Yes, a Pakistani student who finishes a degree in the United States on an F-1 visa can work there through Optional Practical Training, or OPT, which gives up to 12 months of paid work in your field, and up to 36 months if your degree is in science, technology, engineering or maths. OPT is not a separate visa. It is work permission attached to your F-1 status, recommended by your university and then approved by US Citizenship and Immigration Services. What is OPT, and who is it for?

Optional Practical Training is temporary work permission for F-1 students. It lets you take a job directly related to your field of study, either during the degree or after you finish. The idea is simple. You spent years learning something, and OPT is the window to actually do it, get paid for it, and build a US work record before you decide what comes next.

Standard OPT gives you up to 12 months of work authorisation tied to your major, and that 12 months is available at each higher level of study, so a bachelor and then a master can each carry their own OPT. A Designated School Official, usually someone in your university's international office, recommends OPT in the government's SEVIS database. After that recommendation, you are the one who applies to USCIS for the actual work card. If it is approved, USCIS issues an Employment Authorization Document, the EAD. You cannot start work one day before the start date printed on that card, even if you already have a job offer in hand.

So OPT is two things stacked together. It is a recommendation your school makes, and a permit the federal government issues. Both have to line up. Skip a step and the whole thing stalls.

Are Pakistani students eligible for OPT?

Nationality does not decide OPT. Your status does. Any F-1 student who has been enrolled full-time for at least one full academic year at a school certified by the Student and Exchange Visitor Program can qualify, and that includes every Pakistani student on a normal F-1 route. There is no separate rule for applicants from Pakistan, and no quota by country.

The conditions that actually matter are these. You must hold valid F-1 status. You must have completed, or be about to complete, one full academic year of study. The work must relate to your major. And you must not have already used up 12 months of full-time Curricular Practical Training, because full-time CPT at the same program level eats into your OPT.

Pre-completion or post-completion: which do you want?

There are two flavours of the standard OPT, and most Pakistani students only ever use one of them.

Pre-completion OPT

This is OPT you use before your program end date, while you are still a student. It can be part-time, capped at 20 hours a week when school is in session, or full-time during official breaks. Here is the catch that trips people up. Every month of full-time pre-completion OPT you burn is deducted from your post-completion allowance. Use four months full-time before you graduate and you have eight left for after. Most students skip pre-completion OPT for exactly this reason.

Post-completion OPT

This is the one that matters for graduates. It starts on or after your program end date and must be at least 20 hours a week, though almost everyone does it full-time. This is your runway after the degree, the period where you hold a real job, earn a US salary and try to line up something longer term. When people say OPT, this is usually what they mean.

Practitioner note. Think hard before using pre-completion OPT. The time is not free. It is borrowed straight from the 12 months you will want far more after you graduate, when you are job hunting for real and every week of work authorisation counts.

How does the 24-month STEM extension work?

This is where the US pulls ahead of most study destinations for the right degrees. If your degree is on the DHS STEM Designated Degree Program List, you can apply for a 24-month extension on top of the first 12, which takes a STEM graduate to 36 months in total. That is three full years of work permission on a single degree, which is a serious head start for anyone hoping to move into an H-1B or, eventually, a green card.

It is not automatic, and it is not for everyone. The STEM extension only works if your employer is enrolled in and using E-Verify, and if you file a training plan on Form I-983 signed by you and the employer. You also cannot have more than two STEM extensions in your lifetime, and each new higher STEM degree resets the clock with a fresh 12 plus 24.

Which degrees count? The list is set by the Department of Homeland Security and it is specific. Computer science, most engineering fields, data science, many maths and physical science programs, and a good number of others sit on it. Business degrees usually do not, and neither do most humanities. How do you apply for OPT, step by step?

The order is fixed, and doing it out of order is the single most common way students lose money and time. Follow it exactly.

  1. Request the recommendation from your DSO. You ask your international office to recommend OPT. They confirm your eligibility, enter the request in SEVIS, and issue a new Form I-20 that shows the OPT recommendation on it.
  2. Get and sign the new I-20. Check the dates and the OPT remark. Sign it. This I-20 is part of your USCIS application, so it has to be correct before you file.
  3. File Form I-765. This is the Application for Employment Authorization. You send it to USCIS with the fee, your signed I-20, a copy of your passport, visa and previous EADs if any, and two passport photos. You can file online or on paper.
  4. Wait for the receipt notice. USCIS issues a Form I-797 receipt with a case number. Your OPT status in SEVIS flips to Pending.
  5. Respond to any Request for Evidence. If USCIS wants more, they send an RFE with a deadline. Miss the deadline and they decide without your answer.
  6. Receive your EAD. When approved, the card arrives by post. You may begin work only on or after the start date printed on it.

When can you file, and what are the deadlines?

OPT lives and dies by two overlapping clocks, and you must satisfy both.

The program-date window. For post-completion OPT you can file as early as 90 days before your program end date and no later than 60 days after it. That is a wide window on paper. In practice you want to file early inside it, because processing is slow and your start date cannot precede your approval.

The 30-day SEVIS clock. You must file Form I-765 within 30 days of the day your DSO enters the OPT recommendation into SEVIS, or USCIS will deny it and you lose the fee. This one catches people who get the I-20 and then sit on it for weeks. The recommendation date starts a 30-day countdown, and USCIS must receive your I-765 inside it.

What are the unemployment rules you must not break?

This is the rule that ends more OPT periods than any refusal ever does. OPT is work authorisation, and the government expects you to actually work.

A student on post-completion OPT can be unemployed for a total of 90 days across the whole period, and the clock is counted in SEVIS. A record with no employer listed counts as unemployed, even if you have a job but never reported it. This is why reporting your employer to your DSO is not admin trivia. It is how the system knows you are employed at all.

Once you move onto the STEM extension the allowance rises to 150 days of unemployment in total, which includes any of the original 90 you had left.   • Watch your own counter. Do not assume the school is watching it for you.

After OPT: H-1B, cap-gap and staying longer

OPT is a bridge, not a destination. For most Pakistani graduates the plan is to move from OPT onto an H-1B work visa, and the timing between them has a built-in safety net called cap-gap.

If an employer files a qualifying H-1B petition for you while your OPT is still valid, and asks for an October 1 start, your F-1 status and work authorisation can be extended automatically to bridge the gap until the H-1B begins. That prevents a hole where your OPT has ended but your H-1B has not yet started. It is one of the reasons the US route works for people who plan two or three years ahead.

Mistakes that cost students their OPT

The refusals and terminations are rarely bad luck. They are the same handful of errors, again and again.

  • Sitting on the I-20. The 30-day SEVIS clock is unforgiving. File fast once the recommendation is in.
  • Starting work before the EAD date. A job offer is not permission. The card date is.
  • Letting the unemployment counter run. A gap between graduation and your first job is normal, but track the days.
  • Taking unrelated work. A barista job to pay rent does not count as OPT employment and can look like a violation.
  • Not reporting the employer. Unreported work reads as unemployment in SEVIS.
  • Assuming a technical degree is STEM. Check the program's official classification code, not its title.
