What Is a DLI? Checking a Designated Learning Institution in Canada for Pakistani Students 2026
A Designated Learning Institution, or DLI, is a school that a Canadian province or territory has approved to host international students, and you cannot get a Canadian study permit without a letter of acceptance from one. As of 6 October 2026, the IRCC operational guidance on DLIs states that a study permit application must include a letter of acceptance (LOA) issued by a DLI. Pick a school that is not a DLI and your permit is refused, full stop. This guide explains what a DLI is, how a Pakistani student checks one on the official list, what the DLI number means, the rules that changed in November 2024, and why DLI status alone does not promise you a work permit later.

What is a DLI and why does it matter?
A DLI is a learning institution approved to enrol international students. Provinces and territories do the approving, not the federal government, which is why a college can be a real, accredited school and still not be able to take you if it is not designated. For a Pakistani student, this is the first gate. Before you fall in love with a campus, you check that it can legally host you.
The rule behind this is not a guideline, it is law. As of 6 October 2026, the IRCC operational guidance on DLIs states that a study permit application must include a letter of acceptance (LOA) issued by a DLI. No LOA from a DLI means no study permit. If you apply with an acceptance from a school that is not designated, the application is refused, and in most cases the money is not refunded.
One point that confuses families. All primary and secondary schools in Canada are automatically DLIs, so a school place for a younger child is not a problem. The designation question really bites at the post-secondary level, the colleges, universities and language schools where most Pakistani students are headed. Those are the ones you must check. Our full walkthrough of how to get a Canada study permit from Pakistan puts the DLI step in its place in the wider process.
How do you check if a school is a DLI?
You check against the official list, and nowhere else. IRCC publishes a live, searchable list of every designated post-secondary institution, and that list is the only source that counts. A school's own website claiming it welcomes international students is not proof. An agent's word is not proof. The government list is proof.
The steps to verify a school
- Open the official IRCC Designated Learning Institutions list on canada.ca.
- Filter by the province or territory where the school sits.
- Find the exact legal name of the institution. Watch for similar names and campuses.
- Note the DLI number shown next to it, the code that starts with the letter O.
- Confirm the campus you will attend is covered, because some institutions list campuses separately.
Do this yourself even if a consultant has already done it. It takes five minutes and it protects the single most expensive decision of your plan. If the school is not on the list, stop there. No amount of paperwork fixes a non-DLI acceptance, and no honest adviser will tell you otherwise.
Tip. Match the DLI number on the official list to the number printed on your letter of acceptance. If they do not match, or the school cannot give you a DLI number at all, treat that as a red flag and ask questions before you pay a single rupee of tuition deposit.
What is a DLI number and where do you use it?
Every designated post-secondary school has a unique code. As of 6 October 2026, the IRCC guidance explains that the DLI number is the external term used for Organization ID in the government's case system, and that this number is assigned to a post-secondary institution once IRCC receives confirmation of its designated status from the province or territory. In plain terms, the DLI number is the school's official identity in your application.
You use it in two places. You enter it on your study permit application form, and your school is encouraged to print it on your letter of acceptance and your letter of enrolment. The number begins with the letter O followed by digits. Get it right, because the wrong DLI number ties your application to the wrong school, and that causes delays or worse. A single mistyped character here is a surprisingly common reason a file stalls, so check it twice against the official list.
- The official list shows the DLI number beside the school's legal name.
- Your letter of acceptance should carry the same number.
- Enter that exact number on your study permit application form.
What changed in November 2024?
Two changes matter, and both affect how tightly your permit is tied to your DLI. As of 6 October 2026, the IRCC guidance states that post-secondary study permit holders must be enrolled at the designated learning institution named on their permit, a rule in force since November 2024. Your study permit now carries the name of your DLI, and you are expected to actually study there.
The second change follows from the first. If you are inside Canada and want to switch to a different DLI, you must apply for a new study permit before you move. You cannot simply transfer and tell IRCC later. For a Pakistani student this means choosing the right school the first time matters more than it used to, because changing your mind after you arrive is now a fresh application, with its own fee and processing time.
This is a real shift from the older system, where a permit was generic and a student could change schools by updating an online account. Plan your choice carefully. If you are weighing Canada against other destinations first, our guide on studying in Canada from Pakistan covers costs and the longer pathway, so the DLI you pick fits the plan you actually want.

Does a DLI promise you a work permit?
No, and this is where many students make an expensive assumption. Being a DLI lets a school enrol you and lets you get a study permit. It does not, on its own, mean your program will qualify you for a Post-Graduation Work Permit after you finish. Those are two different tests.
For a PGWP, the program usually has to be at a DLI that offers PGWP-eligible programs, be full-time, run at least a certain length, and, for many college and non-degree programs, fall within an eligible field of study for applications made on or after 1 November 2024. The field-of-study rule does not apply to bachelor, master and doctoral degree graduates in the same way, but it does catch a lot of college programs. These rules have been changing, so confirm the current position for your exact program rather than trusting an old forum post.
The safe habit is to ask two questions, not one. First, is the school a DLI, so I can get a study permit? Second, is this specific program PGWP eligible, so I can work after I graduate? A yes to the first does not promise a yes to the second. Our guide on how Pakistani students get a Canada Post-Graduation Work Permit walks through the current eligibility tests in detail.
The DLI, the PAL and the study permit together
The DLI is one piece of a larger set of documents, and it helps to see how the pieces fit. You get accepted by a DLI, which gives you a letter of acceptance. Most applicants then need a Provincial Attestation Letter, a document from the province confirming you count within its allocation. Then you apply for the study permit itself, with your proof of funds and the rest of your file.
Here is how the main documents relate.
| Document | Who issues it | What it proves |
|---|---|---|
| DLI status | Province or territory | The school can legally host international students |
| Letter of acceptance (LOA) | The DLI | The school has admitted you to a program |
| Provincial Attestation Letter (PAL) | The province | You are counted within the province's allocation |
| Study permit | IRCC | You are authorised to study in Canada |
Each depends on the one before it. A valid LOA only exists if the school is a DLI. The PAL and the study permit only work on top of a genuine DLI acceptance. Our guides on the Provincial Attestation Letter and on verifying your letter of acceptance cover the two steps that sit either side of the DLI check, and the GIC handles the proof-of-funds part.
What if a DLI loses its status or is suspended?
A school's designation is not permanent. A province can remove it, and IRCC can place a non-compliant post-secondary DLI on a public suspension list. Both situations affect students, and the timing of your application decides what happens.
If a school was not designated at the time you applied, the permit is refused. If your application was already in progress when the school lost its status, IRCC usually sends a procedural fairness letter giving you the chance to supply a new attestation letter and a new acceptance from a DLI that is still designated. If a school is on the suspension list when your application is received, your application is generally returned and the fee refunded, with narrow exceptions for renewals to finish a program you had already started.
There is one more detail worth filing away. A study permit becomes invalid 90 days after the day on which the permit holder completes their studies. That 90-day window is not the same as a work permit, and it is a common point of confusion, so know your end date and plan your next step before it closes.
Common mistakes and how to avoid them
Most DLI problems are avoidable with a few minutes of care.
- Trusting a brochure over the list. Only the official IRCC list proves designation. Check it yourself, every time.
- Confusing accreditation with designation. A school can be a legitimate institution and still not be a DLI for international students. The two are not the same.
- Assuming a DLI means PGWP. Designation lets you study. It does not promise a work permit. Check the program's PGWP eligibility separately.
- Ignoring the campus detail. Some institutions have campuses that are listed differently. Confirm the exact campus you will attend is covered.
- Planning to switch schools casually. Since November 2024, changing DLI from inside Canada needs a new study permit. Choose well the first time.

Key takeaways
- A DLI is a school approved by a province or territory to host international students, and you need a letter of acceptance from one to get a study permit.
- Check the school against the official IRCC Designated Learning Institutions list, not a brochure or an agent's word.
- The DLI number starts with the letter O and must match between the list, your LOA and your application.
- Since November 2024 your permit names your DLI, and switching schools inside Canada needs a new study permit.
- Being a DLI does not promise a Post-Graduation Work Permit. Check the program's PGWP eligibility on its own.
A worked example with dates
Take Sana from Lahore, planning a two-year college diploma in Ontario for the September 2027 intake.
- October 2026. Sana shortlists three colleges. She opens the official IRCC DLI list, filters by Ontario, and confirms all three appear with DLI numbers starting with O. One campus she liked is not on the list, so she drops it.
- November 2026. She also checks each program's PGWP eligibility, because she wants to work after graduating. Two programs qualify, one does not. She applies only to the two that do.
- January 2027. She receives a letter of acceptance from a DLI and checks that the DLI number on the letter matches the official list exactly.
- February 2027. She obtains her Provincial Attestation Letter and opens her GIC for proof of funds.
- March 2027. She submits her study permit application with the correct DLI number, her LOA, her PAL and her funds. Her permit will name that DLI, so she knows she is committing to that school.
- September 2027. She enrols at the named DLI. She knows that if she ever wants to switch, she must apply for a new study permit first, not simply transfer.
Now change one detail. Suppose Sana had accepted an offer from the campus that was not on the list, on an agent's assurance. Her study permit would have been refused for lack of an acceptance from a designated institution, and she would have lost the intake and the fee. One free check on the official list is what separated the two outcomes.
Frequently asked questions
What does DLI stand for?
DLI stands for Designated Learning Institution. It is a school that a Canadian province or territory has approved to host international students. You need a letter of acceptance from a DLI to apply for a Canadian study permit, so checking DLI status is the first step in choosing a school.
Can I get a study permit if my school is not a DLI?
No. As of October 2026 IRCC requires a study permit application to include a letter of acceptance from a DLI. If the school is not designated, the application is refused, and in most cases the fee is not refunded. Always confirm the school is a DLI before you apply.
How do I check if a Canadian school is a DLI?
Check the official IRCC Designated Learning Institutions list on canada.ca. Filter by province, find the school's exact legal name, and note its DLI number. Do not rely on a brochure, a website claim or an agent's word. The government list is the only source that proves designation.
What is a DLI number?
It is the school's unique code in the government system, known internally as the Organization ID. It begins with the letter O followed by digits. You enter it on your study permit application, and your school should print the same number on your letter of acceptance.
Are all Canadian schools DLIs?
All primary and secondary schools are automatically DLIs. At the post-secondary level, colleges, universities and language schools must be designated by their province, and not all are. Since most Pakistani students study at the post-secondary level, this is where you must check.
Does being at a DLI mean I can get a PGWP?
Not automatically. Designation lets you study and get a permit. A Post-Graduation Work Permit has its own tests, including program length, full-time study and, for many college programs, an eligible field of study for applications on or after 1 November 2024. Check your specific program separately.
Can I change my DLI after I arrive in Canada?
Since November 2024, a post-secondary study permit names your DLI, and if you are inside Canada and want to switch schools you must apply for a new study permit first. You cannot simply transfer and inform IRCC later, so choose your school carefully from the start.
What happens if my DLI loses its designation?
If the school was not designated when you applied, the permit is refused. If it loses status while your application is in progress, IRCC usually gives you a chance to supply a new attestation letter and an acceptance from another DLI. If a school is on the suspension list when you apply, the application is generally returned and the fee refunded.
Is a DLI the same as the PAL?
No. DLI status means the school can host international students. The Provincial Attestation Letter, or PAL, is a separate document from the province confirming you fall within its allocation. Most applicants need both the DLI acceptance and the PAL before applying for the study permit.
How long is my study permit valid after I finish?
A study permit becomes invalid 90 days after the day you complete your studies. That window is not a work permit. If you plan to work or stay, arrange your next step, such as a PGWP, before that 90-day period runs out.
Where is the official DLI list?
It is on the Government of Canada website, canada.ca, as the Designated Learning Institutions list. It is searchable by province and shows each school's DLI number. It is the only authoritative source, and it is updated as schools are added, lose designation or are suspended.
