Japan Certificate of Eligibility (COE) for Pakistani Students: Process, Timing and Costs in 2026
A Pakistani student does not apply for the Japanese Certificate of Eligibility. The school in Japan applies for it on your behalf, at the regional immigration office covering the campus, and only once that certificate exists can you lodge a student visa application in Islamabad or Karachi. What is a Certificate of Eligibility, and why does Japan use one?
Japan splits the decision about a long stay into two. The Ministry of Justice, through the Immigration Services Agency, decides whether your intended activity fits a status of residence and whether the conditions for landing are met. The Ministry of Foreign Affairs, through its embassies, then decides whether to put a visa in your passport. The Certificate of Eligibility, written in Japanese as zairyu shikaku nintei shomeisho, is the record of that first decision.
It is not a visa. It does not let you board a plane on its own. What it does is move the hard part of the assessment from a consular officer in Islamabad to an immigration officer in Japan who has your school's file in front of them.

The Ministry of Foreign Affairs is clear that you can apply for a long stay visa without a certificate. It is also clear about the price of doing so: a much larger pile of evidence and a wait that can stretch into months. For a Pakistani student that route is rarely sensible.
Who actually files the application?
The school does, in almost every case. Japanese immigration law allows the application to be made by the foreign national in person, by a staff member of the accepting institution, or by an approved filing agent such as a registered lawyer or administrative scrivener. Since you are sitting in Lahore and the office is in Tokyo or Osaka, the school files as your proxy.
The application goes to the regional immigration office covering the school's location, and postal submission is not accepted. Online filing is available to institutions that have registered for it, and many universities now use it.
The question to ask your admissions office early: who files our certificate applications, and on which date do you send the batch to immigration? Language schools and universities file in fixed batches tied to the intake. Miss the batch by a week and you wait for the next intake, not the next batch.
What has to be in place before the school can apply?
Three things, and they are sequential.
One: an offer from an institution that can host a Student status
Japanese immigration recognises universities, junior colleges, colleges of technology, high schools, specialised training colleges, miscellaneous schools and accredited Japanese language institutions. Immigration also classifies institutions by their compliance record, and the document set a school must submit changes with that classification. A school with a poor record has to send far more evidence about each student, which slows everything down.
Two: the paperwork Japan wants from your side
Your school will ask for academic certificates, transcripts, passport copies, photographs and a funding file. Documents issued in Pakistan will usually need attestation, and anything in Urdu needs a Japanese translation. Three: a funder who can be documented
Japan does not simply want a bank balance. It wants a named person who accepts responsibility for your expenses, states their income, and proves where the money came from. That is the heart of the file, and the next section deals with it properly.
How much money does Japan want to see?
Here is the honest answer, and it is not the answer most agents give. The Immigration Services Agency does not publish a single fixed rupee or yen threshold for a Student certificate the way the United Kingdom publishes maintenance funds or Quebec publishes an essential expenses figure. What it publishes is a form, the statement of expense payment, and a requirement that the sponsor demonstrate the capacity to cover tuition and living costs for the period of study.
Individual schools then set their own working thresholds, and those vary. A Japanese language school in Tokyo and a national university in Sendai will not ask for the same figure. Anyone quoting you one universal number for Japan is quoting a school's policy, or a guess, and calling it law.
What the funding file needs to contain
- A completed statement of expense payment naming the sponsor and the relationship to you.
- Bank certificates and statements covering a meaningful period, not a single balance printed the day before submission.
- Evidence of how the sponsor earns: salary certificates, tax records, business registration, property rental income.
- Scholarship award letters where a scholarship covers part of the cost.
The part Pakistani families underestimate is the source of funds. A sudden large deposit with no matching income record is the most common reason a Japanese file is questioned. Which documents go into the file?
The school assembles the package, but you supply most of it. A typical set for a first Student certificate looks like this.
- The application form for a certificate of eligibility, completed for the Student status.
- One photograph meeting the published specification, attached to the form.
- A stamped self addressed envelope for the return of a paper certificate, where the school files on paper.
- Your admission or enrolment documents from the Japanese institution.
- Academic certificates and transcripts from Pakistan, with translations.
- The statement of expense payment and the sponsor's financial evidence.
- Evidence of Japanese language ability where the course is taught in Japanese, or of the language of instruction where it is not.
Two administrative rules catch people out. Certificates issued inside Japan must be dated within three months of submission. Any document in a foreign language needs a Japanese translation attached. Submitted material is not normally returned, so keep certified copies of anything hard to replace and say at the time of filing if you need an original back.
The confirmation forms your school fills in
Immigration now requires a set of confirmation forms about the applicant, and these are completed by the educational institution, not by you. Students heading for a specialised training college or a Japanese language institution should expect a longer list than a student entering a national university, because the agency treats those sectors differently.
How long does the certificate take?
As of 25 September 2026, the Immigration Services Agency page on certificate of eligibility applications gives the standard processing period as one to three months, and the agency charges no fee for the application. Treat one month as the fortunate case. Three months is what you plan around, and peak season for the April intake runs longer than a quiet month.
The clock starts when the immigration office receives a complete application from the school, not when you send your documents to the school. Those two dates can sit six weeks apart if a transcript is delayed. Ask your school for the date they actually filed.
Why this matters for the April and October intakes
Japan's main entry points are April and October, with some universities running September starts for English taught programs. Work backwards. Three months for the certificate, then the visa on top, then flights and accommodation. An April start realistically needs the school to hold your complete file before the end of the preceding November.
How long is the certificate valid once issued?
A certificate issued on or after 1 August 2022 is valid for three months from the date of issue, and it stops being valid if the holder has not landed in Japan inside that window. Miss the window and the certificate is dead paper. You do not get an extension.
Since 17 March 2023 the certificate can be received by email, and a printout of that email is accepted both at the visa counter and at the landing examination. That change removed the old courier delay between Japan and Pakistan, which used to eat two weeks of a three month window. The Student status of residence is granted for a period the Minister of Justice designates individually, up to a ceiling of four years and three months. That ceiling is why a four year bachelor degree is often covered by one grant of status, while longer paths need a renewal from inside Japan.
How do you turn the certificate into a visa in Pakistan?
The certificate goes to the Japanese mission with a short application. Since 1 April 2024 the Embassy of Japan in Islamabad does not take visa applications at its own counter except for diplomatic and official categories. Everything else goes through the Japan Visa Application Centre operated by VFS Global and Gerry's.
Where you apply depends on where you live
Residents of Sindh and Balochistan apply through the Consulate General of Japan in Karachi. Everyone else applies in Islamabad. Applying at the wrong post wastes an appointment and a trip.
What you present
- Your passport, with enough validity and a free page.
- One completed visa application form, signed by hand.
- A photograph of 45mm by 45mm on a light background.
- The certificate of eligibility, as the original, a printed copy, or the email version.
As of 25 September 2026, the Embassy of Japan in Islamabad puts the standard processing period at six working days from the day you apply through the visa application centre, at the earliest, and warns that a file needing closer examination can run to several months. Same day issuance does not happen. Build a buffer of several weeks between the visa application and the flight.
A police character certificate is not on the standard Japanese list, unlike some other destinations, but requirements change and consular officers can ask for more. What does the whole process cost?
The government charges on the Japanese side are unusually light. The weight sits in tuition, the first term deposit and the flight.
As of 25 September 2026, the Ministry of Foreign Affairs fee notice says the amended fee order took effect on 1 July 2026 and puts a single entry visa at roughly 15,000 yen and a multiple entry visa at roughly 30,000 yen, while the Japan Visa Application Centre page for Pakistan still lists PKR 5,660 for a single entry and states that Pakistan passport holders are exempt from the visa fee. Those two positions cannot both be current, so confirm the figure with the visa application centre on the day you book rather than budgeting from either page.

What happens at the airport and in the first two weeks?
You land, present the passport, the visa and the certificate, and the inspector grants landing permission. At the major international airports a residence card is printed and handed to you there. At smaller ports your passport is stamped to say the card will follow, and it is posted to you once you register an address.
Every new mid to long term resident must report a residential address to the municipal office within 14 days of settling on it, and there is no charge for the notification. In practice you do this at the same counter as the resident registration, and presenting the residence card at that counter satisfies both requirements at once.
The rule nobody mentions until it is broken
Carry the residence card. Japanese law makes failure to carry it punishable by a fine, and refusing to present it to an authorised officer carries a heavier penalty. Students treat the card like a college ID and leave it in a drawer. It is not a college ID.
You also have to notify immigration when your address changes, when details on the card change, and when your relationship with the school changes. A student who quietly stops attending and does not report it is building a problem for the next renewal.
Can you work on a Student status?
Yes, within limits, and not automatically.
A Student may take paid work of up to 28 hours in any week, rising to 8 hours a day during the school long vacation, but only after the general permission to engage in an activity other than the one permitted has been granted. You can apply for that permission at the airport on arrival, which is the sensible moment, or later at the immigration office covering your address.
That permission carries no fee, and the agency gives a standard processing period of two weeks to two months for it. Applying at the airport avoids that wait entirely, so have the form filled in before you fly.
What the permission does not cover
- Work in adult entertainment venues, in any capacity, at any number of hours.
- Activity that gets in the way of your studies, which is the first condition immigration applies.
- Running a business with employees or premises, which needs a different status altogether.
- Contract work where the hours cannot be verified objectively, which needs individual rather than general permission.
Exceeding 28 hours is a status violation, not a payroll problem. It surfaces at renewal, and it is one of the clearest ways a student loses permission to stay.
What if the certificate is not issued?
There is no appeal against a decision not to issue a certificate of eligibility, which is why the quality of the first application matters so much.
What you can do is find out what went wrong and file again. The school receives the notice of non issuance and can usually explain the ground. In practice the recurring grounds are familiar: funding that cannot be traced to a documented income, an academic history that does not line up with the course, a language level that does not match the medium of instruction, or gaps in the record that were never explained.
A second application is possible and is often successful when the weakness has been fixed properly. What does not work is resubmitting the same file with a different cover letter.
Keep the school on your side
Your institution is the applicant, not you. If the school loses confidence in your file, it may decline to apply again, and some institutions restrict how many times they will file for one student. Answer their document requests quickly and completely. That relationship is an asset.
What does a realistic timeline look like?

Frequently asked questions
Can I apply for the certificate myself from Pakistan?
The law allows the applicant to file in person, but the office must be attended physically and postal filing is not accepted, so a student sitting in Pakistan cannot realistically do it. The accepting institution files as your proxy. That is the normal route and the one every Japanese school expects.
Does the certificate mean my visa is approved?
No. The Ministry of Foreign Affairs states clearly that a certificate does not oblige a mission to issue a visa. The consular stage still checks identity, passport validity and whether the certificate was obtained on accurate information. Refusals after a certificate are uncommon but they happen.
My certificate expires before my course starts. What now?
You cannot extend it. Where the application has not changed since the previous one, immigration will issue a fresh certificate on an expedited basis if the school submits the old certificate and a statement of reasons. Raise it with your school as soon as you see the dates clashing.
Do I need JLPT before I can get a Student status?
It depends on the course. A program taught in Japanese will require evidence of Japanese ability, and the immigration form has a language section that must be completed. A degree taught entirely in English changes the question to proof of English. Ask the institution which evidence it will send with your file.
How much money should my father show as sponsor?
There is no published national figure. The institution sets a working threshold and immigration assesses whether the sponsor can genuinely cover tuition and living costs for the study period. Ask your school for their number in writing, then build documentation that traces the money to a real income.
Can my wife come with me on a Dependent status?
A separate certificate of eligibility is needed for the Dependent status, filed for her, and the same financial logic applies with a higher total. Many Japanese language schools will not support dependents at all. Confirm the institution's position before making plans.
Is the certificate the same thing as a student visa?
No. The certificate is a Ministry of Justice decision about your status of residence. The visa is a Ministry of Foreign Affairs decision that lets you travel. You need both, in that order, and they come from two different ministries.
What is the residence card and when do I get it?
It is your identity document in Japan and it is issued on landing at the major international airports. At other ports the passport is endorsed and the card is posted after you register your address. Carry it at all times; failing to do so carries a penalty.
Can I start working the day I arrive?
Only if you have the permission to engage in an activity other than the one permitted. Apply for it at the airport counter on arrival, which is free and immediate. Applying later at an immigration office can take from two weeks to two months.
What if my name on the certificate does not match my passport?
Immigration warns that a mismatch causes verification work at every later step and slows things down. Check the spelling the moment the certificate reaches you. Tell the school at once if anything differs, because fixing it before the visa stage is far easier than afterwards.
Are Pakistani applicants subject to pre entry tuberculosis screening?
Japan has announced a pre entry tuberculosis screening scheme, and the first nationalities named for it are the Philippines, Nepal and Vietnam. Pakistan is not in that initial group. Screening requirements do get extended, so check the position again close to your application date.
Should I use an agent for the certificate application?
The filing itself is done by your school, so there is nothing for an agent to file. Where help earns its keep is in choosing an institution with a sound compliance record, assembling a funding file that survives scrutiny, and keeping the attestation chain moving. Pick the institution carefully; it decides more than anything else in the process.
How long can a Student status last?
The Minister of Justice designates a period for each student, up to a maximum of four years and three months. Longer study paths run on renewals applied for from inside Japan, and each renewal looks at attendance, results and whether you stayed inside the work limits.
