Which English test does IRCC accept for a PGWP?
Most Pakistani students sit IELTS Academic to win admission to a Canadian college or university. That is the wrong test for a post-graduation work permit, and it catches people out every year because the two papers share a name.
As of 15 October 2026, IRCC accepts CELPIP-General, the IELTS General Training option and the PTE Core option for English, and TEF Canada or TCF Canada for French. The French tests are scored on a French version of the same scale. Only the General Training version of IELTS is listed on the IRCC pages, and the official wording asks you to take that option. Academic IELTS is not mentioned as an alternative.
Two practical rules sit alongside the list. IRCC says tests should be taken in person and the results must show all four abilities: reading, writing, listening and speaking. In practice that means you book a test centre, not a home edition, and you check that the report you receive shows a score for each of the four skills and not only an overall number.
The rest of this guide takes you through the scores, the choice between tests, the timing, and a worked example. If you want the full permit picture first, start with our overview of the Canada PGWP for Pakistani students and come back here for the language piece.
Who has to prove their English or French, and at what level?
The language requirement depends on the type of program you finished. As of 15 October 2026, IRCC requires CLB 7 in all four language areas for bachelor's, master's, doctoral and other university programs, and CLB 5 for college, polytechnic and non-university programs.
The levels are measured in all four language areas, so a strong overall impression does not rescue a weak skill. If you scored well on Listening and Reading but fell short on Writing, you are below the line.
The rule is not new, but many older blog posts miss its start date. As of 15 October 2026, language proof is required for applications submitted on or after 1 November 2024, unless you graduated from a PGWP-eligible flight school. If your application date falls before that, you were handled under the earlier rules, though almost nobody reading this in October 2026 is in that group.
University versus college
A master's student at a Canadian university faces CLB 7. A diploma student at a college faces CLB 5. The difference is two benchmark levels and, in IELTS terms, roughly a full band in some skills. Pakistani graduates who chose a college diploma because it was cheaper should note that the language bar is lower, but that other PGWP conditions, such as the field of study list, apply to non-degree programs.
The 180-day window
IRCC's eligibility page gives you 180 days from confirmation that you completed your program to apply. Your language result has to be ready before you apply, not after, so the test belongs in your timeline well before the completion letter arrives.
French as an alternative
You may prove French instead of English. Few Pakistani students take this route, but it exists, and the IRCC pages list TEF Canada and TCF Canada for it. If you studied in Quebec or have French training, ask us whether it can work for you.
What scores equal CLB 7 and CLB 5 on each test?
Scores are where applications fail quietly, so this section is built to be printed.
IELTS General Training
As of 15 October 2026, IRCC's language results page maps CLB 7 to 6.0 in each of Reading, Writing, Listening and Speaking on IELTS General Training. As of 15 October 2026, the same page maps CLB 5 to 4.0 in Reading and 5.0 in each of Writing, Listening and Speaking. The odd-looking Reading number for CLB 5 is not a typo. IRCC lists 4.0 there, which means a candidate scoring 5.0 in three skills and 4.0 in Reading still meets CLB 5.
CELPIP-General
As of 15 October 2026, IRCC maps CLB 5 and CLB 7 to the same number on CELPIP-General, which means a 5 in every skill for CLB 5 and a 7 in every skill for CLB 7.
PTE Core
As of 15 October 2026, IRCC lists CLB 7 on PTE Core as 60 to 68 in Reading, 69 to 78 in Writing, 60 to 70 in Listening and 68 to 75 in Speaking.
As of 15 October 2026, IRCC lists CLB 5 on PTE Core as 42 to 50 in Reading, 51 to 59 in Writing, 39 to 49 in Listening and 51 to 58 in Speaking.
PTE Core uses ranges because each CLB level covers a span of scores. Aim for the top of the range for your target, not the bottom, so that normal day-to-day variation does not push you under.
| Test | CLB 7 (university programs) | CLB 5 (college programs) |
|---|---|---|
| IELTS General Training | 6.0 in Reading, Writing, Listening and Speaking | 4.0 Reading; 5.0 Writing, Listening, Speaking |
| CELPIP-General | 7 in every skill | 5 in every skill |
| PTE Core | Reading 60 to 68; Writing 69 to 78; Listening 60 to 70; Speaking 68 to 75 | Reading 42 to 50; Writing 51 to 59; Listening 39 to 49; Speaking 51 to 58 |
IRCC publishes a French table for TEF Canada and TCF Canada as well, with one set of figures for TEF results from before December 2023 and another for results after it. We do not reproduce those figures here because the table splits by test date, so read the official results page if you are taking a French test.
All scores here come from the IRCC pages linked above and were checked against the Express Entry language page at canada.ca, which uses the same benchmarks. If a score changes, the IRCC page wins over this article.
Which test should a Pakistani graduate take?
There is no single right answer. The three tests measure the same four skills against the same benchmark, but they feel different on the day.
IELTS General Training
This is the familiar choice. You know the speaking interview format, the writing tasks and the scoring bands, and Pakistani test-prep material is plentiful. The General Training reading and writing tasks lean toward everyday and workplace English rather than academic texts, which some candidates find easier and others find oddly different. Its CLB 7 line is a flat 6.0 in each skill, which is easy to track.
CELPIP-General
CELPIP is built around Canadian settings and is taken on a computer. Its scoring maps one-to-one onto CLB, which makes the target simple: a 7 everywhere for a university graduate. The unfamiliar format is the cost. If you have never sat it, spend serious time on the official practice material.
PTE Core
PTE Core is also computer-based, with a task format that differs sharply from IELTS. Some candidates with strong spoken English and fast typing do well. Because each CLB level covers a score range, you need to read the table carefully and set a target in the upper part of the range.
How to decide
- If you have taken IELTS before and know your band profile, a General Training sitting is the lowest-risk first attempt.
- Speaking to an examiner makes some candidates tense, and a computer-based test may suit them better.
- Weakest in Writing? Compare your practice results on each format before paying.
- Confirm that the test you pick is offered at a centre you can reach before you plan your timeline around it.
For a longer comparison of the two most common options, see our guide on IELTS or PTE for Pakistani students, and our note on which band scores different destinations ask for.
When should I take the test?
Earlier than you think. As of 15 October 2026, IRCC requires your test results to be less than 2 years old on the day you submit your PGWP application.
Count backwards from your plan. If you will finish in April and want to submit the PGWP application as soon as your completion letter arrives in May, the test result must already exist, and it must be fresh enough on the day you click submit. A result from early in your final year is fine if it will still be under two years old when you apply.
The safest approach is to test in your final or penultimate term. That leaves room for a retake if you miss a skill by half a band, and it removes the stress of juggling exams, a thesis and a permit application in the same month.
Why a retake buffer matters
Test centres in Pakistan can book out, results take time to arrive, and a second attempt needs a new date. A graduate who sits the test for the first time in the same month as the completion letter has no margin. Building in six to eight weeks costs nothing and saves the study permit from running out while you wait.
What mistakes cost graduates their language proof?
Taking Academic instead of General Training
The commonest error. The result is a good one, just not the right one. Check the exact name on the booking page before you pay.
Treating the overall band as the target
An overall 6.5 can hide a 5.5 in Writing. IRCC measures each skill separately, so always read the four sub-scores.
Confusing CLB 7 with CLB 5
Degree graduates need the higher level. A college target of 5.0 will not do for a master's program.
Leaving it too late
The test is a prerequisite, not a formality. If you wait until the completion letter, you spend the 180-day window waiting for a seat at a test centre.
Assuming a retake of one skill will do
IRCC's Express Entry page says IELTS One Skill Retake is not accepted. The PGWP pages we reviewed do not say that a one-skill retake is accepted, so plan on a full sitting unless IRCC confirms otherwise in your own case.
Forgetting what happens if a section cannot be completed
IRCC has a route for applicants who could not complete a section because of a disability, using a language averaging tool and an explanation in the application. If that applies to you, read the official instructions before applying, because incomplete results without the right explanation can lead to refusal.

What do I upload with the application?
The language result sits alongside proof that you finished your program. For completion, IRCC accepts a degree, diploma or certificate from a credit-earning program, an official letter from your school, or an official transcript, and the proof has to come from a PGWP-eligible designated learning institution and program.
The language result is uploaded as part of your application documents. IRCC's checklist treats it as optional in the system because not every applicant needs it, so you must include it if your program requires it. A missing result is not flagged for you.
- Your language test report showing all four skills, taken in person, under two years old on the submission date.
- Proof of completion from your institution.
- Your current study permit and passport.
- Your online application, submitted inside the 180-day window.

A realistic timeline with dates
Take Ayesha, a Lahore graduate finishing a two-year master's at a Canadian university in April 2027. She needs CLB 7. This is an illustration, not a prediction.
- October 2026. She checks the IRCC page, sees that her IELTS Academic result will not count, and books General Training practice papers.
- December 2026. She sits a General Training test. Her bands are Listening 7.0, Reading 6.5, Writing 5.5, Speaking 6.5. Writing is below 6.0, so she is short of CLB 7 in one skill.
- January and February 2027. She works on essay structure with a tutor and takes a second full test. Writing comes back at 6.0, and the other bands hold.
- April 2027. She completes her program. Her institution sends a completion letter in May.
- May 2027. She submits the PGWP application well inside the 180-day window, with her February result, which is far younger than two years.
Her margin was a single skill by a single band. A candidate who tested only once in May would have discovered the same shortfall in the middle of the 180-day clock.
Now the version that fails. A graduate uses her admission-time IELTS Academic report, uploads it, and receives a request for the right test or a refusal. Different decision, same effort, avoidable delay.
What does the test cost, and should I budget for retakes?
We do not quote a fee here. Test prices change often and differ by provider and by country, and we could not confirm a current figure from the providers' own pages while preparing this article. Check the booking page of the test you choose, and add the price of a second sitting to your budget as a precaution.
Other costs belong in the same plan: preparation material, travel to a test centre if you do not live in a city that hosts one, and the PGWP application itself. Our overview of the permit lists the main steps. For the wider picture of staying in Canada after your degree, our guide to permanent residency after studying abroad shows where a PGWP fits.
What if I fall short of CLB 7 or CLB 5?
Retake the test, and treat the weakest skill as the project. Most shortfalls are one skill by half a band, and focused preparation on that skill is usually faster than another general course.
If your program was a degree and you cannot reach CLB 7 in time, speak to us early through our contact page. We will not suggest workarounds that misstate your results or your program. What we can do is review your situation, confirm what IRCC currently requires, and help you plan the time left in your window.
Whatever you do, do not submit an application with a result you know does not meet the level. A refusal on a PGWP is hard to undo and the 180-day window keeps ticking. Our guide to what to do after a visa refusal covers the general approach, but prevention is far cheaper.
Key takeaways
- IRCC accepts CELPIP-General, IELTS General Training and PTE Core for English, and TEF Canada or TCF Canada for French. IELTS Academic is not listed.
- University program graduates need CLB 7 in all four skills; college, polytechnic and non-university graduates need CLB 5.
- On IELTS General Training, CLB 7 is 6.0 in every skill, and CLB 5 is 4.0 in Reading with 5.0 in Writing, Listening and Speaking.
- On CELPIP-General, CLB 7 is a 7 in every skill and CLB 5 is a 5 in every skill.
- PTE Core scores are given as ranges for each skill, so aim for the upper part of your target range.
- Test results must be less than 2 years old on the day you submit your application.
- Language proof applies to applications submitted on or after 1 November 2024.
- Test early, keep a retake buffer, and read the four sub-scores, not the overall band.
Frequently asked questions
Is IELTS Academic accepted for a PGWP?
IRCC's pages list the IELTS General Training option for the PGWP language requirement and do not mention Academic as an alternative. If you only hold an Academic result, plan to sit General Training before you apply.
Which tests does IRCC accept for a PGWP in 2026?
For English, CELPIP-General, IELTS General Training and PTE Core. For French, TEF Canada and TCF Canada. Tests should be taken in person and the results must show reading, writing, listening and speaking.
What IELTS score do I need for CLB 7?
IRCC maps CLB 7 to 6.0 in each of Reading, Writing, Listening and Speaking on IELTS General Training. Every skill has to meet that line, so check your four sub-scores and not just the overall band.
What IELTS score do I need for CLB 5?
IRCC lists 4.0 in Reading and 5.0 in each of Writing, Listening and Speaking for CLB 5 on IELTS General Training. College, polytechnic and non-university graduates are held to this level.
Which CLB level do I need as a university graduate?
CLB 7 in all four language areas for bachelor's, master's, doctoral and other university programs, according to IRCC's eligibility page. The French equivalent is NCLC 7.
Do I need CLB 5 or CLB 7 if I studied at a college?
College, polytechnic and non-university programs need CLB 5 in all four language areas. Other conditions, such as the field of study rule for non-degree programs, apply separately and are covered in our PGWP overview.
How old can my language test result be?
Less than 2 years old when you submit your application, according to IRCC's documents page. Count from the test date to the day you plan to submit, not to the date of your completion letter.
Do I need to take the test before I finish my program?
IRCC does not require you to wait for completion, and a result from your final or penultimate term works as long as it will still be under two years old when you apply. Testing early gives you room for a retake inside the 180-day window.
Can I use a one-skill retake?
IRCC's Express Entry page says IELTS One Skill Retake is not accepted. The PGWP pages we reviewed do not say a one-skill retake is accepted either, so plan on a full sitting unless IRCC states otherwise for your case.
Do I need to prove language if I applied before November 2024?
IRCC says applicants who submitted their PGWP application before 1 November 2024 did not need to meet the language requirement. Applications on or after that date need language proof, apart from PGWP-eligible flight school graduates.
Can I take a French test instead of English?
Yes. IRCC accepts TEF Canada and TCF Canada, with CLB-equivalent NCLC levels of 7 for university programs and 5 for college programs. The TEF table differs for results before and after December 2023, so read the official page.
