Malaysia Student Visa for Pakistani Students: EMGS, eVAL, SEV and Student Pass Fees 2026
A Pakistani student going to Malaysia needs three things in order: a Visa Approval Letter (eVAL) issued through EMGS, a Single Entry Visa because Pakistan is on the SEV list, and a student pass endorsed in the passport after arrival and a medical screening. As of 16 October 2026, EMGS shows a new application fee of MYR 1,728.00 including tax, a client charter of 14 working days, and a first-year total near MYR 2,900 before tuition.

What are the steps for a Pakistani student?
Malaysia runs its student immigration process through one agency, Education Malaysia Global Services, known as EMGS. That helps. You do not deal with a visa application centre in Lahore for the first stage, and your university does most of the paperwork on your behalf.
The EMGS overview of the student visa process lays out the sequence, and the order is the part to memorise.
- Get the offer letter. A recognised Malaysian institution issues it, and you accept.
- The application is filed with EMGS. Your institution submits it through the EMGS system with the documents and fees, or you file it yourself online.
- EMGS processes it. It checks the documents and coordinates security checks with the agencies involved.
- The eVAL is issued. This is the electronic approval you need before entering Malaysia.
- Obtain the Single Entry Visa. Pakistani passport holders need it, so this step is not optional.
- Fly in and see the arrival desk. At KLIA, EMGS staff at the International Student Arrival Centre help with immigration clearance.
- Complete the medical. A panel clinic screening within seven working days.
- The student pass is endorsed. Only then are you formally settled for your studies.
Notice what sits at the front: an offer. Nothing starts without it. If you are still choosing a university, our guide to studying in Malaysia from Pakistan covers fees and institutions, and the visa file follows once you hold an offer.
What is the difference between eVAL, SEV and student pass?
People use these words loosely, and the confusion costs them time. Each document does a different job, and each one comes from a different place.
| Document | What it is | Who issues it | When you get it |
|---|---|---|---|
| eVAL (electronic Visa Approval Letter) | Approval to enter Malaysia to study | Immigration Department, via EMGS | Before travel, valid six months |
| Single Entry Visa (SEV) | One-time entry visa for listed nationalities | Malaysian eVISA system or mission | Before travel, after the eVAL |
| Student pass | Permission to stay and study | Immigration Department, endorsed in your passport | After arrival and the medical |
| Multiple entry visa | Lets you leave and return during your stay | Processed with your pass | Fee shown in the EMGS calculator |
The EMGS FAQ says the eVAL is valid for six months from issue. That window matters. If your intake slips by two months, you may still be inside it. If it slips by seven, you start again. The same FAQ says plainly that a student may enter Malaysia only after receiving the eVAL, and entering while it is still being processed is not permitted. See the EMGS FAQ page for the wording.
Practitioner note: Do not book a non-refundable flight on the strength of an offer letter. The sequence is offer, eVAL, Single Entry Visa, then ticket. Families who buy tickets first are the ones who ask us for emergency help in the same week.

Which documents does EMGS ask for?
The EMGS guidelines page sets out the documents for a new student pass application. The list is short compared with most countries, which is why accuracy matters more than volume.
- Photo: one photo on a white background, 35 mm by 45 mm.
- Passport copy: the data page and any pages with visa information, plus the observation page if you have one.
- Validity rule: EMGS states the validity must be 18 months or more, and recommends 12 months beyond your course length for a one-off application.
- Offer letter: online applications can be filed only after you hold one.
- Health declaration form: filled in and uploaded as a scan.
- Academic certificates and transcripts: all previous records, plus any extra entry papers your institution asks for.
- English language certificate: accepted tests include IELTS, TOEFL iBT, PTE Academic, MUET and some Cambridge exams. Leaving it out can delay the file and affect the length of your pass.
- Personal bond: signed by the institution on your behalf, with money you lodge with them.
Count the passport validity first. A Pakistani passport with 14 months left cannot support a three-year degree application, and a passport renewal at the Passport Office takes weeks. Renew before the file is built, not after a refusal. If your degree papers need verification before submission, our guide to the attestation of Pakistani documents for study abroad explains the order of stamps.
The personal bond
Malaysian Immigration requires every institution to sign a personal bond for its international students, and the institution asks you to lodge the amount. EMGS says it is returned on completion or withdrawal, provided you break no immigration provisions. Typically the personal bond for a Pakistani student is RM 750, according to the EMGS personal bond requirements document, but your institution collects it and sets the exact terms, so confirm the figure with them before you pay.
How much does the EMGS process cost?
This is the part families underestimate, so take it slowly. The headline is the processing fee, but six or seven smaller lines sit behind it.
As of 16 October 2026, the EMGS fee calculator shows MYR 1,728.00 for a new student pass application at a private or public university, which is the RM 1,600 processing fee in the EMGS fee schedule plus 8% service tax. The same figure appears for public universities on the calculator, and renewals cost far less.
As of 16 October 2026, the EMGS fee calculator lists the eVAL fee at MYR 159.00, while the fee schedule shows RM 150 before tax. As of 16 October 2026, the standard medical screening fee on the EMGS fee calculator is MYR 340.00, with MYR 350.00 shown for Sarawak.
As of 16 October 2026, the EMGS fee calculator lists the student pass sticker at MYR 60.00 and the i-Kad card at MYR 50.00 when you collect it from EMGS yourself. As of 16 October 2026, the EMGS fee calculator shows a multiple entry visa fee of MYR 20.00 for Pakistan.
As of 16 October 2026, the insurance plans on the EMGS fee calculator run from MYR 498.00 to MYR 644.00 for a 12-month policy, and your institution may offer its own cover instead.
| Line | Typical figure (MYR) | Notes |
|---|---|---|
| New application processing | 1,728.00 | RM 1,600 plus 8% service tax |
| eVAL | 159.00 | Fee schedule shows RM 150 before tax |
| Medical screening | 340.00 | Standard rate, Sarawak shows 350.00 |
| Student pass sticker | 60.00 | New and renewal |
| i-Kad | 50.00 | Self-collect at EMGS |
| Multiple entry visa (Pakistan) | 20.00 | Per the calculator |
| Health insurance, 12 months | 498.00 to 644.00 | Own institution plan possible |
| Rough first-year total | about 2,900 | Using a mid-range plan at MYR 547.00 |
That total is my arithmetic, not an EMGS quote. Add 1,728 to 159, 340, 60, 50, 20 and 547 and you reach 2,904. The bond comes on top and is refundable, tuition is separate, and EMGS notes that its fees do not cover course fees or institutional charges. For a wider view of what a year costs you, see our breakdown of the cost of studying in Malaysia from Pakistan, and our note on how Pakistani students pay tuition abroad covers the transfer side.
One honest warning about the numbers. The EMGS fee schedule PDF is dated June 2026 and the calculator is the live tool, so small differences, such as the eVAL line, can appear. Use the calculator for the day you apply, and keep a screenshot.
How long does it take?
As of 16 October 2026, the EMGS FAQ gives a client charter of 14 working days for a complete application, and says incomplete or incorrect submissions take longer. The EMGS overview repeats the 14 working day figure for a smooth file.
Read the word complete again. A client charter is a promise about handling time once the file is right, not a prediction for yours. A blurred passport scan, a missing English certificate or a mismatch between the offer letter and the application can pause the clock. Add security clearance on the agency side and a wait for the Single Entry Visa, and a safe family plan is six to eight weeks from offer to ticket, which is my planning estimate, not an official one.
Work backwards from the orientation date. If classes start on a Monday in late January, your offer should be accepted by early November, the application filed that week, and the eVAL in hand by early December. That leaves a month for the Single Entry Visa and the ticket.
How do you get the Single Entry Visa from Pakistan?
First the fact. As of 16 October 2026, Pakistan appears on the EMGS list of countries that require a Single Entry Visa before entering Malaysia. The EMGS FAQ describes the SEV as a mandatory one-time entry visa that must be obtained through Malaysia's eVISA system before travel, and it points students to the eVISA portal.
An older EMGS document listing Malaysian missions for the Single Entry Visa names Islamabad and Karachi for Pakistan. It dates from 2020, so treat it as background, and follow what your institution and EMGS tell you for your own file. If a mission asks you to appear, take the eVAL, passport, photographs and offer letter.
Give the Single Entry Visa step a week of slack. It is an extra queue between your approval and your seat on the plane.
What happens when you arrive in Malaysia?
You land at KLIA Terminal 1 or Terminal 2 and go first to the International Student Arrival Centre. EMGS describes it as a 24-hour service that assists students before they reach the immigration gate, so you do not queue with tourists and guess.
The medical screening is next. The EMGS medical screening page says new international students must attend a panel clinic in Malaysia within seven working days of arrival, and that EMGS cannot start the student pass endorsement if you skip it. Public university students may be able to use their university clinic. The FAQ adds that a student who fails can appeal at the same panel clinic within three days of the notice.
After the medical
Once the screening clears, the institution submits your passport for the student pass sticker. The i-Kad card then follows. Keep your passport accessible, since the institution needs it for the endorsement. Book the clinic on your first day, and do not leave it to the sixth working day, because a clinic backlog can push you out of the window.
Which health insurance do you need?
EMGS states that valid medical insurance is compulsory for the entire period of study. You can buy a plan through EMGS or use the cover your institution arranges, as long as it meets ministry requirements. The EMGS insurance page for 2026 lists the plans with limits of RM 30,000 or RM 50,000 per disability.
The cheaper plans carry limits that look generous until you see a hospital bill, so compare the limit, the deductible per visit and the panel clinics near your campus. If your cover expires before your pass does, you must top it up. Our general guide on health insurance for Pakistani students abroad explains what to compare in any country.
How do you renew, and what are the limits?
The student pass is usually issued for up to one year at a time, per the EMGS FAQ. You renew before it expires, and EMGS recommends starting as early as three months before. The renewal fee is far lower than the first application. As of 16 October 2026, the EMGS fee calculator shows MYR 270.00 for a renewal application at a private or public university.
The guidelines add two academic conditions. You must reach a CGPA of at least 2.0 and overall attendance of at least 80 percent. If you miss either, your institution has to send an explanation letter. A Pakistani student who treats attendance as optional in year one is gambling with year two.
If you change your course or institution, a Variation application applies, and the rules cover how long you must have studied first. Do not move on your own. Ask your institution to file it, since the old eVAL and pass are tied to the original course.
What about work, family and staying after graduation?
Part-time work
The EMGS FAQ says international students may work part time for up to 20 hours a week only during semester breaks or holidays of more than seven days, in restaurants, petrol kiosks, mini markets and hotels, with prior approval from the Immigration Department. Think of that as pocket money for a holiday, not a plan for your fees. Applications go through your institution, and the student attends the Immigration office with an institution representative.
Family members
The EMGS FAQ says eligible students may apply for Dependant Passes. Postgraduate students are eligible, and bachelor degree students are eligible only if they are citizens of a short list of countries that does not include Pakistan. A Pakistani master's student can therefore plan around family, while an undergraduate should plan to travel alone. Our wider note on which countries allow family on a student visa compares the options.
The Graduate Pass
As of 16 October 2026, Pakistan does not appear among the eligible nationalities on the EMGS Graduate Pass page, so a Pakistani graduate should not plan on the 12-month Graduate Pass. The pass lets eligible graduates stay for 12 months after a bachelor's or higher degree, and the EMGS notice that extended it to all ASEAN countries shows the list can change. For now, a Pakistani graduate needs another route. That is a real difference from some competing destinations, so weigh it when you choose Malaysia as a stepping stone.
What mistakes delay files?
- Short passport validity. EMGS wants 18 months or more. Renew first.
- No English certificate attached. EMGS warns it can delay the file and limit the pass period.
- Flying before the eVAL. Entering while it is still processing is not permitted.
- Skipping the Single Entry Visa. Pakistan is on the list. The eVAL alone does not get you through the gate.
- Missing the seven day medical window. The student pass endorsement waits for it.
- Trusting an agent who quotes one fee. The real cost has seven lines. Ask for them in writing.
- Weak attendance in year one. Renewal depends on it.
- Assuming a post-study route. Pakistan is not on the Graduate Pass list today.
What does a realistic timeline look like?
Here is an illustration, not a prediction. A student from Gulberg is accepted for a January intake at a private university in Selangor.
- Early October: offer accepted, passport checked and found valid for 30 months, so no renewal is needed.
- Mid October: photo, health declaration, transcripts and English certificate sent to the institution, which files with EMGS. The family receives a tracking reference.
- Late October to November: EMGS processes the file inside its stated charter. The family answers any query the same day.
- Early to mid November: the eVAL arrives. The student applies for the Single Entry Visa through the eVISA system or as instructed.
- December: visa in the passport, flight booked, insurance and bond arranged through the institution.
- Early January: landing at KLIA, the arrival centre, then a panel clinic booking for the next morning.
- January to February: medical cleared, student pass endorsed, i-Kad collected, classes underway.
The calendar leaves slack at three points: the file, the Single Entry Visa and the clinic. Every one of those has stalled a family we know of, and none of them is the student's fault.
Key takeaways
- You need an eVAL, a Single Entry Visa and an endorsed student pass, in that order.
- EMGS lists a client charter of 14 working days for a complete application.
- Budget about MYR 2,900 for first-year EMGS costs, plus a refundable personal bond and tuition.
- Passport validity must be 18 months or more, and the English certificate must be attached.
- The medical screening within seven working days is not optional.
- Renewal needs a 2.0 CGPA and 80 percent attendance.
- Dependants are possible for postgraduates, and the Graduate Pass is not open to Pakistan today.
Frequently asked questions
Does a Pakistani student need a visa before flying to Malaysia?
Yes. Pakistan is on the EMGS list of countries that need a Single Entry Visa before travel, as of 16 October 2026. You get the eVAL first, then the Single Entry Visa, and only then can you fly. Entering Malaysia while the eVAL is still being processed is not permitted.
Who submits the student pass application, me or my university?
Either. EMGS says applications go in online through its website, its mobile app, or through the education institution on the STARS system once you have accepted the offer. Most Pakistani students let the institution file, because the institution already handles the personal bond and the offer letter. Ask for the tracking number so you can follow progress yourself.
What is the difference between eVAL, SEV and student pass?
The eVAL is the electronic Visa Approval Letter that says Malaysia accepts your application. The Single Entry Visa is the entry visa you obtain with it before travel. The student pass is the endorsement placed in your passport after you arrive and clear the medical. You need all three in that order.
How long is the eVAL valid?
The EMGS FAQ states the eVAL is valid for six months from the date of issue. That is your window to obtain the Single Entry Visa and travel. If your intake date moves, ask the institution early, because an expired eVAL means starting again.
How much does the whole process cost for a private university student?
Add the processing fee, eVAL, medical, student pass, i-Kad, multiple entry visa and insurance from the EMGS calculator, and the total comes to roughly MYR 2,900 for a first year, as of 16 October 2026, before the refundable personal bond and your tuition. The exact figure depends on your institution type, your insurance choice and tax. Check the calculator on the day you apply.
Do I have to take a medical test in Pakistan?
EMGS requires post-arrival screening at a panel clinic in Malaysia within seven working days of arrival, and it will not start the student pass endorsement without it. Your institution may ask for extra health papers, so read its offer pack. Do not pay a Pakistani clinic for a screening unless the institution asks for it in writing.
What if I fail the medical screening?
EMGS says a student who fails may appeal at the same panel clinic, and the appeal must be submitted within three days of receiving the notification. Treat that as a short deadline. Keep your phone on and respond the day the notice arrives.
Can my wife or children come with me?
It depends on your level of study. EMGS says postgraduate students can apply for Dependant Passes, while bachelor degree students can do so only if they come from a short list of countries that does not include Pakistan. Check the current wording before you plan around family.
Can I work part time in Malaysia on a student pass?
Only in a narrow way. EMGS allows up to 20 hours a week during semester breaks or holidays of more than seven days, in set sectors, with prior approval from the Immigration Department arranged through your institution. It is not a way to fund your fees, so budget as if you cannot work.
Can a Pakistani graduate use the Malaysia Graduate Pass?
Not on the current list. The EMGS Graduate Pass page lists eligible nationalities and Pakistan is not among them, as of 16 October 2026. The list has grown before, so ask EMGS or your institution before you graduate, but do not assume you will qualify.
What GPA and attendance do I need to renew my student pass?
EMGS says you need a CGPA of at least 2.0 and overall attendance of at least 80 percent to renew. If you miss either, your institution has to submit an explanation letter to support the renewal. Renewals should be filed early, and EMGS suggests as early as three months before the pass expires.
Is a Malaysian student visa easier than a UK or Australian one?
The process is more structured and EMGS publishes a client charter of 14 working days, so many families find it more predictable. That does not make it automatic. A wrong document, a short passport validity or an unpaid fee still delays the file, and we never promise an outcome. A prepared file is the best protection.
