What is a PPS number and why do students hear about it so often?
A Personal Public Service number, or PPSN, is Ireland's personal reference number for public services. Revenue uses it for tax, the Department of Social Protection uses it for benefits, and public bodies use it to match your records. A PPS number is always 7 numbers followed by either one or 2 letters, according to Citizens Information. So a typical number looks like seven digits followed by one or two letters.
The nearest comparison for a Pakistani student is the way a CNIC number links your records across NADRA, banks and tax. The comparison is loose, but the habit is similar: one number follows you through the system, and once it is attached to your name it stays there.
Why does it come up in your first month?
Because two situations arrive quickly. You may be offered a part-time job, and the employer will want a number for payroll. Your college may also mention it when you register. Registering for a course in a school or college is one of the situations where you need your PPS number, as Citizens Information lists it. So even a student who never plans to work may meet the number in the first week.
Do you need a PPS number to study, to work, or both?
To start work, yes. The employer needs it for payroll and Revenue needs it to record your tax. To study, the answer depends on your college and the service in question. The pages we read list registering for a course as a situation where you need it, but they do not say that your visa decision or your enrolment depends on it.
Do not offer your number to every employer
Citizens Information says employers should not ask for your PPS number when recruiting, and should only ask once you are actually starting the job. That matters for students sending out applications. If a recruiter asks for your PPS number on an application form for a job you have not yet been offered, question it politely. A number is for taking up work, not for being considered.
What about work hours?
How many hours you may work is a permission matter set by your immigration status, not by your PPS number. We do not repeat the figures here because they are issued by the immigration service and can change. Our guide on part-time work for Pakistani students in Ireland covers the rules in detail, and you should check them on the official site before you accept shifts.
When can you apply: before you fly or after you land?
After you land. Citizens Information says you cannot apply for a PPS number if you intend to relocate to Ireland, so you must wait until you are in the country. That is the first line to remember. Students sometimes find a way to apply from abroad and assume it works for them. The abroad route exists for people who need a number to interact with an Irish state body while living elsewhere, not for someone who is about to move.
Once you are in Ireland, apply early, but only when you have the documents. A weak first application costs you weeks, because the appointment takes place before a decision and you cannot easily replace a rejected document.
Which comes first, the IRP or the PPSN?
There is no single order that suits everyone, since your college, your immigration registration and your job offer all have their own timing. A sensible approach is to register with immigration as required, secure your address, then apply for the PPSN as soon as you have a valid reason to give, such as an offer of work or a course registration need.
If you are still earlier in the process, our step by step guide to the Ireland student visa from Pakistan covers everything that comes before arrival.
Which documents does the application ask for?
Three things: who you are, where you live and why you need the number. The table sets out what the official pages say.
| What it proves | What the pages say |
|---|---|
| Identity | For non-EU citizens, a current passport |
| Address | A document showing your name and address, not older than 3 months, such as a utility bill, bank statement or tenancy agreement |
| Reason | Evidence of why you need a PPS number, for example starting employment or registering for a course |
Identity
For non-EU citizens the identity document the gov.ie service page lists is your current passport. Bring the passport you used for your visa. A passport that has expired or is about to expire creates avoidable trouble.
Address
As of 11 October 2026, the gov.ie PPS number service page says your proof of address must show your name and address and not be older than 3 months. For a new student the practical difficulty is that you have just arrived. A tenancy agreement or a letter on your accommodation provider's letterhead is often the first document with your name and address on it. Check the date.
Reason
For a work application, the gov.ie PPS number service page says you must have a signed offer of employment from your employer confirming when your job is due to start. We found that detail on one of the two gov.ie pages, not both, so treat it as the current wording for employment applications and confirm the exact evidence on the page when you apply. For a course-related reason, ask your college what document it can issue, because the pages we read do not specify one.
How do you apply, step by step?
- Arrive and settle your address. You need a recent proof of address, so secure a tenancy or accommodation letter first.
- Create your online access. To apply online you need a basic MyGovID account, according to MyWelfare. The MyWelfare page says you must also be at least 18 for your own application.
- Start the application at MyWelfare. Complete it in full and upload photos or copies of your identity document, your reason and your address evidence.
- Book the appointment inside the application. The MyWelfare identity services page says all residents of Ireland must attend an in-person PPS number appointment as part of the application.
- Attend and bring your originals. Take your passport and the documents you uploaded.
- Wait for the decision. The MyWelfare page says your application is not processed at the appointment; it goes through further checks and, if successful, your PPS number is sent to you by post at a later date.

Is there a paper route?
Citizens Information describes the REG1 form for postal applications and notes that the email service is no longer available. For a student already in Ireland, the online route with an in-person appointment is the normal path. The paper form is mostly relevant for people applying from abroad.
How long does it take to get the number?
We cannot give you a number of days, and you should distrust anyone who does. The MyWelfare page says the application undergoes further checks after the appointment and the number follows by post "at a later date". It gives no specific timeframe. The gov.ie and Citizens Information pages we read gave no adult processing time either.
So how do you plan?
Plan as if it takes several weeks, because a slow week would otherwise catch you out. Do not book a shift that depends on the number arriving by a specific day. Tell your employer where you are in the process and ask whether they can complete payroll set-up once it comes.
What if it is late?
Contact the Department of Social Protection through the channels on the official page. The gov.ie page points to your local PPS Number Allocation Centre for questions about an application. Have your application reference, your passport details and your appointment date ready when you call or write.
How does the PPS number connect to payroll and tax?
Citizens Information says you need the number to register with the Revenue Commissioners when starting work. In practice your employer collects it, and Revenue uses it to link your pay and tax credits to you. Students who start before the number arrives often find that payroll is set up on a temporary basis and corrected later. We do not give tax rates or credit amounts here, because they change each Budget. Use Revenue's own pages for the current position.
Keep the number safe
Treat it as a personal identifier. Share it with an employer, a college office or Revenue. Do not post a photo of your letter online. If you lose the letter, ask the Department how to confirm the number again rather than relying on a friend's copy.
After graduation
The number stays with you. If you remain in Ireland on a graduate permission, the same number applies. Our guide on the Third Level Graduate Programme and Stamp 1G explains what comes after your degree.
Does a PPS number cost money, and what else should you budget for?
The pages we checked mention no fee for the application. If an agent, a website or a social media page asks you to pay for a PPS number, stop. The route is online, through the Department, with an appointment.
What does cost money in the first weeks is everything around it: deposits, rent in advance, transport and food. Our breakdown of the cost of studying in Ireland from Pakistan helps you plan these. Remember that your address document, the thing your application relies on, comes from your accommodation, so choose carefully and keep your paperwork. Our guide to finding student accommodation abroad covers contracts and deposits.
What mistakes do Pakistani students make with the PPS number?
- Applying before arrival. The relocation rule makes this pointless.
- Old address documents. A bill older than three months is rejected.
- No reason evidence. A vague reason delays the application, so bring the offer letter or college confirmation.
- Missing the appointment. It is part of the application and cannot be skipped.
- Expecting the number the same day. It is posted later.
- Handing the number to recruiters. Employers should only ask once you start.
- Paying a middleman. The pages we read list no fee.
None of these needs legal knowledge. They need dates and paperwork, kept in order.
What does a realistic first month look like?
This is an illustration, not a statistic. Take Sara, a master's student from Lahore, arriving in Dublin in early September.
- First days: Sara collects her keys, photographs her tenancy agreement and registers with immigration as her college instructs.
- Second week: She is offered a campus job. The employer gives her a signed offer letter with a start date, which she keeps as her reason evidence.
- Midweek of that second week: She opens her online access, completes the MyWelfare application, uploads her passport, tenancy agreement and offer letter, and books the appointment.
- Third week: She attends the appointment with her originals. The application is not decided on the day.
- Weeks after that: She tells her employer that the number is pending and asks about payroll. The letter arrives by post, and she passes the number to payroll.
The details of dates will differ for every student. The pattern is what matters: arrive, secure documents, apply with a clear reason, attend, wait.
What should you ask your college before you arrive?
Your international office has seen hundreds of students go through this, and a short email before you travel saves days later. Ask what the college expects you to do about the PPS number in your first month, whether it offers any help with the appointment, and what document it will issue to prove you are registered on a course.
- Will the college provide a letter or confirmation of registration, and when does it issue it?
- Does the college offer on-campus jobs, and what does the employer need from you at the start?
- Where do students usually get their first document showing a name and address?
- Who should you contact if your number has not arrived after your appointment?
Save the replies. If the PPS Number Allocation Centre asks for something you have not seen listed, a clear message from your college is often the quickest way to resolve it.
What if you are already in Ireland or change your plans?
Some students arrive, settle in and only decide to look for work in the second semester. That is fine. The number is tied to a reason, so you can apply when the reason arrives. Others change address after the number is issued. Citizens Information notes that someone with a PPS number and a verified MyGovID account can update an address through MyWelfare, so you do not need to apply again.
What if you think you already have a number?
Students who worked in Ireland before, or who came for a short course, may hold a number from that earlier stay. The pages we read say the number is allocated once, and that you must not have been issued one before applying. Look through old payslips, emails and letters before you start an application. A duplicate request wastes an appointment.
What if your plans move to another country?
Then the number stays on record in Ireland and you simply apply for the local equivalent where you go. Do not try to carry old Irish payroll details into a new country's system.
What are the key takeaways?
- Apply for a PPS number after you arrive in Ireland, not before you relocate.
- Applications run through MyWelfare, need a basic MyGovID account and include an in-person appointment.
- Bring a current passport, an address document not older than 3 months and evidence of your reason.
- The number is posted after checks, and the pages we read give no processing time, so plan for several weeks.
- Employers should only ask for the number once you start work, not when recruiting.
- The pages we checked mention no fee, so never pay an agent to apply for you.
- A PPS number is not an immigration document and does not set your work hours.
Frequently asked questions
Do Pakistani students need a PPS number to study in Ireland?
The pages we read do not make it a visa or enrolment condition. You need it when you start work, and registering for a course is listed as a situation where it is needed. Ask your college whether it requires it for any service.
Can I apply for a PPS number from Pakistan?
Citizens Information says you cannot apply if you intend to relocate to Ireland. The abroad route exists for people who need a number to interact with an Irish state body. Wait until you are in Ireland.
What documents do I need?
For a non-EU citizen, a current passport, a proof of address not older than 3 months, and evidence of why you need the number, such as a signed offer of employment with a start date or a college requirement.
Do I need an appointment?
Yes. MyWelfare says all residents of Ireland must attend an in-person PPS number appointment as part of the application. You book it inside the online application and bring your originals.
How long does the number take to arrive?
The official pages we checked give no adult processing time. MyWelfare says the application is not processed at the appointment, goes through further checks, and the number is sent by post at a later date.
What is my reason if I have no job offer yet?
Registering for a course is a listed reason. Employers should not ask for the number while recruiting, so you can wait until you have an offer, then apply with a signed offer letter showing the start date.
Is my IRP card enough to get a PPS number?
The pages we read list a current passport as the identity document for non-EU citizens. They do not describe your IRP as a substitute, so bring your passport and ask the appointment team what else they accept.
Does it cost anything?
The pages we checked mention no fee. Do not pay a third party to apply for you, and use only the official MyWelfare route.
Can my employer start me before the number arrives?
That is between you and your employer, and it depends on their payroll set-up. Tell them your application is pending, share your appointment date and ask how they handle new starters. Do not give a made-up number.
Does the PPS number decide how many hours I can work?
No. Your work hours come from your immigration permission. The number is only an identifier for payroll and public services. Check the official immigration pages for the current limits.
Can Border and Bridges help me plan my Ireland arrival?
Yes. We help Pakistani students with course choice, visa preparation and an arrival checklist covering registration and work rules. We have worked from Johar Town, Lahore since 2016, but you complete the PPS application and attend the appointment yourself.
