Hong Kong Student Visa for Pakistani Students: ImmD Process, Fees, Work Rules and IANG (2026)
Yes, a Pakistani student can study in Hong Kong, but you need a student visa from the Hong Kong Immigration Department (ImmD) before you travel, and you must have a local sponsor, usually your university. The visa fee is HK$330 as of 21 October 2026, processing normally takes about six weeks, and full-time degree students may work part-time on campus. After graduating you can apply for IANG, a 24 month stay with no job offer needed if you apply within six months.

Does a Pakistani student need a visa to study in Hong Kong?
Yes. Every non-resident who wants to study full-time in Hong Kong needs permission from ImmD before starting the course. There is no shortcut.
Some families assume that because Hong Kong is part of China, the application goes through the Chinese embassy in Islamabad or the consulates in Karachi and Lahore. It does not. Hong Kong runs its own immigration system, and a student application goes straight to ImmD in Hong Kong, normally online through GovHK or through the sponsoring university. The Chinese visa process is a separate thing and does not cover Hong Kong.
A second common misunderstanding is about visit entry. Even where a passport holder could visit Hong Kong briefly, a visitor is not allowed to study. If you arrive as a visitor and try to enrol, you are breaking your conditions of stay. So the order is simple: admission first, student visa second, flight third.
Hong Kong is a small market for Pakistani students compared with the UK or Canada. That is partly why the process feels unfamiliar. It is also why well-prepared applicants tend to stand out to admissions offices that want a broader mix of nationalities.
Who is eligible for a Hong Kong student visa?
ImmD's student visa page sets out the basic test. In plain words, you may be considered if you have been accepted for a full-time locally-accredited post-secondary programme, you can pay your fees and living costs without working and without public funds, and you have no known record that would count against you.
What counts as a locally-accredited programme?
This means a degree or sub-degree course run by a Hong Kong institution and accredited in Hong Kong. The eight publicly funded universities qualify, as do the self-financing degree-awarding institutions such as Hang Seng University of Hong Kong and Hong Kong Metropolitan University. Some courses run in Hong Kong by overseas universities are "non-local" programmes, and they are treated differently, including for work rights and for IANG. Ask the institution in writing which category your course falls into.
Is there an age or academic cut-off?
ImmD itself does not publish a minimum grade. The university decides admission. Applicants under 18 need extra documents, including parental consent and proof of accommodation. For most Pakistani students the real academic bar is the university's: an FSc or A-level profile for undergraduate entry, or a recognised bachelor's degree for a master's.
What about English?
English is the main teaching language at most Hong Kong universities. ImmD does not set an English test, but universities do. Many ask for IELTS 6.0 to 6.5 for undergraduate entry and 6.5 or above for postgraduate study, with exact scores set per programme. If you are still choosing a test, our guide on what IELTS band score Pakistani students need explains how universities read these scores.
What is a local sponsor and why does it matter?
Hong Kong is unusual here. You cannot apply for a student visa on your own. You need a local sponsor.
ImmD says the sponsor can be the institution that admitted you or an individual. An individual sponsor must be at least 18, a bona fide Hong Kong resident, know you personally, and be able to support and house you if needed. For almost every degree student the sponsor is the university, and that is the safer route because the institution already knows the process.
The sponsor completes Form ID 995B. You complete Form ID 995A. Both forms travel together. If your university is acting as sponsor, its admissions or non-local student office will tell you whether you upload the documents yourself or send them to the office to submit for you.
Tip from our desk: When the university sends your offer, look for a separate email or portal section about "visa" or "entry arrangements". Many Pakistani applicants miss it because it arrives a week or two after the offer letter. That message usually contains the sponsor reference you need.
How does the application work, step by step?
The process has fewer steps than a UK or Canada file. Each step still has to be done properly.
- Get an unconditional offer. ImmD needs a letter of acceptance from the institution. A conditional offer is not enough to submit.
- Accept the offer and pay any deposit the university requires. Keep the receipt; it helps show commitment.
- Find out who the sponsor is and how the university wants the file submitted.
- Complete Form ID 995A with a recent passport-style photo, and have the sponsor complete Form ID 995B.
- Prepare your supporting documents: passport copy, acceptance letter, academic records and financial proof.
- Submit online or through the university, as instructed. ImmD starts processing only once everything is in.
- Answer any follow-up requests quickly. A missing document can add weeks.
- Pay the visa fee after approval, then download the e-Visa.
- Travel with your passport and the e-Visa on your phone or printed on A4 paper. At the counter you scan its QR code.
- Register for a Hong Kong identity card after arrival if your stay is longer than 180 days. Registration itself is free.
That last step is often forgotten. ImmD's identity card registration page says a new arrival aged 11 or over who is permitted to stay more than 180 days must register within 30 days of arrival, and your university will usually remind you during orientation.
Which documents should a Pakistani applicant prepare?
ImmD's list is shorter than most countries'. The quality of each document matters more than the count.
- Form ID 995A, signed, with a recent colour photo.
- Form ID 995B, completed by the sponsor.
- Passport bio page copy, valid well beyond your intended arrival.
- Letter of acceptance from the Hong Kong institution.
- Academic certificates and transcripts: matric, FSc or A-levels, and degree records if relevant.
- Financial proof that covers tuition and living costs.
- Parental consent and accommodation proof if you are under 18.
How much money do you need to show?
Here is where Hong Kong differs from the UK or Australia. ImmD does not publish a fixed maintenance figure. It asks for evidence that you can meet tuition and living costs without working. That sounds easy and it is not, because without a number the officer judges the whole picture.
Our practical advice is to show at least the full first-year tuition plus a realistic year of living costs, held for a reasonable period, with a clear source. A sudden large deposit with no explanation reads badly in any system. If a parent sponsors you, include their income evidence, tax records and a short sponsorship letter.
Do you need attested documents?
Universities decide this. Many accept scanned or certified copies at application stage and inspect originals on arrival. Getting your transcripts verified early is still sensible, especially if you also plan to apply elsewhere. Our step-by-step guide to HEC degree attestation for studying abroad walks through it.
What does the visa cost, and what does study cost?
The visa fee
As of 21 October 2026, the ImmD fee table lists HK$330 for an ordinary visa or a single entry permit in the "others" category, which is where a student visa sits, and the same HK$330 for an extension of stay. You pay it only after ImmD approves the application. There is no fee to lodge a student visa application, which is different from the talent and graduate schemes covered later in this guide.
ImmD revised many of its fees in September 2025, when the "others" visa fee rose from HK$230. Older blogs still quote the old number. Check the live fee table on the day you pay.
Tuition
For undergraduate entry in 2026-27, published non-local tuition runs from about HK$154,000 a year at Hang Seng University of Hong Kong to about HK$214,000 at CUHK, and HKU has already published HK$250,000 to HK$280,000 for most 2027-28 programmes. Medicine and dentistry are far higher; HKU lists HK$590,000 a year for MBBS and BDS in 2027-28. Postgraduate taught master's fees vary by programme and are set separately, so check the course page rather than the undergraduate table.
Fees are rising. Hong Kong's public universities have announced sizeable increases for non-local students from 2027-28, so anyone planning for the year after next should budget above today's figures.
Living costs
Hong Kong is expensive for housing. University halls are the cheapest option, and HKU, for example, lists hall fees of roughly HK$17,290 to HK$37,940 a year for about 285 residential days, with off-campus housing at HK$30,000 to HK$50,000 a year and living expenses of up to HK$50,000. CUHK estimates about HK$17,000 for on-campus housing and about HK$45,000 for other living costs. Treat these as the university's own estimates, not a visa threshold.
| Cost item | Lower end | Typical | Higher end |
|---|---|---|---|
| Undergraduate tuition, per year | About HK$154,000 (HSUHK, 2026-27) | About HK$214,000 (CUHK, 2026-27) | HK$250,000 to HK$280,000 (HKU, 2027-28) |
| University hall, per year | About HK$17,000 | HK$20,000 to HK$30,000 | About HK$38,000 |
| Living expenses, per year | About HK$45,000 | HK$45,000 to HK$50,000 | Higher if you live off campus |
| Student visa fee | HK$330 as of 21 October 2026, paid after approval |
If cost is the deciding factor, compare these numbers with our breakdown of what it costs to study in Singapore from Pakistan, the closest Asian alternative for English-taught degrees.
Is there funding?
Yes, though it is competitive. Most universities offer entrance scholarships for strong non-local undergraduates, sometimes covering full tuition. For research students, the Hong Kong PhD Fellowship Scheme (HKPFS) is the main route. For the 2027/28 round, PolyU's HKPFS page lists an annual stipend of about HK$344,400, roughly HK$28,700 a month, with the Research Grants Council step closing at noon Hong Kong time on 1 December 2026. Check the Research Grants Council's own page before you apply, as the stipend is revised each year. Our guide on getting a fully funded PhD abroad from Pakistan covers how to prepare a research proposal that can compete.

How long does processing take?
ImmD says it normally takes six weeks to process a student visa once every required document has arrived, and the clock does not start until the file is complete. So the real timeline depends on how quickly you and your sponsor send a complete file.
Six weeks is a normal figure, not a ceiling. June to August is peak season, because that is when most September entrants apply. If your course starts in late August or early September, the safest move is to submit in May or early June.
Plan backwards from your registration date:
- Allow six to eight weeks for ImmD.
- Add one to two weeks for the university to process its part as sponsor.
- Keep two weeks spare for flight booking and a document request you did not expect.
That puts the latest comfortable submission date roughly ten to twelve weeks before your start date.
How long will the visa last?
For a full-time locally-accredited degree, the stay granted normally matches the length of the course, up to a ceiling of six years on each entry. Other courses usually get twelve months or the length of the course, whichever is shorter. You can apply to extend within the four weeks before your permitted stay ends.
Can you work while studying in Hong Kong?
The default rule is that students cannot work. There are defined exceptions, and they are fairly generous for degree students.
ImmD's student visa page allows full-time non-local students on locally-accredited undergraduate or higher programmes to work part-time on campus for not more than 20 hours per week, and to work without hour or location limits in summer, from 1 June to 31 August. The Education Bureau's Study in Hong Kong employment page states the same limits. Unused hours cannot be carried forward to the next week.
Internships are allowed when they are study-related and arranged or endorsed by your institution, up to one academic year or one-third of the programme length, whichever is shorter, according to the ImmD study page. Sub-degree students have a shorter allowance.
What about the temporary off-campus exemption?
Since November 2023 for postgraduates, and since 1 November 2024 for full-time undergraduates, the government has temporarily exempted eligible non-local students from the usual part-time work restrictions, which removes the on-campus and hours limits. It was announced as a temporary measure under review, and we could not confirm on an official page whether it has been extended beyond its original period. Ask your university's non-local student office before you take any off-campus job, and keep the No Objection Letter it issues.
Can work pay for your studies?
Not realistically. Twenty hours a week on campus helps with daily spending. It will not cover Hong Kong tuition, and ImmD expects you to fund your studies without working. Do not build your financial plan on part-time earnings.
Can you bring your spouse or children?
Yes, in more cases than many countries now allow. ImmD lets students admitted to full-time undergraduate or postgraduate programmes at local degree-awarding institutions bring a spouse and unmarried dependent children under 18.
The sponsor has to show a genuine relationship and enough money to support the family "at a standard well above the subsistence level", with suitable accommodation. Dependants normally get twelve months at first, extendable each year. They can study. They cannot work without permission from the Director of Immigration.
That last point matters for budgeting. A family of three living off campus in Hong Kong needs far more than a single student in a hall. If the numbers do not work on one income, the application is unlikely to work either. Our wider guide to post-study work visas for Pakistani students compares family rules in other destinations.
What is IANG and how do you stay after graduating?
The Immigration Arrangements for Non-local Graduates, usually called IANG, is the main reason some Pakistani students choose Hong Kong. It is a simple, open post-study route.
Under the IANG rules, a graduate who applies within six months of graduating does not need a job offer and is normally granted an initial stay of 24 months with no other conditions of stay. During that stay you can take up and change jobs without asking ImmD first. Graduates who apply later than six months after graduation need a job offer at degree level with market pay.
Who qualifies?
- Graduates of a full-time locally-accredited undergraduate or higher programme in Hong Kong.
- Graduates of qualifying programmes at Hong Kong universities' campuses in the Greater Bay Area, under the extended scheme.
- Students of non-local programmes run in Hong Kong do not qualify in the same way, which is why the programme category matters.
What does IANG cost?
IANG is one of ImmD's "specified schemes", and since February 2025 these carry a separate fee structure. As of 21 October 2026, ImmD's specified schemes fee page lists a non-refundable application fee of HK$600 per applicant, then a visa issuance fee of HK$1,300 when the stay granted is more than 180 days, or HK$600 when it is 180 days or less. Each dependant pays the same. The application fee is not refunded if the application fails.
What happens after the first 24 months?
To extend, you need a degree-level job at market pay. ImmD normally extends stays on a three year then three year pattern, and graduates who meet its top-tier income test can be given six years in one go. Permanent residence in Hong Kong is based on seven years of continuous ordinary residence, and ImmD assesses each person's circumstances. Do not assume every year you spend in Hong Kong counts; ask for advice before you rely on a date.
How does Hong Kong compare with Singapore and the UK?
Hong Kong rarely appears on a Pakistani family's first list. It deserves a look for engineering, business, data and finance students who want an English-taught degree in Asia with a clear post-study stay.
| Point | Hong Kong | Singapore | UK |
|---|---|---|---|
| Who applies | Student and local sponsor (usually the university) | Student via the university's Student's Pass process | Student, with a CAS from the university |
| Fixed funds figure | None published; must cover fees and living costs | Set by the university's financial checks | Fixed monthly amount set by the Home Office |
| Work during term | On campus up to 20 hours a week (plus a temporary wider exemption) | Limited, depending on institution approval | Up to 20 hours a week for degree students |
| Post-study stay | IANG, 24 months, no job offer if you apply within six months | No automatic post-study route; a work pass needs an employer | Graduate route |
| Dependants | Allowed for full-time UG and PG at degree-awarding institutions | Limited | Mostly restricted to research postgraduates |
The comparison shows the trade-off. Hong Kong is costly and competitive for admission. Once you are in, the visa side is lighter and the post-study stay is more open than in many popular destinations.
What mistakes cause delays or refusals?
ImmD does not publish refusal statistics for Pakistani applicants, so we will not invent any. From the files we see, these are the patterns that cause trouble:
- Submitting before the file is complete. ImmD starts the clock only when it has everything, so a half file gains nothing.
- Weak funding evidence. No fixed figure does not mean any figure. Thin balances or unexplained deposits invite questions.
- Choosing a non-local programme by accident. Some Hong Kong-based courses are run by overseas providers and do not lead to IANG.
- Entering as a visitor and trying to switch. Study needs a student visa from the start.
- Working off campus without checking. Breaching work conditions can end your stay and damage future applications.
- Forgetting the identity card. Stays beyond 180 days require registration after arrival.
- Missing the six month IANG window. After that you need a qualifying job offer.
What does a realistic timeline look like?
Here is a worked example for a Lahore student, Ayesha, applying for a September 2027 undergraduate start in engineering.
- October to December 2026: she shortlists four universities, takes IELTS and submits applications.
- February to April 2027: offers arrive. She accepts the one with a partial scholarship and pays the deposit.
- Late April 2027: the university sends visa instructions and its sponsor details.
- Early May 2027: she completes ID 995A, gathers her father's bank and tax records and uploads everything.
- Mid June 2027: ImmD approves the application. She pays the visa fee and downloads the e-Visa.
- Mid August 2027: she flies to Hong Kong, scans the e-Visa QR code on arrival and moves into her hall.
- Early September 2027: she registers for her Hong Kong identity card and attends orientation.
- Summer 2031: after graduating, she applies for IANG within six months and starts job hunting with 24 months of stay.
Notice how much of the work happens before ImmD sees anything. The visa is the short part. Getting the right offer, at the right price, in the right category of programme takes longer.
Use our country-by-country study abroad checklist to keep the earlier steps on track.

Frequently asked questions
Do Pakistani students need a visa to study in Hong Kong?
Yes. Anyone who is not a Hong Kong resident needs a student visa or entry permit from the Immigration Department (ImmD) before starting a full-time course. A visit visa or visa-free entry cannot be used to study.
Who applies, the student or the university?
The student fills in Form ID 995A and the local sponsor fills in Form ID 995B. For most degree students the university is the sponsor and usually submits or coordinates the file, so follow your admissions office's instructions.
How much is the Hong Kong student visa fee?
As of 21 October 2026 the ImmD fee table lists HK$330 for a student visa in the others category. You pay it only after approval, before the e-Visa is issued.
How long does the student visa take?
ImmD says about six weeks after it has every document. Summer is the busiest period, so submit as soon as your admission letter arrives.
Is there a fixed bank balance requirement?
No published fixed figure. ImmD asks for proof that you can pay tuition and living costs without working or using public funds. In practice you should show at least the first year's fees plus living costs.
Can I work while studying in Hong Kong?
Full-time undergraduate or higher students on locally-accredited programmes may work on campus for up to 20 hours a week and freely in summer, from 1 June to 31 August. A temporary wider exemption has applied since November 2024, so check its current status with your university.
Can my spouse come with me?
If you are admitted to a full-time undergraduate or postgraduate programme at a local degree-awarding institution, your spouse and unmarried children under 18 may apply as dependants. They can study but cannot work without ImmD permission.
What is IANG?
The Immigration Arrangements for Non-local Graduates let a graduate of a full-time locally-accredited degree stay or return to Hong Kong to work. Recent graduates who apply within six months need no job offer and normally get 24 months.
What does IANG cost?
As of 21 October 2026 ImmD lists a HK$600 non-refundable application fee plus a HK$1,300 visa fee for a stay of more than 180 days. This is separate from the student visa fee.
Does time in Hong Kong lead to permanent residence?
Permanent residence is based on seven years of continuous ordinary residence, and ImmD looks at each person's circumstances. Do not assume your study years count. Ask for advice on your own dates before you plan around them.
Do I need HEC attestation for Hong Kong?
Universities set their own document rules. Many accept certified copies for admission but ask for originals on arrival. Get your transcripts attested early so you are not stuck if one is requested.
Can Border and Bridges help with a Hong Kong application?
Yes. We check your admission, sponsor forms, funds and timeline before submission. We cannot promise an ImmD decision, and no consultant honestly can, but we can make sure the file you send is complete.
