Germany EU Blue Card for Pakistani Graduates: Salary Threshold and Settlement (2026)

Yes, a Pakistani graduate of a German university can move onto an EU Blue Card, as long as the job pays at least €50,700 gross a year in 2026, or at least €45,934.20 if the role is a shortage occupation or the degree is less than three years old. The card also opens a quicker road to a settlement permit than most German residence permits: 27 months, or 21 months with better German. This guide explains who qualifies, how the two salary lines work, what the Federal Employment Agency does, and where Pakistani applicants most often go wrong.

EU Blue Card in Germany for Pakistani graduates: salary threshold and settlement permit in 2026

What is the EU Blue Card and why does it suit Pakistani graduates?

The EU Blue Card is a residence permit for people with a university-level qualification who have a qualified job offer in Germany. It is a work permit with a built-in route to permanent residence. For a Pakistani student who has just finished a bachelor's or master's degree in Germany, it is often the strongest next step, because the permit is tied to a salary and a profession rather than to a quota or a points score.

Students ask us about it for three reasons. First, it lets you stay in Germany after the 18-month job-search permit has done its job. Our guide to the 18-month job-search residence permit after graduation covers that first stage. Second, the Blue Card lets close family join you on terms that are friendlier than most student routes. Third, the time to a settlement permit is shorter than the general rule.

It is not a permit you can simply ask for. You need an employer who is willing to offer a contract at the right salary, in a job that matches your degree. Everything else, the paperwork, the approvals, the language, follows from that one condition.

What the card is not

It is not a job-seeker visa, and it does not let you look for work once you hold it. It is not available for any job at any salary. And it is not a promise of permanent residence, because the settlement permit still depends on pension contributions and some German.

What salary do you need in 2026?

There are two lines. The higher one is for the regular Blue Card. The lower one is for people in shortage occupations and for recent graduates. Both are gross annual amounts, meaning before tax and social insurance.

As of 31 October 2026, the Federal Employment Agency guidance on the EU Blue Card sets the regular minimum gross annual salary at €50,700 for 2026.

As of 31 October 2026, the same Federal Employment Agency page gives a lower threshold of €45,934.20 for 2026, which applies to shortage occupations and to recent graduates.

The two pages that publish these figures for applicants agree with each other. The Make it in Germany portal, which is run by the federal government, gives the same two numbers and labels them as of 2026.

SituationGross annual salary line for 2026Federal Employment Agency approval
Regular Blue Card, any qualified academic job€50,700Not normally needed for the salary line
Shortage occupation (see list below)€45,934.20Required
Recent graduate, degree under three years old€45,934.20Required
IT specialist without a degree, three of the last seven years in IT€45,934.20Required

Read the last column carefully. The lower salary line is not a free discount. It comes with an extra step, because the Federal Employment Agency has to approve the employment before the permit is issued.

Tip. Ask the employer to write the gross annual salary in the contract as a single clear figure, including any fixed monthly pay you are legally entitled to. Vague wording such as "salary to be agreed" or large variable bonuses can leave the Ausländerbehörde unable to confirm that you clear the line.

Why does the figure change every year?

Because the law does not name a euro amount. It names a percentage of a number that moves. The law ties both amounts to the pension contribution ceiling, 50 percent of it for the regular card and 45.3 percent for the lower rate, and as of 31 October 2026 the German pension insurance table lists that ceiling for 2026 at €8,450 a month.

Do the sum and you land on the two figures above. Half of the ceiling gives the regular line. Forty-five point three percent gives the lower line. When the ceiling rises, both lines rise with it, and the Interior Ministry publishes the new amounts by the end of December for the following year.

That has a practical meaning for you. If you graduate in summer 2027, the salary line that counts is the 2027 line, not the one in this article. It will almost certainly be higher, because the ceiling has risen in recent years. Plan with a margin. If a 2026 offer sits exactly on €50,700, ask yourself what happens if the permit is decided under a different year's rule.

It also explains why this article dates every figure. A number that was right in October 2026 can be wrong by January.

Which jobs count as shortage occupations?

The government's Blue Card pages list the groups for which the lower salary line may apply. They cover managers in manufacturing, mining, construction and distribution, managers of information and communications technology services, and managers of professional services in childcare, health and education. They also cover academic professionals in science, technology, engineering and mathematics, academic professionals in architecture and spatial and transport planning, medical doctors, veterinarians, dentists, pharmacists, academic nursing and midwifery professionals, and teachers and educators.

For a Pakistani graduate, the practical reading is this. Engineers, computer scientists, data and mathematics graduates, and health professionals are the groups most likely to find a job that falls inside the list. A graduate in business, media or general management usually does not, and should plan around the regular line.

  • Likely inside the list: software and systems roles, electrical, mechanical and civil engineering, natural sciences, mathematics, teaching in schools, medicine and pharmacy.
  • Often outside the list: marketing, general business administration, sales and most communication roles.
  • Special case: IT specialists without a degree can qualify if they have worked in IT for at least three of the past seven years.

The official wording matters more than our summary. The exact list of occupation codes is published as a downloadable document on the Make it in Germany portal, and your employer or the Ausländerbehörde will check your job against it. Ask for the code your employer will use before you accept the offer.

What counts as a recent graduate?

This is the group most Pakistani students fall into, so the definition is worth understanding. A new entrant is someone whose degree was obtained no more than three years before the application is made. The Residence Act sets the same limit, and the Federal Employment Agency uses the same wording on its page.

Three details trip people up. The clock runs to the date of the application, not the date of the job offer. The date that counts is the date of the degree, which is normally the date on your certificate or transcript showing the degree was awarded, not the date your last exam was held. And the three years run from the first degree that qualifies you, so a long gap between graduating and applying uses up the benefit.

If you finished a master's in Germany in July 2027 and apply in March 2028, you are comfortably inside the window. If you finished a bachelor's in Pakistan in 2022, worked in Lahore for three years, and then started a master's in Germany, the clock for the bachelor's has expired but your new master's degree is the qualification that matters. Keep your degree certificates in order and keep dates consistent across every document.

Is your Pakistani degree good enough?

The requirement is a German degree or a foreign degree comparable to a German one. If you studied in Germany, the question is already answered. If you hold a Pakistani degree and are applying from Pakistan, the comparison is made against a database of institutions and degrees.

Our guide to the anabin database check for degree recognition explains how to look up your university and degree type before you spend money on anything else. Check it first. A degree from a university that is not recognised, or a programme that is rated below a German bachelor's, can end the application before it starts.

  • Check that your university is listed and that its status is the recognised one.
  • Check that your degree type matches a German bachelor's or master's level.
  • If you are in a regulated profession, such as medicine, engineering titles or teaching, check the licence rules too. The licence must be in place or in prospect when you apply.

The job also has to match your qualification. A civil engineer working as a delivery coordinator will not meet the test even if the pay is high enough.

How does the application work step by step?

The order differs a little depending on whether you apply from inside Germany or from Pakistan, but the building blocks are the same.

  1. Find the job. The offer must state the salary, the working hours, the role and the start date. The job offer has to cover an employment period of at least six months.
  2. Check the salary line. Compare the gross annual figure with the right line for your case, and decide whether the Federal Employment Agency needs to approve.
  3. Confirm your degree. Use the recognition check for foreign degrees. Keep the original certificate and transcripts, plus sworn translations where requested.
  4. Collect the documents. Passport, biometric photo, job contract or binding offer, proof of degree, health insurance, and the application forms.
  5. Apply. From Pakistan, the German missions use the online Consular Services Portal, and our guide to the German consular services portal process for Pakistan shows how the appointment and document flow works. Inside Germany, you apply at your local immigration office.
  6. Wait for approval. If the Federal Employment Agency has to agree, the office asks it. You can help by making sure the contract and job description are complete.
  7. Collect the card. Register your address, and keep the permit and your passport together.

Can you switch from a student permit inside Germany?

Many graduates ask this, and the honest answer has two layers. The Residence Ordinance allows a person who already holds a residence permit to apply for another title inside Germany in the cases it lists, and a student permit falls into that general group. We did not find any official page that says a graduate must leave Germany before taking up a Blue Card.

What we could not confirm is how that general rule works in every individual case. Whether your local immigration office will accept the application from inside the country, and how it treats the end date of your student permit, is decided locally. Do not leave it to chance. Ask the office in writing, before your student permit or your 18-month job-search permit runs out, which procedure it will follow for your Blue Card.

If you are close to the end of your student permit and have not yet signed a contract, the 18-month permit exists exactly for this gap. Applying for it first is often safer than counting on a job offer arriving in time.

For the post-arrival basics that every new resident handles, such as registering an address, see our guide to Anmeldung and the German residence permit after arrival.

How fast can you reach a settlement permit?

After 27 months in Blue Card employment, a holder can obtain a settlement permit, and the period shortens to 21 months when German language skills are good enough.

The statute states the test in plain terms. The 27-month route needs simple German and the 21-month route needs sufficient German. The government portals translate those into the A1 level for 27 months and the B1 level for 21 months. In both cases, you must have paid into the pension insurance for the period, and you must have been working in a job that fits the Blue Card rules.

What this means in practice

  • A holder with A1 German who has worked and paid pension contributions for 27 months can apply.
  • A holder with B1 German can apply after 21 months.
  • Months spent on a student permit do not count toward the Blue Card clock in the way that months of Blue Card employment do. Check with the immigration office how it counts any earlier time.

Language is the lever you control. The time difference between A1 and B1 is six months, and passing B1 is within reach for a student who has already lived in Germany. Our guide to the German language requirements and test types helps you pick the right certificate.

How long does the card itself last? The Blue Card is issued for the length of the employment contract plus a few extra months and runs for four years at most, but the official pages disagree on the number of extra months. Do not plan around the extra months. Plan around the contract, and renew in good time.

Blue Card or job-seeker permit or Opportunity Card?

These are three different tools for three different positions. Picking the wrong one wastes months.

RouteBest forNeeds a job offer?Main limit
EU Blue CardGraduates with a qualified job at the salary lineYes, before you applySalary must clear the line for that year
18-month job-search permitGerman-university graduates still looking for workNoTime limited, and you must be able to support yourself
Opportunity CardSkilled people who want to come and look for workNoPoints based, with its own proof of funds and language needs

If you already have a good offer, the Blue Card is the cleaner option. If you are still looking, the 18-month permit is the usual bridge for a German graduate. The Opportunity Card guide for Pakistani graduates is relevant mainly for people who did not study in Germany.

One more route is worth keeping in mind. A job below the salary line is not a dead end. There are other work permits for qualified professionals, and some graduates take a role at a lower salary first and move to the Blue Card when the pay rises.

What mistakes lead to trouble?

Signing before checking the line

A contract at €48,000 looks fine until you learn that the regular line is €50,700 and your job is not on the shortage list. Check the occupation and the salary together before you accept.

Treating a bonus as base salary

Variable pay that the contract does not fix in advance may not count. Ask your employer to separate fixed and variable pay.

Letting the three-year window lapse

If you rely on the lower line for recent graduates, the date of your degree matters. Applying months late can move you from one category to the other.

Skipping the recognition check

For graduates of Pakistani universities who did not study in Germany, a missing recognition check is the most common reason an application stalls.

Assuming the card lets you change jobs freely

A Blue Card is tied to a qualified job. If you leave your employer, check the rules for notifying the immigration office and the minimum period that applies before you sign a new contract.

Confusing a general website with the official rule

Many blog posts quote salary numbers from earlier years. The 2026 line is the one in force now, and the 2027 line will replace it. Use official pages and look at the date.

A worked example with dates

Take Hamza, a made-up master's graduate from Lahore, studying electrical engineering at a German technical university. His final exam is in June 2027 and his degree certificate is dated July 2027.

  1. August 2027. He registers for the 18-month job-search permit so that he has time to search with legal status.
  2. October 2027. He receives an offer from an engineering firm at a gross annual salary of €52,000. The 2026 line was €50,700, but the 2027 line is not yet known to him, so he asks the immigration office which year's line applies and checks the published 2027 amount.
  3. November 2027. His degree is under three years old and the role is an engineering job, so he also checks whether the lower line applies and whether the Federal Employment Agency needs to approve.
  4. December 2027. He applies for the Blue Card with the contract, certificate, passport and insurance proof.
  5. 2028 to 2029. He works, pays into the pension insurance, and studies for the B1 exam.
  6. About 21 months into Blue Card employment. With B1 in hand, he can apply for the settlement permit, subject to the immigration office confirming the pension contributions.

Nothing in this example is a promise. The 2027 amounts, the processing times and the local office's practice can all change. What it shows is the order of events, and why the salary line and the dates both need a check before each step.

Key takeaways

  • For 2026 the regular Blue Card line is €50,700 gross a year, and the lower line is €45,934.20 for shortage occupations and recent graduates.
  • The lower line needs approval from the Federal Employment Agency.
  • Both lines are percentages of the pension ceiling, so they change each year. Check the figure for the year you apply.
  • Recent graduate means a degree no more than three years old on the day of application.
  • Settlement can come after 27 months, or 21 months with better German.
  • Ask your local immigration office in writing how it handles a switch from a student permit.

Frequently asked questions

What is the EU Blue Card salary in Germany for 2026?

For 2026 the regular line is €50,700 gross a year and the lower line is €45,934.20 for shortage occupations, recent graduates and some IT specialists. Check the figure for the year you apply, because it is adjusted annually.

Do I need a job offer before I apply?

Yes. The Blue Card is tied to a specific qualified job, and the offer must cover at least six months of employment. You cannot hold the card while you look for work.

Can a Pakistani student get a Blue Card after a master's in Germany?

Yes, if you have a qualified job at the right salary line. Many graduates first use the 18-month job-search permit and then apply once they have signed a contract.

What counts as a recent graduate?

Someone whose degree was obtained no more than three years before the application. Recent graduates can use the lower salary line, but the Federal Employment Agency has to approve.

Which jobs are shortage occupations?

The official list includes academic STEM professionals, doctors, dentists, pharmacists, vets, teachers and several management groups. Engineers and computer scientists most often fall inside it. Ask your employer for the occupation code.

Does the Federal Employment Agency always have to approve?

Not for the regular salary line, but it is required for the lower line used by shortage occupations, recent graduates and IT specialists without a degree.

Can I get a settlement permit through the Blue Card?

Yes. A holder can obtain a settlement permit after 27 months with simple German, or after 21 months with better German, provided the pension contribution and job conditions are met.

How long is the Blue Card valid?

It runs for the length of the contract plus a few extra months, up to four years at most. The official pages differ on whether the extra period is three or six months, so ask the immigration office.

Can I apply from inside Germany with a student permit?

The Residence Ordinance allows some permit holders to apply for another title inside Germany, but we could not confirm how every local office applies it. Ask your office in writing before your permit expires.

Is a Pakistani degree accepted?

A foreign degree must be comparable to a German one. Check your university and degree type in the recognition database before you accept an offer, and keep the original certificates and transcripts.

Will the salary line be the same in 2027?

No. It is tied to the pension contribution ceiling and is published each year by the Interior Ministry. Expect a different figure and check it before you apply.
