Yes, but only for some. What changed on 21 January 2025?

For years the deal was simple. If you held a valid Canadian study permit and were a full time student, your spouse could apply for an open work permit and work for almost any employer. Many Pakistani families planned around it. One partner studied, the other worked, and the second income carried the rent. That door narrowed sharply at the start of 2025.

As of 2 October 2026, the IRCC notice on changes to open work permits for family members confirms that effective 21 January 2025, family open work permits are limited to spouses of international students enrolled in master's programmes that are 16 months or longer, doctoral programmes, or select professional and eligible programmes. The policy was announced in September 2024 as part of a wider tightening of Canada's temporary resident programmes, and it took effect on that January date. It was not a quiet tweak. It removed eligibility from the spouses of most diploma and bachelor students in one step.

Two points matter for Pakistani readers. First, this is about the student's programme, not the spouse's qualifications. A spouse who is a doctor or an engineer still cannot get this permit if the student is on an ineligible course. Second, permits already approved under the old rule stay valid until they expire. The change is forward looking. It bites new applicants and, in some cases, renewals.

Which students' spouses still qualify?

Your spouse may be eligible if you, the student, hold a valid study permit and you are in one of the categories below. The list comes straight from the official IRCC page, and it is worth reading slowly, because the wording is precise.

The three main routes

  • Master's of 16 months or longer. A taught or research master's whose normal length is at least sixteen months. A twelve month master's does not count, which catches out a lot of UK style one year programmes offered in Canada.
  • Doctoral programmes. Any PhD or equivalent doctoral degree qualifies, regardless of length.
  • Select professional degrees. A specific set of university professional programmes, listed below.

The professional degrees that count

As of 2 October 2026, the IRCC spouse work permit page lists the professional degree programmes whose students can bring a working spouse. They are Doctor of Dental Surgery (DDS, DMD), Bachelor of Law or Juris Doctor (LLB, JD, BCL), Doctor of Medicine (MD), Doctor of Optometry (OD), Pharmacy (PharmD, BS, BSc, BPharm), Doctor of Veterinary Medicine (DVM), Bachelor of Science in Nursing (BScN, BSN), Bachelor of Nursing Science (BNSc), Bachelor of Nursing (BN), Bachelor of Education (BEd), and Bachelor of Engineering (BEng, BE, BASc). Notice what that means. Some bachelor level programmes still qualify, but only these named ones. A general bachelor of commerce or computer science does not.

Eligible pilots and provincial programmes

There is also a short list of named pilots and provincial bridging programmes that count as eligible, such as the Francophone Minority Communities Student Pilot outside Quebec and several internationally educated health worker programmes in Quebec, Ontario, Manitoba and British Columbia. These are narrow. Most Pakistani students will qualify through the master's or doctoral route, not a pilot, but check the official page if your course sits in health care or education.

Tip. Before you accept any Canadian offer with a working spouse in mind, read the programme length on your letter of acceptance in months, not years. A master's billed as "one and a half years" needs to be sixteen months or more on paper. If the letter says fourteen months, the spousal permit is off the table, and that one line can change your whole family budget.

Whose spouse no longer qualifies?

This is the painful part, so it is better to be blunt. If you are on any of the following, your spouse cannot get this open work permit.

  • A college diploma or advanced diploma, including the two year programmes that feed the post graduation work permit.
  • A general bachelor's degree that is not on the named professional list above.
  • Any master's shorter than sixteen months.
  • Non degree study such as a certificate or a language programme.

A spouse who falls outside the rule is not completely out of options. They can apply for any other work permit they qualify for, such as an employer specific permit backed by a job offer and, where required, a Labour Market Impact Assessment. What can the spouse do on an open work permit?

An open work permit is the good kind. It is not tied to one employer. The holder can work for almost any employer in Canada, full time or part time, change jobs without a new permit, and work in most sectors. There are only two real limits. The permit does not allow work for an employer on the official list of those who failed to comply with the programme conditions, and it does not allow work for a business that regularly offers striptease, erotic dance, escort or erotic massage services. How much does it cost and how long is it valid?

Budget for three government charges on the spouse's application: the work permit fee, the open work permit holder fee, and biometrics. None of these is huge on its own, but together they add up, and you pay them before you know the outcome.

As of 2 October 2026, the IRCC fee list sets the work permit fee at CAD 155 per person and the open work permit holder fee at CAD 100, so a spousal open work permit costs CAD 255 in application fees before biometrics. How does the spouse apply step by step?

In most cases the spouse applies online. The order below is the one that avoids wasted fees.

  1. Confirm your own programme qualifies. Read the length and category on your letter of acceptance, and if you need a reading, ask before you pay anything.
  2. Gather the enrolment proof and the relationship documents listed above, scanned cleanly.
  3. Create an IRCC secure account for the spouse, or use an existing one.

  5. Upload the forms and documents, pay the fees, and submit.

Can the spouse extend the work permit?

Yes, within limits, and this matters when the two permits were first issued for different lengths. The spouse may extend their open work permit under this stream if you still hold a valid study permit, you are physically in Canada while studying, you are a full time student in a post graduation work permit eligible programme at a designated learning institution, and, importantly, you are not in the last term of your programme. The spouse cannot extend beyond the expiry date of your study permit.

Most spousal permit problems trace back to a handful of avoidable errors.

  • Assuming the old rule still applies. Friends who came before 2025 may have had a working spouse on a diploma. That route is closed now.
  • Misreading programme length. A master's needs to be sixteen months or more. Count the months on the official letter, not the marketing.
  • Weak relationship evidence. A bare nikahnama with no translation and no supporting proof invites questions. Build a small file.
  • Applying in the last term. Extensions filed in your final term can be refused. Renew with time to spare.
  • Forgetting biometrics. The application is not complete until biometrics are given at the VAC after the request letter.

  • Late May. Sana gives biometrics at the Lahore VAC after the request letter arrives.
  • Summer. Sana's open work permit is approved, issued to match Hamza's study permit. She lands in Canada able to work for any employer and starts job hunting on arrival.

Now change one detail. Suppose Hamza's course had been a fourteen month master's. Sana would not qualify at all, and the family would need to rethink either the programme or a separate employer specific permit for Sana.
