What does the Home Office actually require?
Two separate bodies judge your English, and confusing them is where most of the misinformation starts. The Home Office sets a minimum standard for the visa. The university sets its own admission standard, which is often higher.
On the visa side, the GOV.UK knowledge of English guidance requires CEFR level B2 in reading, writing, speaking and listening for anything at degree level or above, and CEFR level B1 for courses below degree level. Pakistan is not on the list of majority English speaking countries that are exempt, so a Pakistani passport alone never removes the requirement.
What GOV.UK does say is that you can satisfy it in four ways: a UK school qualification such as a GCSE or A level, a degree awarded by a UK institution, a degree taught in English from an institution outside the UK, or a pass in a Secure English Language Test. IELTS for UKVI is only one option inside that fourth category.
The university self-assessment route explained
A licensed Higher Education Provider with a track record of compliance is trusted by the Home Office to judge English competence for its own degree students. In practice the university runs one of the following and then writes the outcome onto your CAS:
- An internal online English test, often around 45 to 90 minutes, taken from home.
- A live video interview with an admissions or academic staff member.
- Acceptance of your previous academic record, including HSSC, A level or a Pakistani bachelor’s degree taught in English.
- A combination, for example an internal test followed by a short interview.
The assessment must still be equivalent to CEFR B2. A university cannot simply waive English. It can only choose a different way of measuring it. Once satisfied, the university states on the CAS that it has assessed your English, and the visa officer accepts that statement without asking for a test certificate.
This route is common for master’s applicants at post-1992 universities across England, Wales, Scotland and Northern Ireland, and less common at highly selective institutions, which usually keep a hard IELTS or equivalent cutoff. Does a Medium of Instruction letter work for the UK?
Sometimes, but the honest answer is that an MOI letter carries much less weight for the UK than it does for some other destinations. An MOI letter from a Pakistani university is not, by itself, evidence the Home Office recognises. It only helps if a Higher Education Provider chooses to accept it as part of its own self-assessment for a degree level course.
Some UK universities do accept an MOI letter from a recognised HEC-chartered Pakistani university where the whole programme was delivered and examined in English, usually alongside a video interview. Many do not accept it at all. Treat any promise of a guaranteed MOI-based admission with scepticism, and ask to see the university’s own published English requirements page before paying anyone a fee.
Using a previous degree taught in English
This route is separate from university self-assessment and it satisfies the Home Office directly. If you hold a degree that was taught in English and awarded outside the UK, GOV.UK directs you to apply for an assessment from Ecctis. Ecctis compares your qualification and issues a confirmation that it is equivalent to a UK bachelor’s degree or higher and was taught in English. That confirmation code goes into your visa application in place of a test result.
For a Pakistani applicant with a four year BS from an HEC-recognised university, this is often the cleanest path. It takes several weeks and carries a fee, so start it early rather than in the week before your intake deadline. A degree awarded by a UK institution, even if you studied for it in Pakistan on a franchised or transnational programme, counts without any Ecctis step at all.
Alternatives to IELTS that are still accepted
If you do need a test, IELTS is not the only door. The Home Office maintains an approved SELT provider list, and Pakistani students commonly sit PTE Academic UKVI, LanguageCert International ESOL SELT or Trinity College London ISE. All must be taken at an approved UKVI test centre, not the ordinary version of the same exam.
Separately, many universities accept tests that are not SELTs, including the standard PTE Academic, Duolingo English Test and TOEFL iBT, for their own admission decision, then self-assess for visa purposes. IELTS versus the no-test route: an honest comparison
- Cost: IELTS for UKVI runs into tens of thousands of rupees. A university internal test is almost always free, though an Ecctis assessment carries its own fee.
- Speed: An internal test or interview can be arranged within days. IELTS booking plus results typically takes two to four weeks, longer at peak intake.
- Choice of university: A valid IELTS score opens every UK institution. Self-assessment narrows you to universities that offer it, which excludes many of the most selective ones.
- Other countries: An IELTS certificate is portable to Canada, Australia and Ireland. A UK university’s internal test is worth nothing anywhere else.
- Later switching: If you change university or apply for a second course, an internal test does not travel with you. You may have to test again.

Where the no-IELTS route goes wrong
The most damaging error is assuming the visa is easier without a test. It is not. A visa officer who sees a self-assessed CAS may still form a view about your English at the credibility stage, and a candidate who cannot discuss their own course convincingly is at real risk of refusal. Speaking practice matters even when no certificate is required.
The second error is paying for an admission that turns out to be below degree level, where B1 and a formal SELT are compulsory. Foundation years, extended diplomas and most pre-sessional English courses fall here. Read your offer letter carefully and check the qualification level written on it.
