You would submit your passport and documents through the courier, and the officer would decide your case on paper. People in Pakistan picked up the nickname dropbox because you dropped your documents at the courier office rather than going to the Embassy. It was never a different visa. It was only a different way to apply for the same F-1 stamp.

During the pandemic years the waiver was wide. Students who were renewing, and even many first-time applicants in certain categories, could use it. That made the process faster and removed the interview stress. The thing to understand in 2026 is simple. Dropbox was always a temporary expansion of a narrow rule, not a permanent right, and the expansion has now been pulled back.

Can Pakistani F-1 students still use dropbox in 2026?

As of 3 October 2026, the Department of State requires almost every nonimmigrant visa applicant, including F-1 students and their F-2 family members, to attend an in-person interview, and its interview waiver update effective 1 October 2025 lists no exception for the student categories. In plain terms, an F-1 student from Pakistan books an appointment and interviews in person. There is no document-drop route for study visas anymore.

This applies to everyone on a study visa. A first-year undergraduate going to the United States for the first time interviews in person. A PhD student renewing an expired F-1 interviews in person. A spouse or child applying for an F-2 visa interviews in person too. The pullback did not happen in one day. It came in steps through 2025, and knowing the order helps you spot outdated advice online.

February 2025

The State Department narrowed the waiver so that it covered renewals in the same category only, filed within 12 months of the old visa expiry, and removed most first-time applicants from eligibility.

August 2025

The US Mission in Pakistan confirmed that, with very limited exceptions, applicants in Pakistan would need an in-person interview, including children and older applicants who had earlier been exempt.

As of 3 October 2026, the main remaining shortcut is a B-1 or B-2 visitor renewal filed within 12 months of the old visa expiry, as set out in the State Department interview waiver update, and a student visa is not a visitor visa. The current national policy, published by the State Department, keeps only a short list of exceptions, and students are not on it. That is the rule you are applying under today.

Who can still skip the interview?

The waiver still exists, but the door is narrow. Based on the current State Department policy, the people who may still avoid an interview are mostly these:

  • Diplomatic and official travellers in categories such as A-1, A-2, G-1 to G-4 and NATO, and certain international organisation staff.
  • Visitors renewing a B-1, B-2 or B1/B2 visa within 12 months of the old visa expiry, where the earlier visa was issued for full validity and the person was at least 18 at the time.
  • Some H-2A seasonal agricultural workers renewing within the same window.

Even then, an applicant has to apply in their own country, have no earlier refusal that was not later overcome, and carry no other ineligibility. What this means for a Pakistani student in practice

The headline is less scary than it sounds. An interview is not a trap. It is a short conversation, usually a few minutes, where the officer checks that you are a real student with a real plan and the money to support it. Most well-prepared students clear it on the day.

It also puts you back in control of your own case. On paper, an officer saw only what your file said. In person, you answer the question behind the question. When they ask why this university, or how you will pay, they are really asking whether you are a genuine student who will study and then return home. Does this make refusals more likely?

Not by itself. The officer applies the same law whether your case is read on paper or in person. The difference is that an interview lets you explain things a paper file cannot, which can help a borderline case as much as hurt it. Weak preparation is the risk, not the interview itself. What does it cost now?

The end of dropbox does not change the fees. You pay the same charges you would have paid before.

As of 3 October 2026, the US visa application fee, often called the MRV fee, is USD 185 for an F-1 student, the non-petition rate published on the Department of State fees schedule. That fee is paid once per applicant, before you book the interview, in Pakistani rupees at the day's exchange rate. It does not change because you interview in person. On top of the MRV fee there is the separate SEVIS I-901 fee, which funds the student tracking system and is paid to a different government program. You pay both, and one never replaces the other. Travel to the interview city, and any accommodation if you do not live there, is your own cost to budget for.

How to book your F-1 interview, step by step

The process runs through the official channels only. Here is the order that works.

  1. Get your Form I-20 from your US university after you accept the offer and show the funds. Check every detail on it against your passport.
  2. Pay the SEVIS I-901 fee and keep the receipt. You need it at the interview.

  4. Pay the MRV fee of USD 185 through the official payment channel and keep the receipt number safe.
  5. Book your interview appointment online once the fee clears. Choose Islamabad or Karachi based on where you live.
  6. Attend in person on the day with your documents, arriving early and carrying only what is allowed inside.

That is the whole route. No courier shortcut sits inside it for a student in 2026.

Islamabad or Karachi, and what the day looks like

Pakistani applicants for a student visa are seen at the US Embassy in Islamabad or the US Consulate General in Karachi. You pick the post when you book, and most students simply choose the one closer to home to save travel and a night in a hotel. Both posts give priority to student and exchange cases, which helps when appointment demand is high before an intake.

The day itself is short, but the entry rules are strict. You arrive well before your slot, pass a security screening, and wait for your turn. Phones, bags, electronics, food and many everyday items are not allowed inside, and there is no storage at the gate, so plan where to leave them before you reach the building. When your number is called, you step up to a window, hand over your documents, give your fingerprints, and answer a few questions. Speak clearly and keep your answers honest and short. If the officer is satisfied, they keep your passport for stamping and tell you the visa is approved. You are usually in and out within an hour or two, most of which is waiting rather than talking.

Documents to carry to your F-1 interview

Because there is no paper-drop route, you bring your file with you and have it ready in order. Carry these:

  • A passport valid for your travel, plus any older passports with past US visas.
  • Your DS-160 confirmation page with the barcode.
  • The appointment confirmation letter.
  • Your original Form I-20, signed by you and your school official.
  • The SEVIS I-901 and MRV fee payment receipts.
  • Your admission letter, academic transcripts, degrees and test scores such as IELTS, TOEFL or the Duolingo English Test.
