labels the same S$30 as a multiple-journey fee set by ICA and does not call it a visa fee, so treat the S$30 as something your IPA letter will confirm.

Cost table

ChargeAmountWhen you pay
Processing fee (non-refundable)S$45When you submit the application
Issuance feeS$60After ICA approves
Multiple Journey Visa fee (where it applies)S$30After approval, with the issuance fee
Total with the visa feeS$135
Total without the visa feeS$105

The totals are our own arithmetic. They exclude the medical examination, which a doctor charges for separately and whose price we have not verified, and they exclude tuition, accommodation and insurance. Payment is online by card or internet banking, so check that your card works for foreign online payments before the deadline. Our guide on paying tuition and fees abroad from Pakistan covers cards, remittances and bank limits.

When should you apply, and who starts the application?

Your school starts it. After you accept an offer, the school registers your particulars in the system and sends you an email with the link and a deadline. You then fill in the form, upload documents and pay the processing fee.

On timing, official pages differ, so follow your own school’s email. The ICA page for Institutes of Higher Learning and the ICA page for private institutions say to apply at least two months and not more than three months before the course begins, while NTU tells students to apply not more than two months before, so follow the exact date in your own school’s email. If your email arrives after the window opens, the school is simply sequencing intakes, and you do not need to chase it unless the deadline in the email is close.

What details and documents does the application ask for?

The application is mostly data entry plus a few uploads, which is why mismatches cause trouble. The details come from three places: your school’s record, your passport, and you.

  • Your name, date of birth, gender and nationality must match the travel document exactly. A middle name left out on one side is enough to cause a query.
  • A clear image of the passport biodata page and a recent passport-style photograph.
  • The signed application form that the system generates, scanned and uploaded.
  • Your course details, including start and end dates, as registered by the school.
  • A Singapore address and a working email address. The pass, the IPA letter and later notices go to that email.
  • Official translations of any non-English documents the system asks for, together with the original or a certified copy where required.

The ICA page for universities lists the school’s Registration Acknowledgement Letter among the items, and the NUS annex adds that a clear image of the travel document biodata page is needed. Your school tells you which items it needs from you. If you do need to produce attested documents elsewhere in your plan, our guide to apostille and attestation of Pakistani documents explains the steps.

Passport validity

The pass is tied to your course length and your travel document, so keep the passport valid for well beyond the end of your programme. A passport that expires mid-course forces a renewal and a change of particulars with ICA, which adds a step you can avoid by renewing in Pakistan before you leave.

Do you need a medical examination?

Often yes. NTU says a medical examination report is required when studies run six months or more, and the NUS annex says new applicants can have the ICA-prescribed examination done in their home country, while the ICA formalities page says the report is needed where applicable. Your IPA letter and your school’s guide state whether it applies to you.

The report is on an ICA-prescribed form that a registered medical doctor must complete before you upload it through the application system. The NUS annex also says that people renewing or transferring must have the examination done in Singapore. We have not verified the price of the examination or the tests it includes, so ask the clinic and keep the receipt. Do not use an unregistered clinic to save money, because a rejected report delays the pass.

Vaccination records for young applicants

The ICA page also says foreign-born applicants aged 12 years and 0 days or below must submit vaccination information to the Communicable Diseases Agency. This matters for younger siblings or children applying for school places, and not for most university students.

What does the IPA letter allow, and what does it not?

An In-Principle Approval letter is issued while formalities are pending. The ICA says your Student’s Pass will only be issued if you meet all the requirements stated in the letter. The ICA formalities page says the IPA letter does not promise entry, because ICA decides on entry at the checkpoint, and the NUS annex says to present the letter to the Immigration Officer on arrival.

That wording has practical effects. You travel with a printed or saved copy of the letter. At the checkpoint an officer decides whether to admit you and issues the short visit pass that lets you stay while formalities finish. You must be in Singapore on a valid immigration pass before you can complete the formalities. If you do not complete the formalities inside the validity of the IPA letter, the IPA is withdrawn, and the SOLAR FAQ says so in terms. The pages we checked do not state how long a letter stays valid, so read the date printed on yours and book your appointment well before it.

What to carry

  • The IPA letter, printed.
  • Your passport with plenty of validity left.
  • The documents your IPA letter lists, in original form.
  • Your school’s offer or acceptance letter and its contact details.
  • The medical examination report, if the letter asks for it.

Tip: Save the IPA letter as a PDF in your phone and email it to yourself and to a family member in Lahore. A lost letter is easier to replace from a retrieved copy than from a request to the school.

How do you complete formalities after arrival?

Formalities are the step where ICA takes your biometrics and issues the pass. They happen at an ICA Services Centre, or at an offsite session that your school arranges on campus. Completion of formalities at ICA is by appointment only: the ICA formalities page says it is strictly by appointment booked through the ICA e-Service, NTU says e-appointment only, and the NUS annex says walk-ins during offsite enrolment are turned away.

Step by step

  1. Arrive on the visit pass the checkpoint gives you.
  2. Pay the issuance fee when ICA approves the next stage, and book the appointment straight after, as NTU advises.
  3. Attend your appointment with the documents the IPA letter lists.
  4. Give biometrics, and pay the Multiple Journey Visa fee if it applies.
  5. Wait for the email that confirms the pass.

A student who arrives for orientation week without an appointment is the commonest failure. The NUS annex says students who walk in without an e-appointment during offsite enrolment are turned away. Book as soon as you have paid, and check your email daily in the first week.

What is the digital Student’s Pass?

The Student’s Pass is issued in digital form only: the ICA formalities page says holders receive an email from no-reply@file.gov.sg and can view the pass in the Singpass app, and NTU and the NUS Student’s Pass annex describe the same digital pass. After formalities you receive a login email, and you then retrieve the digital pass using Singpass or a non-Singpass login. The ICA says you can check validity on the FileSG verification page, and that you can view the pass in the Singpass app after about three working days.

There is no plastic card to wait for. Landlords, banks and employers may still ask for proof, so keep the PDF or the app view ready, and do not share your login. If an official asks for a physical card because your pass is digital, show the digital pass and the verification page.

How long does a decision take?

As of 27 October 2026, the ICA page for Institutes of Higher Learning says processing takes within one week, or within two weeks if a visa is required, and the SOLAR FAQ and NTU’s page repeat those times. Those are official targets and not promises. A query about your documents, a mismatch in names or an incomplete form can add days. Applications for private institutions follow a different clock, which we cover below.

Build slack into your plan. A student who applies two weeks before the earliest flight leaves no room for a query. Your school’s deadline email will usually show a safe date; use it.

Can you work on a Student’s Pass?

Within limits. The Ministry of Manpower exemption page, updated on 11 May 2026, lets full-time Student’s Pass holders at listed institutions work in term time for up to 16 hours a week, or in an internship that is part of the course, with no stated hour cap in vacations, and the ICA formalities page says students may work if they meet Ministry of Manpower requirements. Exchange students may not work, and it is an offence for a foreign student to work without a valid work pass when the exemption does not cover them.

Once the Student’s Pass expires, a work pass is needed and the employer must apply for it. As of 27 October 2026, the UK Global Universities List for 2025 includes the National University of Singapore and Nanyang Technological University, which matters for the UK High Potential Individual visa. If a UK option later is part of your thinking, our guide to the UK HPI visa for Pakistani graduates explains how that route works.

Does the process differ for private institutions?

Slightly. ICA runs separate pages for universities and other institutes of higher learning, for private education institutions, for foreign system and privately funded schools, for government and independent schools, for the Institutes of Technical Education and for childcare centres, and it says requirements differ a little by institution type. For private education institutions the ICA page, updated on 2 July 2026, gives a processing time of within one month for new applications, and within two weeks for an EduTrust-accredited institution.

For a Pakistani student the lesson is simple: find the ICA page that matches your institution type and read it beside your school’s own guide. Two students applying in the same week to different institution types can see different timelines. A private institution that holds EduTrust accreditation gets the shorter target. Always ask a private provider for its accreditation status in writing before you pay a deposit, and check your agent’s claims about it.

Which mistakes delay or sink an application?

Most delays are self-inflicted. These are the patterns that recur, in rough order of frequency.

  • Starting before the school’s email. Your course details may not be in the system yet.
  • Names that differ from the passport. The system wants the travel document spelling.
  • Booking flights before the IPA letter. The letter is the document you show at the checkpoint.
  • Missing the appointment window. Formalities are by e-appointment only, and walk-ins can be turned away.
  • Ignoring the medical report. Ask your school early whether it applies and book a registered doctor.
  • Letting the IPA expire. If formalities are not completed inside its validity, the approval is withdrawn.
  • Paying a third party for something free. There is no paid shortcut. The fees are the ICA fees.

A refusal at the application stage is rare when documents match, but it is possible. The ICA says there is no quota on applications, so you can re-apply, but each attempt costs the S$45 processing fee. Fix the cause before you pay again.

What does a realistic timeline look like with dates?

This is an illustrative example, not a real client file. Take a Pakistani student with an offer for a master’s starting in mid-August 2027, who holds a Pakistani passport and so needs a visa.

  • March 2027: accepts the offer and pays the deposit. The school registers the student’s particulars.
  • Early June 2027: the school’s email arrives with the link and a deadline. The student checks the name against the passport.
  • Mid June 2027: submits the form, uploads the passport page and photograph, and pays the S$45 processing fee. The student books the medical examination.
  • Late June to early July 2027: the IPA letter arrives, usually within a couple of weeks, though a query can add time. The student prints it and saves a PDF.
  • Late July 2027: flights are booked. Tuition, accommodation and insurance are already arranged.
  • First week of August 2027: arrival, checkpoint, visit pass. The student pays the S$60 issuance fee, and the S$30 Multiple Journey Visa fee if the letter asks for it, and books the formalities appointment.
  • Orientation week: formalities and biometrics, either at the ICA Services Centre or at the school’s offsite session.
  • A few days later: the email with the digital pass arrives, and the student checks it in the Singpass app.

Dates move with the school, but the order does not. If one step slips, tell the school’s international office straight away; they see this every intake.

Frequently asked questions

Does a Pakistani student need a visa for Singapore?

Yes. ICA lists Pakistan among the countries whose travel document holders need an entry visa. For a student the IPA letter normally covers it, so you do not usually make a separate visa application. Check the letter and your school’s guide.

How much does the Singapore Student’s Pass cost?

As of 27 October 2026, ICA lists a non-refundable S$45 processing fee, a S$60 issuance fee, and a S$30 Multiple Journey Visa fee where it applies. That is S$105 without the visa fee and S$135 with it, before any medical examination cost.

When should I apply for the Student’s Pass?

Wait for your school’s email. ICA pages say to apply at least two months and not more than three months before the course, while NTU says not more than two months before. Follow the date in your own email.

What is an IPA letter?

An In-Principle Approval letter is issued while formalities are pending. It lists what you must do to receive the pass. You show it at the checkpoint, and ICA decides on entry. The letter is not a promise of entry.

Do I need a medical examination?

Often. NTU says a report is required for studies of six months or more, and the NUS annex says new applicants may have it done in their home country. The report must be completed by a registered doctor on the ICA-prescribed form.

How long does the application take to process?

ICA says within one week, or within two weeks if a visa is required. These are targets, and queries about documents can add time. Private institutions have a different target of within one month, shortened for EduTrust-accredited institutions.

Can I work in Singapore on a Student’s Pass?

Within Ministry of Manpower limits. Full-time students at eligible institutions can work up to 16 hours a week in term time, or in a course internship, and exchange students cannot work. Always check the current MOM page before you accept a job.

Is the Student’s Pass a physical card?

No. It is issued in digital form only. You receive an email from no-reply@file.gov.sg after formalities and can view the pass in the Singpass app or download it from MyICA or FileSG.

What if I miss my formalities appointment?

Formalities are by appointment only, and walk-ins during offsite enrolment can be turned away. Book another slot straight away, and make sure it falls before the IPA letter expires, because the approval is withdrawn if formalities are not completed in time.

Can I apply for the Student’s Pass from Pakistan?

Yes. The application is online and you can complete it from Pakistan. The formalities take place in Singapore after you arrive, because you must be in Singapore on a valid pass before they can be finished.

Is the Student’s Pass the same for NUS, NTU and private colleges?

The pass is the same, but ICA runs separate application pages by institution type and the processing targets differ. Read the page for your institution type and your school’s guide together.

Can Border and Bridges promise me a Singapore Student’s Pass?

No. Only ICA decides. We can check your school’s email against the ICA pages, review your documents and tell you plainly where the risks are before you pay a fee.
