Australia Student Guardian Visa (Subclass 590) for Pakistani Parents of Under-18 Students 2026

A Pakistani parent or close relative aged 21 or over can apply for an Australian Student Guardian visa (subclass 590) to live in Australia with a student who is under 18, and the guardian must show funds, health cover, a clean character record and a genuine intention to stay temporarily. The guardian cannot work, and both applications are lodged together. This guide covers who qualifies, what the official money figures are, the 2 October 2026 rule changes, the paperwork from Pakistan and the mistakes that delay files.

Parent and child at an Australian school gate, guide to the Student Guardian visa subclass 590 for Pakistani families in 2026

What is the Student Guardian visa (subclass 590)?

It is a temporary visa that lets a parent, a custodian or a close relative live in Australia to care for a child who holds a Student visa. Australia does not let young children study alone without a plan for who looks after them. The 590 is one of the ways to provide that plan.

The Department of Home Affairs describes the purpose as supporting a child who holds a student visa. The guardian can come to look after a student under 18, or in exceptional circumstances an older student who needs care and support. One guardian can look after more than one student, which matters for families with two school-age children enrolled.

The visa runs for up to five years in principle, but the real end date comes from the student's stay and age. The Home Affairs Student Guardian visa page says the length is decided by the student's stay and age, and the grant letter shows your exact date. Do not assume you will get five years because the page mentions that figure.

Think of the 590 as a companion to the student file, not a standalone migration option. Everything about it depends on the child. If the child does not get a Student visa, the guardian has no basis to stay. If the child turns 18 and no exceptional circumstances apply, the basis weakens. Families who treat it as a backdoor for a parent to live in Australia tend to be refused or to run into condition breaches.

When does an under-18 student actually need a guardian?

Only when the child will be under 18 while in Australia and the family has chosen a parent or relative as the welfare arrangement. A student under 18 must show adequate welfare arrangements in every case. There are four official ways to do it, and the 590 sits behind only one of them.

The Home Affairs welfare arrangements page lists the options. The school can approve the arrangement and issue a Confirmation of Appropriate Accommodation and Welfare, known as a CAAW. Secondary exchange students use an acceptance advice form. Foreign Affairs and Defence students need ministerial approval. Or the family can nominate a guardian on Form 157N, and if that guardian applies for a 590 the two applications should be lodged at the same time.

Relative as nominated guardianRelative aged 21+ in Australia, citizen, PR or visa holder, or on a 590Families with trusted relatives already settled in AustraliaForm 157N, relationship proof, police certificates

The honest comparison for most Pakistani families comes down to the first three rows. A school CAAW is cheaper and simpler to file, since the family does not need to prove a guardian's funds or character. A parent guardian is more expensive, because the family finances a second adult and often a second household. It brings the child home life, though, and for a 12 or 13 year old that matters a great deal.

If the school route is chosen, the CAAW has to cover the same period as the Confirmation of Enrolment plus seven days at the end, or run until the student turns 18. The Home Affairs welfare page says so, and so does the Department of Education guidance on National Code Standard 5 for younger overseas students. The provider should take responsibility at least a week before the course starts, and the student must not arrive before the welfare start date shown on the CAAW.

Practitioner note: Decide the welfare route before you choose the school, not after. Some schools only enrol international students under a set model, and policies on guardian families can differ. Ask the international office in writing which routes it accepts, and keep that email in the file.

Who can be a guardian for a Pakistani student?

The Home Affairs page sets three routes into the guardian role. You qualify if you are the student's parent, a person who has custody of the student, or a relative aged 21 or older who a parent or custodian nominates in writing. For this visa, relatives include the student's parents and step-parents, grandparents, siblings, aunts and uncles, nieces and nephews, a partner, and children or stepchildren.

Two points catch Pakistani families out. First, a nominated relative must be at least 21, so a 19 year old elder brother cannot take the role. Second, the nomination has to be in writing from a parent or custodian, not a verbal family arrangement. The Form 157N is where that happens, and the form must be signed by the parent, with identity proof for the signature.

What the guardian must be able to do

  • Provide accommodation, general welfare and support to the student for the whole period.
  • Show enough money for the guardian, the student and any accompanying family members.
  • Hold adequate health insurance for the stay.
  • Meet the health and character requirements, with the character test applied to a relative who is not a parent.
  • Sign the Australian Values Statement after reading or hearing the Life in Australia booklet.
  • Owe no outstanding debt to the Australian Government.

The genuine temporary entrant test

A guardian must intend to stay only temporarily and to do only what the visa allows. The assessing officer looks at personal circumstances at home, likely circumstances in Australia, immigration history and anything else relevant. For a Lahore family, that usually means evidence of a job or business that continues, a home in Pakistan, other close family there, and a believable plan to return when the child's need for a guardian ends.

A weak statement is the single most common cause of a poor guardian file. A good one is short, specific and written in the parent's own voice. If English is hard for you, Home Affairs allows the statement in your own language with a translated copy attached.

How much money must the guardian show?

Enough to cover the whole family unit, not just the guardian. The department asks for evidence that you can pay for your own stay, the student's stay and any children who come with you. The shape of the sum has four parts.

  • Travel costs for the guardian and the student.
  • Twelve months of course fees for the student, or pro rata if the course is shorter.
  • Twelve months of living costs for the guardian, the student and accompanying family, or pro rata for a shorter stay.
  • School fees for any school-age children who come with you.

As of 16 October 2026, the Home Affairs Student Guardian visa page sets 12-month living costs at AUD 29,710 for the guardian and AUD 4,449 for each child who travels with them. Home Affairs also says to work out a shorter stay by dividing the annual cost by 365 and multiplying by the days you plan to be in Australia.

As of 16 October 2026, the same Home Affairs page adds school fees of at least AUD 13,502 a year for each child under six included in the application. Costs differ by state and school, so the family has to research the real fee. The page tells guardians to allow about AUD 2,000 per person for travel as a guide.

A worked sum for a Lahore family

Take a mother and a 14 year old son, one student, no other children. The living component is the guardian figure plus the student's own living cost, which you take from the Student visa page. Then add the first year of tuition, travel for two people and the insurance. A family that shows only the guardian figure and forgets the tuition will fall short.

Many Pakistani files use a mix of sources: savings in a named account, a parent's business income, a sponsor, and sometimes a bank loan. If someone else provides the funds, the department wants proof of the relationship and their identity documents. Where you rely on deposits, explain where the money came from. Fresh money that appears days before lodging invites questions. For the wider picture of how fund evidence is judged on other student routes, our guide on what a Pakistani applicant actually pays for an Australian student visa shows the student side of the same sum.

One alternative exists for a married guardian whose partner stays in Pakistan. As of 16 October 2026, a partner who stays in Pakistan can support the application only if they earn AUD 102,500 or more a year, shown through government documents on the Home Affairs Student Guardian visa page. Bank statements and employer letters do not count for that annual income test, which is why this route suits salaried professionals with tax returns more than cash-heavy businesses.

Practitioner note: Build a single funds table before you gather bank statements. Put the student's costs, the guardian's costs, and any children on separate lines, then match each line to a document. The table shows you the gap early, and it also gives the assessing officer an easy path through the file.

What does the 590 cost and how long does it take?

At the time of writing, on 16 October 2026, the Home Affairs price service behind the Visa Pricing Estimator showed AUD 2,500 for the main applicant, AUD 500 for each family member under 18 and AUD 700 as the subsequent temporary application charge, so confirm the figure in the estimator before you pay.

Notice what that price does not include. Health examinations, police certificates, biometrics, translations and courier costs are paid separately, and the department says so on the visa page. Add the insurance premium, which the guardian pays for as well. Add the student's own visa charge and the Overseas Student Health Cover. A realistic family budget lists every one of these lines rather than the visa fee alone. Our explainer on OSHC for Pakistani students covers the student's insurance.

As of 16 October 2026, the Home Affairs processing time guide showed that a quarter of recent 590 decisions took 21 days, half took 43 days, three quarters took 5 months and nine in ten took 8 months. Treat that as a guide, since the department states that its tool shows recently decided cases and is not specific to your file.

The spread is wide, and it should change how you plan. A file that takes 21 days and a file that takes 8 months are both inside the same published range. Lodge as early as the school allows, and never book non-refundable flights until the grant is in hand. An incomplete application, a missed document or a request for more information all push you toward the slow end.

Can other children come, and what about the ones who stay?

This part of the rules is strict and often misunderstood. The Home Affairs page says it will not grant the visa if any member of the family unit is under six years old, unless there are compelling and compassionate reasons or a significant benefit to the relationship between the Australian Government and another government. It applies even if the under-six child is not planning to travel.

A child under six who is granted a visa on those narrow grounds gets one valid only until their sixth birthday, and then needs their own Student visa. Children aged six or older can come with you, but each of them must apply for a Student visa, which means school fees and the usual Student visa file for each child. You cannot add a child under six after you have lodged.

Children who stay in Pakistan

If you leave behind a child who is under 18 and has no Student visa, you must make adequate arrangements for their accommodation, support and welfare. Home Affairs treats children aged 6 to 18 as adequately covered if they live with another parent or custodian, or with a relative who is at least 21. You then provide proof of the arrangement and a letter from the appointed guardian accepting responsibility. The letter should say the child is wholly or substantially reliant on that guardian's financial support and lives in their household. Add a copy of the guardian's passport biodata page or a driving licence showing the signature.

For Pakistani families, this is where an honest family plan matters. A grandparent in Lahore who already houses the child, signs a clear letter and can show their NADRA identity card is a far better answer than a vague statement that relatives will help. Families weighing bigger moves should also read our broader piece on which countries allow family members on a student visa.

What changed on 2 October 2026?

Two sets of new rules took effect on 2 October 2026 for the Student visa (subclass 500) and the Student Guardian visa (subclass 590). The Study Australia update on the October 2026 changes summarises them. The first set controls who can apply while already in Australia. The second controls whether family members can be included in a Student visa application.

On the guardian side, the position is helpful. The Home Affairs page on applying in Australia says current Student Guardian visa holders can continue to lodge a further Student Guardian visa application while in Australia. Most other temporary visa holders, including visitors, cannot now lodge a Student or Student Guardian visa onshore, and must be outside Australia both when they lodge and when the visa is granted.

The student side is tougher. The Home Affairs page on including or adding family members says Student visa applicants can no longer include a partner or dependent children in their application unless an exemption applies, and that family members cannot be added after the visa is granted. For an under-18 school student that rarely matters, since the child has no partner. It matters a great deal for a parent who was planning to study and bring children, and it is a reason to rethink the family plan before applying.

SituationPosition after 2 October 2026
Visitor in Australia wants to switch to a 590Must apply from outside Australia and be outside when the visa is granted
Current 590 holder wants another 590Can continue to lodge a further 590 in Australia

Study Australia also flags a planned Transfer stream within the Student visa for students who change providers, with details still to come. If your child may change schools, watch for the published rules before you lock in your plan.

Which documents do you need from Pakistan?

The official list is long, and each item answers a specific question the officer will ask. Gather them before you start, because a missing paper creates a request for information and slows the whole file.

  • Identity: the passport pages showing photo, personal details, issue and expiry dates, plus a national identity card if you have one.
  • Change of name proof: marriage certificate or other documents if your name differs across papers.
  • Form 157N: the student guardianship arrangements form. Home Affairs states the application is not valid without it.
  • Form 1229: consent for a child under 18, or statutory declarations from each parent or legal guardian. If one parent cannot consent, evidence of sole custody.
  • Relationship proof: birth certificates or the family book. For Pakistan this normally means NADRA birth certificates, a Family Registration Certificate and a marriage certificate.
  • Genuine temporary entrant statement: your own written statement, with evidence of home ties, employer leave letters, property and family.
  • Funds evidence: bank statements, deposits, loan letters or scholarship evidence, with source explanations.
  • Health insurance: proof of adequate cover for the first 12 months.
  • Police certificates: a relative guardian must give an Australian certificate if they spent 12 months or more in Australia in the last 10 years since turning 16, plus an overseas certificate from every country, Pakistan included, where they spent 12 months or more in that period. A parent should ask us whether the department will still request one.
  • Polio vaccination certificate: needed if you apply from outside Australia and travel from, or spent time in, a country the department lists as at risk. Check the current list on its Threats to public health page before you lodge.

Translations into English are required for any document in another language, with both the original and the translation attached. You do not need to certify the copies, but scans must be in colour and legible. Our guides on police character certificates from Pakistan and the immigration medical exam for Canada and Australia explain how those two items work in practice.

How do you apply, step by step?

The order matters, because the guardian file depends on the student file. This is the sequence we use with Lahore families.

  1. Choose the school and the welfare route. Confirm in writing whether the school will issue a CAAW or accept a nominated guardian.
  2. Secure the offer and the Confirmation of Enrolment. The student file cannot move without it.
  3. Prepare the parental consent. Complete Form 1229 or the statutory declarations, with ID that shows the signatures.
  4. Complete Form 157N. The parent signs, the guardian is named, and the relationship proof is attached.
  5. Build the funds table and gather evidence. Match each line to a document, and explain the source of deposits.
  6. Write the genuine temporary entrant statement. Keep it specific and personal.
  7. Buy health cover. Check that the policy covers medically necessary treatment, including transport.
  8. Lodge both applications online at the same time. Use ImmiAccount, upload documents and pay the charge. Home Affairs will not process the file until payment is made.
  9. Respond fast. Check ImmiAccount for requests for information, health examinations and biometrics.
  10. Wait for the grant before you travel. The department will not tell you progress while the file sits inside standard processing times.

If you lodge from outside Australia, you receive no bridging visa. You may return to Australia on another valid visa while the 590 is processed, but you must follow that visa's conditions.

What can the guardian do in Australia?

Less than most families hope. The guardian cannot work. The visa allows study in the form of an English language intensive course for less than 20 hours a week, or any other study or training for no more than three months. That is a firm line, and a short course that stretches beyond three months can breach the conditions.

Travel and welfare duties

The guardian can travel in and out of Australia as many times as they like while the visa is valid, but time outside the country does not extend it. The guardian cannot leave Australia without the student unless alternative welfare arrangements are in place. Home Affairs requires a compelling and compassionate reason, suitable alternative arrangements and the approval of the education provider. Leaving without them may breach condition 8538 and risk cancellation.

If the guardian must go home for a family emergency in Lahore, apply for approval before the flight, not after. The department's process asks for a new Form 157N naming a replacement guardian, signature ID for the parent, a statement of the reason for travel, a school letter endorsing the change and welfare documents for the new guardian. Plan a back-up adult early, perhaps a relative already in Sydney or Melbourne.

Staying longer

If the student continues to study in Australia, the guardian can apply for another Student Guardian visa. Because current holders can still lodge onshore after the October 2026 changes, this renewal route remains open. A further application carries its own charge, and the Home Affairs price service lists a subsequent temporary application charge for this visa, so check the estimator before you pay.

What mistakes delay guardian files?

We see the same few errors again and again. Most of them are avoidable with a calm checklist.

  • Lodging the two files at different times. The guidance says to apply together. Separate lodging creates timing and linking problems.
  • Naming an under-21 relative. The nominated relative must be 21 or older, with a written nomination.
  • Forgetting the under-six rule. A toddler in the family unit can block the visa, even if the toddler stays in Pakistan.
  • Showing only the guardian's living costs. The sum must cover the student, tuition and travel as well.
  • Using bank statements for the partner income test. That test needs government tax documents, not statements or employer letters.
  • Weak home ties. A statement that says only that you will return, with no evidence, reads as an empty promise.
  • Booking flights early. Processing times run from three weeks to eight months across recent decisions.
  • Arriving before welfare starts. A student must not enter Australia before the welfare arrangements start. It is a visa condition.

What does a realistic timeline look like?

Here is an illustration, not a prediction. A mother in Johar Town wants to join her 13 year old daughter, who has an offer for Year 8 at an Australian school starting in late January 2027.

  • Mid-October 2026: the family confirms with the school that a nominated guardian is accepted, and receives the offer paperwork.
  • Late October: NADRA documents, the Family Registration Certificate and the marriage certificate are collected. The father completes Form 1229 and signs Form 157N in front of an adult who can verify his ID.
  • November: the family builds the funds table, buys health cover for both and writes the genuine temporary entrant statement. Police certificates and the medical are arranged.
  • Late November: both applications are lodged together on ImmiAccount.
  • December and January: the department asks for biometrics or a health exam, which the family completes within days. They wait for the grant before booking flights.
  • Grant: if it arrives inside the quicker half of recent decisions, the family has time to settle. If it runs long, the school may allow a later start. Ask in advance.

That calendar leaves room for the slower end of the range, which is why October is the time to start for a January intake. A family that begins in December is gambling on a quick decision.

Key takeaways

  • The 590 is only for a parent or relative who wants to live with an under-18 student. A school CAAW can cover welfare without it.
  • A relative guardian must be 21 or older and nominated in writing on Form 157N.
  • The guardian cannot work and may study only briefly.
  • Funds must cover the guardian, the student, tuition and travel, using the official figures.
  • Any family member under six can block the visa, with narrow exceptions.
  • Current 590 holders can still renew onshore after 2 October 2026.
  • Lodge both applications together, and wait for the grant before you book flights.

Frequently asked questions

This field is optional.

Does my child need a guardian visa if the school arranges homestay?

No. If the school approves homestay or a boarding place and issues a Confirmation of Appropriate Accommodation and Welfare, your child can travel without a parent in Australia. The 590 is only for a parent or relative who wants to live in Australia with the child. Many Pakistani families choose the school route for older teenagers and the guardian route for younger ones.

Can both parents get a Student Guardian visa?

The official guidance describes a guardian who provides accommodation, welfare and support to the student, and it does not set out a two-guardian model. In practice most families lodge one guardian. Both parents still have a role through the consent form, Form 1229. If both parents want to be in Australia, ask us about the right visa for the second parent before you lodge anything.

Can a grandmother or an uncle be the guardian?

A relative can qualify if they are 21 or older and a parent or custodian nominates them in writing. The listed relatives include grandparents, siblings, and aunts and uncles, step-relatives included. A relative who is not a parent must also meet the character requirement and give police certificates, so the paperwork is heavier than for a parent.

Can the guardian work in Australia?

No. The Home Affairs page says plainly that you cannot work on this visa. You may study an English course for less than 20 hours a week, or other study or training for no more than three months. Plan the family budget on the basis of zero income from the guardian.

How much money does a guardian have to show?

The official figures are AUD 29,710 for 12 months of living costs for the guardian and AUD 4,449 for each child who comes along, plus 12 months of the student's course fees and travel costs, as of 16 October 2026. The living figure is pro rata if you stay less than a year. The amount is a total across everyone, so a family with one student and one guardian shows far less than a family with three children.

Can I bring my younger children on the 590?

Only in narrow cases. Home Affairs will not grant the visa if any member of the family unit is under six, unless there are compelling and compassionate reasons or a benefit to relations between governments. Children aged six or over who travel with you must hold their own Student visa. Children who stay behind need a documented welfare arrangement in Pakistan.

What happens if my child turns 18 during the course?

The guardian visa is normally linked to the student's age and stay, so Home Affairs usually considers when the student turns 18. After that, the case for a guardian ends unless the student needs care and support because of exceptional circumstances. Plan the return of the guardian, or a move to another visa the guardian qualifies for, before the birthday.

Do we apply for the child and the guardian at the same time?

Yes. When the student nominates a parent or relative as guardian and that person applies for a 590, the official guidance says both applications should be lodged at the same time. Lodging them separately risks delay or a defective file. Keep the nomination form, the consent form and the supporting papers in one folder.

Is a Pakistani family likely to be refused for genuine temporary entry?

Refusals are possible on any file, so it is better to build the case early. The guardian must show a real intention to stay temporarily, supported by home ties such as family, property, employment leave and a right to return. A clear personal statement helps. We never promise a result, but a prepared file reads much better than a rushed one.

What health cover does the guardian need?

The guardian needs adequate health insurance for the first 12 months, usually Overseas Visitors Health Cover or a comparable policy. This is different from the Overseas Student Health Cover bought for the student. Check that the policy covers medically necessary treatment, including transport, before you attach it to the application.

Can the guardian leave Australia while the student stays?

Not freely. The guardian cannot leave Australia without the student unless alternative welfare arrangements are approved, and a breach of condition 8538 can lead to cancellation. Home Affairs wants a compelling and compassionate reason, a replacement arrangement and the education provider's approval before the trip.

Does the 2 October 2026 rule change affect the guardian visa?

Mostly in your favour. Home Affairs states that current Student Guardian visa holders can continue to lodge a further 590 while in Australia. The tightening is aimed at other temporary visa holders applying onshore and at families added to Student visas. As of 16 October 2026, the family rules for the student visa itself deserve a separate check.
