France APL Housing Aid for Pakistani Students After July 2026: Who Still Qualifies

Most new Pakistani students in France can no longer count on APL, the CAF housing aid, since 1 July 2026. A non-EU student on a long-stay student visa now qualifies only if they receive a needs-based CROUS grant, and the Crous network says international students in incoming mobility are generally not eligible for that grant. Working students, apprentices, refugees and a few other groups keep their rights. If your budget for France assumed a monthly housing refund, you need to rebuild it before you pay a deposit.

What is APL, and what changed on 1 July 2026?

APL stands for aide personnalisée au logement. It is a monthly housing aid paid by the Caisse d'Allocations Familiales, known as the CAF, to people who rent a home in France, and it has long been one of the quiet supports behind a student budget. Until this summer a foreign student with a valid residence permit and a rental contract could usually apply,. Service-public.gouv.fr still describes the basic position: you can receive APL even if you are foreign, as long as you have a valid residence permit.

The change came with the summer. As of 7 October 2026, the national CAF notice says that non-EU students holding a long-stay visa or a residence permit marked "poursuite d'études" must receive a needs-based higher education grant, called a bourse sur critères sociaux, to qualify for APL, and the rule applies from 1 July 2026.

Read the wording carefully. It does not say that foreign students lose APL. It says that one group, non-EU students whose permit is marked as continuing studies, now need a social grant on top of the permit. Service-public.gouv.fr gives Decree No. 2026-552 of 27 June 2026 as the legal basis for the change.

The effect on a newly arrived Pakistani student is large, because the grant it depends on is not open to most of them, as the next sections explain.

Why this matters before you travel

A student who decided on France because rent in a city like Lyon or Toulouse looked manageable after an APL refund now faces a higher real cost. The refund was never a reason to choose France, but it softened the monthly figure that the family had in mind. Take it out and the same room costs more, and that changes how much money you need to hold and how you plan the first year.

Who still qualifies for APL?

Several groups are unaffected, and some Pakistani students may belong to one of them. CAF says students who work, apprentices, people on professionalisation contracts, refugees, stateless persons and spouses of non-EU students keep their eligibility whether or not they hold a scholarship.

A French university's guidance for international students gives a similar list from a practical angle. It says a non-EU national with a student long-stay visa or a temporary residence card qualifies if they receive a needs-based grant from CROUS or if they work while studying, and it adds that if you fall into none of these categories you are not, or are no longer, eligible for CAF housing assistance.

  • EU, EEA and Swiss nationals, who are not affected.
  • Non-EU students who receive a needs-based higher education grant from CROUS, or from certain regional programs for health and social sector courses.
  • Students in work-based learning, with an apprenticeship or professionalisation contract.
  • Students who work, whether as employees or self-employed.
  • Refugees and stateless persons.
  • Spouses of non-EU students, according to CAF's professional notice.

For a typical Pakistani student arriving on a student visa with no French job and no refugee status, the list leaves only one realistic door, the grant. That is why the next question matters most.

Can a Pakistani student get the CROUS grant?

For most new arrivals, no. The grant is a French state scholarship paid by CROUS on social criteria, and the rules for foreign nationals are strict. As of 7 October 2026, service-public.gouv.fr says a foreign student applying for a bourse sur critères sociaux must have been domiciled in France for at least two years, must show a tax household in France for at least two years, and must hold a residence permit. A student who lands in September 2026 cannot meet a two-year residence test.

The Crous network's own guidance for international students points the same way. The Crous network says that international students in incoming mobility are generally not eligible for this grant, while refugee students and those with subsidiary or temporary protection are eligible on the same basis as French students. The same page says that in difficulty such students can ask for a one-time aid, after a social assessment, which is a small safety net and not a monthly allowance.

Put the two rules together. APL needs the grant, and the grant needs two years of French domicile and tax history. A student who arrives in 2026 on a student visa therefore starts outside both. That is the honest reading of the published rules, and it is the one to plan around.

What about scholarships from other bodies?

The rule names the CROUS social grant and certain regional grants for health and social care courses. It does not say that a scholarship from the French government's Eiffel program, an Erasmus Mundus award or a university waiver counts. If you hold such a scholarship, ask your local CAF in writing whether it counts before you assume it does. Do not rely on a university's general statement, because the CAF decides. Tip. Ask your university's international office one question in writing before you accept: "Will students on my visa type be eligible for CAF housing aid this year, and have any of your current international students lost it since 1 July 2026?" A clear answer tells you how the school reads the new rule.

What if you already receive APL?

Some Pakistani students who arrived in earlier years are already receiving APL, and the change reaches them too. CAF adds that current recipients who no longer meet the new conditions will see their rights end from July 2026, and that new applicants without a qualifying grant will be refused.

A university that publishes guidance for its international students gives sensible advice to anyone whose payment was suspended: contact your local CAF office and provide supporting documents that prove you meet the new criteria. It tells new non-European applicants to submit everything that shows their circumstances, such as the visa or residence permit, an employment contract and a scholarship notification.

Documents to keep ready

  • Your rental contract and proof of rent payments.
  • Any employment contract and recent payslips, if you work.
  • Your scholarship notification, if you receive a qualifying grant.
  • A birth certificate, which the CAF asks for, in French or with a certified translation.

If your payment stops, do not ignore the message. Contact the CAF, ask which condition it believes you fail, and answer in writing. An unpaid rent bill that grows while you wait is the real danger.

How should you budget for France now?

Start from the premise that you will pay the full rent yourself. Then test whether your plan survives that.

Rebuild the monthly figure

List rent, utilities, transport, food, phone, health costs and study materials, and total them without any housing refund. Compare the total with what your family can send each month. Check your visa funds

The financial evidence you show for the visa is separate from your real budget. It is a minimum, not a plan. Choose a cheaper city or a cheaper room

Rents differ sharply between Paris, Lyon, Marseille and smaller university towns. A student who accepts a place in a smaller city may spend noticeably less on rent, and since the refund is gone the saving matters more. Does working in France restore APL?

It can, because working students are among the groups the rule keeps. The university guidance says a student who works while studying qualifies, and CAF's notice lists students who work professionally as an exception. That makes part-time work a financial tool as well as a source of income. A student with a qualifying job may recover the aid, and the aid is calculated on rent and household resources.

Be careful about how you read this. Working rights for foreign students in France have limits on hours, and the job must be lawful. Timing matters too. APL needs a rental contract and an application through the CAF online service, and processing is not instant. Whether your job starts in the first month or the fourth changes how much you receive, so keep the contract and first payslips together and apply as soon as you qualify.

Service-public.gouv.fr says you must be a tenant, co-tenant or declared sub-tenant to receive APL, and that a request is made online through the CAF teleservice. A room in a shared flat with a proper sub-tenant declaration can work, but an informal arrangement paid in cash cannot. Insist on a contract in your name.

Which housing routes are still open?

With APL gone for most, the choice of housing carries more weight. Three routes are worth comparing.

University and Crous residences

The Crous network says international students can submit a housing application to Crous, and that access to university residences depends on available places. It advises applying early and contacting the international relations office. Residences are usually cheaper than the private market, which makes them more valuable now.

Private residences for students

Private student residences cost more, but they often include furnishing, utilities and internet in one bill and may accept a guarantor abroad. Read the contract closely, including the notice period and the deposit rules.

Shared flats and private rentals

The cheapest option per person is often a shared flat, but landlords may ask for a French guarantor or a deposit. Ask your university about the rent security schemes it recognises, and check any scheme's eligibility on its own official site before you rely on it.

What should you do before you leave Pakistan?

Step one: rebuild the budget without APL

Take your planned rent and add all other costs. If the total is beyond what your family can send comfortably, change the plan now.

Step two: ask the university about housing

Ask whether a residence place is available, when applications open and what the monthly price is. Apply to the residence in the same week you accept your offer.

Step three: prepare documents for the CAF anyway

If you may qualify through work or another route later, keep a clean folder: permit, contract, birth certificate with translation, rent receipts.

Step four: read your visa and permit wording

Check that your document carries the student mention and that you complete the validation online after arrival. A mistake here causes larger problems than housing aid.

Step five: tell your family what changed

Parents often remember advice from years ago. Show them the CAF notice so the money talk is based on the 2026 rules.

What goes wrong most often?

Counting on APL from an old guide

Blog posts and videos from before July 2026 still tell students to budget for the refund. Check the date on any source and prefer the CAF's own pages.

Assuming a scholarship counts

Only the grants named in the rule count. Do not assume that a university waiver or another award will be accepted.

Taking undeclared work

A cash job may feel like a shortcut, but it creates no proof for the CAF and can endanger the residence permit.

Signing a lease without checking the contract

A lease in someone else's name, or an informal sublet, may not meet the CAF's tenant conditions. Insist on a contract that names you.

Forgetting the first months

Even if you later qualify, processing takes time and payment does not start on arrival. Hold enough money to pay rent for the early months from your own funds.

Leaving the deposit until the last day

Residence places fill early. A student who applies late ends up in the private market at a higher price, with no APL to soften it.

A realistic budget with dates

Take Sana, an MSc student from Lahore who accepts a place in Lyon starting in September 2027. Her family had planned around a monthly housing refund. Here is how a clean plan looks.

  • January 2027. She reads the CAF notice and learns that a student on her visa type now needs a CROUS social grant for APL. She tells her family the refund should not be in the budget.
  • February 2027. She asks the international office about residence places and applies as soon as the portal opens.
  • May 2027. She receives a residence offer at a monthly rent below the private market. She confirms the contract names her.
  • July 2027. She prepares her visa file with funds that cover the full rent and living costs, with no housing refund counted.
  • September 2027. She arrives, validates her visa online and opens a French bank account.
  • October 2027. She finds a declared part-time job with a contract, keeps the payslips, and asks the CAF whether her new situation changes her eligibility.

Now the version that fails. A different student arrives in a private studio, assuming the CAF will return a share of the rent. The application is refused, the rent is paid from savings meant for tuition, and by December the family is sending emergency money. Same city, same visa, avoidable ending. The difference was one outdated assumption.
